31. The Crowding-out Effect of Mandatory Labour Market Pension Schemes on Private Savings: Evidence from renters in Denmark

Abstract:
This paper aims to estimate the crowding-out effect of the Danish mandatory labour market pension reforms begun in 1993 on the level of total household savings for renters. The effect is identified via a large panel of individual administrative records utilising the differences in speed, timing and sectoral coverage of the implementation of the reform in the period 1997 to 2005. Little substitutability was found between current mandatory labour market pension savings and private voluntary savings. Each euro paid into mandatory labour market pension accounts results in a reduction in private savings of approximately 0 to 30 cents, depending on age. This low rate of substitution is only, to a minor extent, explained by liquidity constraints. The results point to mandatory pension savings having a large effect on total household savings. Thus, pension reforms that introduce mandatory savings have macroeconomic implications.

Abstract:
Has inflation targeting (IT) conferred benefits in terms of economic growth on countries that followed this particular monetary policy strategy during the crisis period 2007-12? This paper answers this question in the affirmative. Countries with an IT monetary regime with flexible exchange rates weathered the crisis much better than countries with other monetary regimes, predominantly countries with fixed exchange rates. Part of this difference in growth performance reflects differences in export performance during the initial years of the crisis, which in turn can be explained by real exchange rate depreciations. However, IT seems also to confer other benefits on the countries above and beyond the effects from currency depreciation.

Domino's Pizza is testing "Domicopter" drones to deliver pizzas, which will compete with Taco Bell's "Tacocopter" drones. Not to be outdone, Amazon is working on an army of delivery drones that will cut out the postal service. In Denmark, farmers use drones to inspect fields for the appearance of harmful weeds, which reduces herbicide use as the drones directly apply pesticides only where it is needed. Environmentalists send drones into glacial caves or into deep waters, gathering data that would be too dangerous or expensive for human scientists to procure. Federal Express dreams of pilotless aerial and terrestrial drones that will transport goods more cheaply, reliably, and safely than vehicles operated by humans. Human rights activists deploy drones over conflict zones, intelligently searching for and documenting abuses for both rhetorical and legal purposes. Aid agencies send unmanned drones to villages deep in jungles or behind enemy lines, maneuvering hazardous terrain to bring food and supplies to endangered populations. Medical researchers are experimenting with injecting drone blood cells into humans that can mimic good cholesterol carriers or identify and neutralize cancerous cells. Parents in Vermont are using flying drones to accompany children to school, giving a whole new meaning to helicopter parenting. And Pilobolus, a New York dance company, has choreographed a dance in which drones and humans engage each other in the most human of acts: the creation of art.

But now, we have a society that has been radicalized, and in the next parliamentary elections, we will have a lot of new radicals in the parliament. This is partially good because they will fight against corruption, and they will put pressure on the government and the president to carry on the reforms that were promised.

Mette Skak addresses the role of the emerging BRICS powers (Brazil, Russia, India, China, and South Africa) in Danish foreign policy and offers her policy recommendations. Hans Branner shifts to a diachronic perspective. In his article about Denmark 'between Venus and Mars' he stresses elements of continuity in Danish foreign policy history; activism is not solely a post-Cold War phenomenon. Derek Beach turns to the scene of the current European economic crisis, analysing and interpreting the Fiscal Compact agreed during the Danish EU Presidency.

CORRUPTION, MORE often than not, seems to resemble a plague. Afghanistan, where the CIA and British intelligence (in competition with the Iranians) have quite literally been handing over duffel bags stuffed full with taxpayer money to Prime Minister Hamid Karzai and his associates, is perhaps the most prominent example of its invasiveness and hardiness. Nothing seems to be able to eradicate it. Immunization efforts fail. Mutations occur. The only course seems to be to attempt to adapt to it. For despite the efforts expended by several American presidents on behalf of Karzai's administration, the United States has no surer way of ensuring influence and access to Karzai and his advisers than through direct cash payments into a slush fund designed to purchase the loyalty of important and powerful personages within the Afghan government. The bankruptcy of the Western strategy in Afghanistan could hardly be expressed in more vivid terms. Such failures in Afghanistan, not to mention Iraq, have occurred while the broader (and noncoercive) dimensions of "state building" or more generally "development" have also paid less-than-stellar returns. It is difficult to avoid the conclusion that the project of implanting "good" institutions in non-Western societies, whether through conquest (as in Iraq and Afghanistan) or through consensual, noncoercive means (as in Cambodia), has turned out to be a thankless task.

Abstract:
Democracy can, according to Robert Dahl, be understood as a political system in which those affected by a decision have a proper chance to take part in making this decision. Although it is accepted by political theorists as well as many men and women on the street, this norm is not easily implemented in all situations. One situation in which implementation might not be as straightforward is the proper political participation of any kind of minority, be it national, ethnic, religious, cultural or otherwise. This question of minority political participation has grown in importance in Europe over the last decades. This is the case, because European nations are beset by a total of more than 300 national and ethnic minority groups with over 100 million members. Awareness and appreciation of this fact has massively increased recently in terms of politics as well as with regard to discussion in the social sciences. While there are at least some explicit perceptions of the institutional quality of participatory rights and facilities across Europe, there is almost no empirical account of the role and the perception of political rights and/or institutions that foster minority political participation.

Abstract:
This paper proposes to understand diplomacy as a form of impression management. Drawing on Erving Goffman's dramaturgy, I show how diplomats seek to repair sudden cracks in the fragile international order. I analyse Greenland's and the Faroes' puzzling ability to continue controversial seal and whale hunting despite massive international regulation and criticism. In diplomatic negotiations, the two former Danish colonies use post-colonial embarrassment and irony to push Denmark into negotiating an exemption to the EU's ban on seal products in 2009 and defend pilot whale hunting in the Faroes. Analysing diplomacy as impression management implies, first, that diplomacy cannot be seen as a one-to-one reflection of the relative capabilities or identities of the involved states. Rather, diplomacy should be understood as a social world of its own, abiding to its own rules, norms and codes of conduct. Its inhabitants may represent national interests but they also defend particular views of cosmos and they are saving face. Second, a focus on face-work and social order may help explain both the "conformist" bias of diplomacy and the way it may enable contestation of hierarchies.
