61. Russian Nuclear Weapons: Past, Present, and Future

Abstract:
As of November 2010, the so-called “New START (Strategic Arms Reduction Treaty)” treaty between the United States and Russia that was signed in Prague, Czech Republic, on April 8, 2010, awaits a ratification vote in the Senate. Regardless of the arguments pro and con that have emerged since it was signed, it is clear that the outcome of the ratification vote will not only materially affect the Obama administration's reset policy towards Russia, but also the strategic nuclear forces of both signatories. Indeed, throughout the Cold War, both sides built up their forces based on what each was thought to have or be building. Although the Bush administration (2001-09) rhetorically announced its intention to sever this mutual hostage relationship, it failed in that regard. As a result, critical aspects of that relationship still survive in Russia's orientation to the United States and in the language of the treaty, especially in its preamble, which explicitly affirms a link between nuclear offense and defense.

Abstract:
The main aim of this article is to provide a more solid theoretical anchor for numerous past and present debates about the various versions of American missile defence in Europe. The author claims that the neo-realism's concept of alliance security dilemma is the most appropriate framework for Czech, Polish, Romanian, and EU-wide experts'reflections and political decisions regarding the possible accepting of elements of American or NATO missile defence. Under appreciated explanatory power of the concept of the alliance's security dilemma is illustrated in the text on the case of the original Bush's plan of the so-called third pillar in Poland and the Czech Republic.

Abstract:
Pour sa quinzième édition (le premier volume est paru en 1997 !), le Tableau de Bord fait peau neuve et ouvre ses pages à des pays qu'il ignorait jusqu'à présent : signe des temps, alors que les pays d'Europe centrale et orientale sont tous intégrés dans l'Europe ou se préparent à l'être, c'est aux contrées plus orientales qu'il nous revient d'ouvrir nos pages. Cette innovation modifie la typologie et le format des chapitres dont nos lecteurs sont familiers. Le nouveau Tableau de bord consacre en effet un premier volume à l'Europe centrale, balkanique et balte et continue de suivre l'évolution des pays qui faisaient l'essentiel des précédentes éditions, regroupés dans des ensembles à dimension régionale : les pays de l'Europe centrale (incluant la Slovénie) sont traités ensemble, de même que les Etats baltes et les pays des Balkans ayant rejoint l'Union européenne (Bulgarie et Roumanie). Un quatrième chapitre est consacré aux « Balkans occidentaux », et traite non seulement de la Croatie et de la Serbie, mais aussi – et c'est une autre innovation importante – de tous les pays de cette région jusqu'alors non présentés dans ces pages, à savoir l'Albanie, la Bosnie-Herzégovine, la Macédoine et le Monténégro. Le Kosovo, pour lequel on ne dispose pas de statistiques appropriées pour ce travail, n'y figure pas. Le deuxième volume est consacré aux pays de l'ex-Union soviétique, regroupés sous le vocable d'Eurasie. On y trouve ainsi la Russie et l'Ukraine, comme dans les précédentes éditions, et les autres Etats regroupés en quatre chapitres : le Bélarus et la Moldavie, les trois pays du Caucase du Sud, le Kazakhstan, isolé en raison de la dimension de son économie, et les quatre autres pays de l'Asie centrale. Cette nouvelle structure entraîne également, on le comprendra, des modifications dans la présentation des tableaux d'indicateurs.

64. Controversies over missile defense in Europe

Abstract:
The plan to deploy an anti-missile system in Central Europe has been one of the most controversial security policy issues in the past few years. The Bush Administration pushed hard for the deployment of the radar site in the Czech Republic and interceptor missiles in Poland, largely because it would provide an additional layer in the global anti-ballistic missile defense of the United States. In both of these countries, public opinion has been against the deployments and the governments have had to negotiate between external and internal pressures pushing them in different policy directions. Russia has been adamantly opposed to the missile defense plan, issuing both threats and suggesting alternative ways to diminish the threat that the United States feels from Iran. The result has been a political stalemate that has further complicated otherwise tense relations between Moscow and Washington, D.C. With the arrival of the Obama Administration, there is a pause in the missile dispute, but no permanent resolution of the conflict is in sight.

Abstract:
The Czech EU Presidency has now reached its mid-term. It can be reasonably argued that the change of Presidency came at a challenging time for both the EU and the Czech Republic itself. The initial priorities of the Czech Presidency, the 'three Es', were ambitious to say the least, and the provisional results in implementing them are consequently modest at best. The internal disorder of the Czech administration has had a visible and rather negative impact on its competence to run a successful Presidency. The lack of a genuine consensus on various EU issues within the Czech political elite and the autonomy of President Klaus have resulted in problems in terms of satisfactorily driving forward the individual priorities and the Union as a whole. As calls for protectionism have increased in the light of the recession, it has become ever more difficult for the Czech Republic to take a leading position in the EU within the realm of the economic crisis and to find common grounds for all member states. The first European Council meeting under the Czech Presidency will be held on 19th and 20th March in Brussels. Another significant opportunity for the Czechs to exert an influence will be during the G20 Summit in early April.

