Haiti—an island [shared with the Dominican Republic] country of 8 million people about the size of Maryland just 600 miles off the coast of Florida—is an extreme case: it has received billions in foreign assistance, yet persists as one of the poorest and worst governed countries. Haiti is strategically important to the United States because of its location; perpetual state of violence and instability affecting the region; support for drug trafficking; potential as a trading partner; strong ties to a large Haitian-American diaspora; counterbalance to Communist Cuba; and relationship with the Latin American and Caribbean community.

Abstract:
The Nuclear Nonproliferation Treaty (NPT) was concluded at the end of the 1960s, a decade which saw the drama of the Cuban Missile Crisis, the height of the nuclear arms race between the superpowers, and the entry of France and China into the club of countries that had tested nuclear weapons. The basic bargain underlying the NPT allows countries to surrender their right to develop nuclear weapons in return for access to international assistance in civilian nuclear technology. Five countries (the United States, the Soviet Union, the United Kingdom, France, and China) that had tested nuclear devices before 1 January 1967, were conferred the status of Nuclear Weapon State (NWS) by Article IX. All other signatories (Non Nuclear Weapon States or NNWSs) pledged to abjure the development and diffusion of nuclear weapons technology.

83. CERI: The Catholic Church and "civil society" in Cuba

Abstract:
Alongside the socialist society that Cuba is in the process of constructing, an unofficial "civil society" is actually taking shape, made up for the most part of dissident movements. The Cuban Catholic Church, the only non-Castrist institution in existence, is playing a crucial role in maintaining a certain balance between the two; the Church's dual nature - universal in scope but locally implanted - has fostered a unique conception of its relation to Cuban society, all the more so as its ambition is above all to win back a position of influence and reaffirm its central status. This ambition is furthered by two means, both of which are basically handled by secular representatives, in particular by groups associated with Dagoberto Valdès. On one hand there is a pragmatic approach based on social work and the activities of training centers; on the other an effort to rethink the role of the Church in relation to society and envisage the possibility of a new form of citizenship founded on Catholic values. The charitable initiatives are acceptable to the regime; but the same does not hold as far as the resolve to become active social participants is concerned, a move seen as a form of defense of conservative, backward-looking options. In addition relations between the Church and dissident movements are strained. This ambiguous situation might well render the role of Catholics in the post-Castrist transition more uncertain, even though the Church's expertise will be required for national reconciliation to take place.

84. U.S. Military Concepts of War and their Impact on Foreign Interventions

Abstract:
This essay argues that military doctrine shapes the nature of United States foreign interventions. In particular, the U.S. military's concepts of “war” and “Military Operations Other Than War” (MOOTW), and the resulting institutional orientation of the Pentagon towards such contingencies, have had a profound impact on the planning and execution of contingencies around the world since the U.S. became a great power. Before World War II, MOOTW-like military interventions were commonplace and mostly successful in the conduct of U.S. foreign policy. Most military interventions such as the Philippines War of 1899-1901 and in the Caribbean (Cuba, Haiti, Dominican Republic, Panama, Nicaragua) between 1899 and 1941 were successful limited campaigns that helped consolidate the United States as a regional and global power. U.S. military doctrine and capabilities in counterinsurgency, peace enforcement, and foreign internal defense, were robust. This core competency of the U.S. military was lost in the large scale and conventional struggles against the Axis powers and later the Soviet Union.

Abstract:
The argument of this paper is that there is nothing new about the political connection made between development and security. This has characterized US relations with Latin America grounded in the Monroe Doctrine (giving the US right to intervene) that dates back to 1823. The focus here is on the 1960's, the aftermath of the Cuban Revolution, when the securitydevelopment complex was put firmly in place through the build-up of the region's armed forces militaries and an aggressive, anti-communist ideology under the aegis of the US military. In this context, the paper revisits a visionary paper written by the Brazilian economist Celso Furtado in 1966 when in exile, giving his (Latin American) analysis of the securitydevelopment complex and need to react against US economic hegemony, an important strand in dependency theory.

The end of the Cold War and disillusionment with aid's many failures led to widespread aid fatigue among donors during the 1990s. Total official development assistance (ODA) as a share of donor GDP fell by one third over the decade (from 0.32 to 0.22 percent). This was particularly pronounced in the United States, where a slash-and-burn approach reduced foreign economic assistance to just over one half of 1 percent of budget outlays, compared with over 3 percent at the time of the Cuban Missile Crisis. And U.S. per capita spending fell to last place among donor nations, ending the decade at $29, far below the average of $70.

Fidel Castro was given up for dead, and his would-be revolution written off, in the months after his disastrous invasion of the Cuban coast in late 1956. Then a New York Times editorial writer named Herbert L. Matthews published one of the great scoops of the 20th century, reporting that not only was Castro alive, but that he was backed by a large and powerful army that was waging a successful guerrilla war against dictator Fulgencio Batista. Matthews, clearly taken by the young rebel's charms, and sympathetic to his cause, presented a skewed picture. He called Castro a defender of the Cuban constitution, a lover of democracy, and a friend of the American people: the truth as he saw it.

Contemporary Spanish literature abounds in narratives where silence has an important function. In the fiction of Cristina Fernández Cubas it has epistemological implications. Mercè Rodoreda and Maria Barbal employ a rhetoric of silence to call attention to the situation of women who are obliged to remain silent and suffer without protest. Carme Riera and Dulce Chacón utilize silences, and acts of breaking silence, to emphasize the lack of voice of marginal beings and to highlight sexual, socioeconomic and political inequalities. In the present paper, I focus on the role of silence in a novel by Barbal and a story by Riera.

Abstract:
The commemoration of the 100th anniversary of the birth of the Cuban Republic on May 20, 2002, provided an opportunity to review not only the survival of the Cuban regime, but also the whole history of the Cuban nation. 2 This event coincided with the historic visit of former President Jimmy Carter to Havana 3 and the reiteration of the unwillingness of the United States to terminate its embargo of Cuba, as expressed by President George W. Bush in an unprecedented speech in Washington and on a trip to Miami. 4 At the same time, friction has increased between Cuba and some influential Latin American countries, as in the special case of Mexico. The tension generated in the aftermath of the vote taken by the United Nations Commission for Human Rights in Geneva in April 2002, which criticized Cuba's human rights practices, revealed a definite crack in the comfortable linkage previously enjoyed by Castro with most countries of the hemisphere (with the notable exception of the United States). On October 23, 2002, when the European Parliament (EP) approved the award of the Sakharov Prize to Cuban dissident Oswaldo Payá for his record in the defense of human rights and especially for his leadership in the “Varela Project,” the overall panorama of the relations of the European Union (EU) with Cuba acquired a new look, signifying the confirmation of a long pattern of the EU's perceptions of and policy toward Cuba. 5 Cuba's decision to allow Payá to travel to Strasbourg to receive the award was taken simultaneously with the EU's announcement of the opening of a delegation in Cuba, while Castro surprisingly declared that Cuba would reapply to become a member of the Africa, Caribbean, Pacific (ACP) Cotonou Convention. It is time, therefore, for a historical review and a consideration of the most salient aspects of European-Cuban relations and some of the pending issues.

The New York Times was by no means the lone voice in criticizing Brazil's abstentions on the Cuba-related motions before the UN Human Rights Commission. Much tougher criticism has come from a wide range of Brazilians, including a substantial segment of academics, journalists, and even politicians who have long praised Cuba's independence from the U.S. orbit and criticized the United States' economic blockade.
