Abstract:
The campaign against internal opposition launched last month by Fidel Castro's regime is among the most inhumane of the numerous crackdowns conducted during the more than 44 years he has ruled Cuba. Beginning in mid March, Cuban security personnel, often acting violently, rounded up more than 100 men and women associated with groups committed to peaceful democratic change on the island.

Abstract:
Cuban migration to the United States predates Fidel Castro's revolution by more than a century. As historian Félix Masud-Piloto writes, “The Cuban presence in Florida dates back to the 1830s when Cuban cigar manufacturers, trying to avoid high U.S. tariffs, relocated their operations in Key West.” 1 The wars of independence brought a substantial cohort of exiles. In the 1880s, the Cuban community of Key West would spawn a second Cuban immigrant community based on tobacco manufacture: Ybor City in Tampa, Florida. New York City, Philadelphia, and New Orleans also had significant Cuban emigré populations in the late nineteenth century.

Over the past two decades the Latin America and Caribbean region (LAC) has undergone a major political transformation. All countries in the region now have elected civilian governments, with the sole exception of Cuba. With this political opening have come economic liberalization and increased opportunities for citizen participation. The region has moved beyond the formality of elections and is now confronting the more difficult challenge of reforming its other political, economic, and legal institutions.

Abstract:
Official U.S. and Cuban depictions of the effects of the U.S. embargo differ notably from Cuban economic reality. This report, based on the authors' recent visits to Havana and interviews with top Cuban officials, dissidents, and other private citizens, shows that the embargo is not responsible for Cuba's poor economic condition—as Havana claims—nor has it been effective at achieving Washington's goal of isolating the Cuban regime.

Abstract:
In the last quarter of 1998, following the visit to Cuba of Pope John Paul II, the Council on Foreign Relations convened an Independent Task Force to assess U.S. policy toward Cuba in the post–Cold War era. The Task Force represents a bipartisan group of former State Department officials, congressional staff, labor leaders, and students of Latin American affairs and U.S. foreign policy from a cross section of think tanks, academic and religious institutions, businesses, trade unions, and government agencies. In a chairman's report issued in January 1999, the Task Force recommended a number of steps to strengthen civil society in Cuba, expand people-to-people contact between Cubans and Americans, and “contribute to rapid, peaceful, democratic transition in Cuba while safeguarding the vital interests of the United States.”

Abstract:
The Immigration and Naturalization Service (INS) is charged with the task of administering citizenship requests, providing for the proper documentation of temporary foreign workers, and apprehending illegal aliens. The apprehension of illegals, the most controversial duty of the INS, has placed the agency squarely in the headlines. The recent raid to seize Elian Gonzalez from his Miami relatives brought opprobrium upon the agency. The action, which involved 131 INS agents – some heavily armed – resulted in calls of discrimination from Miami's Cuban community. This paper examines the inconsistent enforcement patterns of the INS and attempts to determine what factors may account for INS activity. We conjecture that the agency is influenced by political pressure and may practice discrimination against certain illegals.

Attorney General Janet Reno yesterday ordered the Miami-based extended family of Elian Gonzalez to hand him over to his Cuban father. Reno's actions are expected to bring an end to the custody drama surrounding Elian, who was brought to the United States after coastguards found him floating in the Atlantic Ocean after a failed attempt to escape from Cuba with his mother. Although superficially a dispute between the United States and Cuba, argument about the case has centred upon the demands of the Cuban-American community in Florida, a section of the electorate of sufficient importance to oblige Vice-President Al Gore to make his most public break with the administration in which he serves.

This paper analyzes how Cuban entrepreneurs perceive the importance of their role in Cuba's reintegration into the Caribbean. In the context of recent Cuban-Caribbean economic relations, Caribbean entrepreneurs have taken the lead, and Cuban entrepreneurs are trying to conduct business under changing and challenging conditions. As the Cuban economy gradually adapts to new national and international realities, an increasing number of Cuban firms are beginning to participate directly and actively in Cuba's external economic relations.