Abstract:
The European Union has recently introduced its Eastern Partnership initiative (EaP) as a tool to enhance the co-operation and support reforms in its Eastern neighbourhood. The initiative, jointly presented by Poland and Sweden, was an answer to the French efforts to promote and strengthen the Mediterranean Union. The initiative involves several important steps to encourage countries such as Armenia, Azerbaijan, Belarus, Moldova and Ukraine to build a stable and valuable relationship with the EU. With the Czech EU Council's presidency the project has become a foreign policy priority of the Union and a lot of effort has been put in the launching and preparations. Nevertheless, the EU should not take for granted the partner countries' support and interest in the EaP and should permanently work towards ensuring that the offer presented to the partners is attractive and suited to provide assistance in reforms.

Abstract:
In October 2009, the lion's share of media and political attention given to the ratification process of the Lisbon Treaty in the Czech Republic has been devoted to the antics of the President, Václav Klaus. However, it is important to point out that the process is being delayed not only by the President's reservations and requests for a Czech (quasi)opt-out from the EU Charter of Fundamental Rights, but also by the pending review of the Treaty by the Czech Constitutional Court (CCC), which is set to give a second ruling on the Lisbon Treaty on November 3 rd, having delivered its first decision in autumn 2008.

68. Modelling the Multifunctionality of Czech Agriculture

The transformation of Czech agriculture since 1990 under the different stages of agricultural policy has resulted in the emergence of a strong, dual farm structure with a high share of leased land and profit-maximising (vs. family) farms. This working paper assesses the current situation concerning the multifunctional aspects of Czech farms. Applying a non-linear optimising model (FARMA 4), this study simulates the effects of different policy scenarios up to 2010 on the selected set of indicators of multifunctionality for eight farm categories (differentiated into three regions and by profit/income orientation). Under all the scenarios, there is a tendency towards a more extensive level of production with lower labour input, particularly by the profit-oriented farms that prevail in Czech agriculture.

On 28 October 1918, the newly created Czechoslovak Republic—incorporating the historic Czech lands (Bohemia, Moravia and Czech Silesia) and Slovakia— declared its independence after three centuries under Austrian and then Austro- Hungarian rule. This First Republic, initially led by its popular first president, Tomá G. Masaryk, lasted until the resignation of his successor, Edvard Bene, in October 1938. This followed an agreement between France, Germany, Italy and the United Kingdom forcing Czechoslovakia to cede the Sudetenland to Germany. From March 1939 until the end of World War II Czechoslovakia was split into the German Protectorate of Bohemia-Moravia and the nominally independent Slovakian State, which was also under de facto German control. Czechoslovakia regained its independence in 1945. The Communist Party took over government in 1948 and in 1955 Czechoslovakia signed the Treaty of Friendship, Co-operation and Mutual Assistance (the Warsaw Treaty) along with Albania, Bulgaria, Hungary, Poland, Romania and the Soviet Union and, from 1956, the German Democratic Republic. A period of hardline communist rule followed. Attempts at democratic transformation in 1968, the so-called Prague Spring, were ended by a Soviet-led invasion by the forces of fellow Warsaw Treaty Organization members in August 1968, after which the leading reformists were replaced with orthodox Communists. Czechoslovakia's Communist regime relinquished its monopoly on power in November 1989 following more than a week of popular demonstrations, a series of events known as the Velvet Revolution. A former dissident, Václav Havel, was elected president of the renamed Czech and Slovak Federal Republic. On 1 January 1993, the federation was peacefully dissolved and the Czech Republic and Slovak Republic (Slovakia) became independent democratic states. In 1999 the Czech Republic joined the North Atlantic Treaty Organization (NATO), and in 2004 it joined the European Union.

Abstract:
The social exclusion of members of ethnic minorities is viewed as a serious political problem that carries the potential danger of escalating ethnic violence. Consequently, EU member countries are looking for tools to help to prevent that happening. We understand social integration as a multi-dimensional process involving the integration of the individual into the broader social structures (social groups) of a given society and culture. Current social integration NAPs appraise differences in the populations of EU member countries using socio-economic indicators (gross domestic product, rates of employment and unemployment, poverty etc.) but they usually miss the cultural dimension. As far as the Czech Republic is concerned, cultural policy is a matter for the Ministry of Culture whereas social inclusion matters fall within the competence of the Ministry of Labour and Social Affairs. This Ministry supports research into social integration including that of ethnic minorities, particularly, as far as this report is concerned, the Roma community. Other state institutions play a complementary role within the inclusion process. Every ministry has its own concepts and distributes financial resources to projects in respective areas. The aim of this report is to provide a description of the concepts and policies towards and the current situation of national minorities and the Roma and foreign communities as regards participation, education and mass media publicity. These relatively independent populations occupy different positions in society and, in some cases, have different legal status so that different policies are required to bring about their social inclusion. Cost effectiveness analysis was limited in our report to educational policies concerning the Roma only, an approach which was agreed at the workshop in Flensburg. The measurement of cost effectiveness in the areas of participation and media policy is extremely complex due to the multilevel influences of social processes. In addition, finding the relevant indicators for an evaluation of the success of various policies in designated areas is also not an easy task. The data available for the measurement of cost effectiveness is limited and insufficient. However, the data which was available on preparatory classes, education assistants and the support programme for higher education and university students showed that the approach adopted in these areas is generally effective. Moreover, education is a value in itself and any improvement in this area is, in today's modern knowledge society, generally desirable.
