11. The Catholic Church, Elections and Democracy In Colombia, 1830–1930

Abstract:
By focusing on its electoral role, this paper revises some of the prevailing views regarding the Catholic Church's impact on the politics of Colombia between 1830 and 1930. To this aim, the paper offers a brief general overview of the Church during the period, in an attempt to locate its sources of power. Then, I look at the place the religious cleavage had in the formation of the party system that emerged in the republic by the mid-nineteenth century. Next, I examine the various ways in which the Church was involved in the electoral process both before and after the emergence of the party system. Finally, the concluding section considers the wider implications that such involvement might have represented for the history of democracy in Colombia. Overall, the paper addresses the following questions: What had the historical role of the Catholic Church been in the politics of Colombia since independence? How did the Church—the hierarchy, the clergy and the laity—relate to the electoral history and partisan divisions of the country? And to what extent did the involvement of the Church in electioneering enhance or hinder the process of democratization over this century?

12. Rising Tensions in the Eastern Mediterranean: Implications for Turkish Foreign Policy

Abstract:
Over the last few years, the Eastern Mediterranean has been increasingly fraught with growing competition between regional players, most notably Turkey, Cyprus, and Israel, signalling an apparent return of power politics in regional relations. Of all actors involved, Turkey stands out for being both an ever more influential power and a source of serious concern to other countries in the region due to its greater assertiveness and perceived hegemonic ambitions. Against the backdrop of recent regional developments and their international implications, including the dispute over drilling rights off Cyprus' coasts, Turkey's image as a constructive and dialogue-oriented country, a critical achievement pursued by a generation of Turkish politicians, diplomats and officials, risks being replaced by one of an antagonistic/assertive power. Facing the first serious challenge to its claim to embody a benign model as a secular Muslim democracy and a responsible international actor, Turkey should not indulge in emotional reactions. It should opt instead for a more moderate and balanced approach based on the assumption that only cooperation and constructive dialogue, even with rival countries, can help it realize its ambition of being the regional pivot.

13. Outward FDI from Colombia and its policy context

Abstract:
Outward foreign direct investment (OFDI) from Colombia has increased considerably in the past decade, with its stock growing from US$ 3 billion in 2000 to US$ 23 billion in 2010. This growth reflects the internationalization of the Colombian economy following policy reforms and economic liberalization in the 1990s. The 2000s were characterized by enhanced national security and reforms to the investment framework that have attracted unprecedented levels of inward FDI and facilitated the growth of small and medium-sized enterprises (SMEs). A considerable rise in domestic mergers and acquisitions (M) in the past decade has contributed to the development of Colombian multinational enterprises (MNEs) and to increased OFDI from Colombia. In 2010, outflows showed a twenty-fold increase from their value in 2000, including an increase in OFDI to export markets, helped by greater government support for OFDI, for example by the conclusion of more international investment agreements. The rise of Colombian MNEs, or "translatinas" (i.e. Latin American MNEs whose OFDI is primarily within Latin America), reflects Colombia's nascent structural transformation into a knowledge-based economy. Together with Chile and Peru, Colombia has recently created the first regionallyintegrated stock exchange in the region, the Mercado Integrado Latinoamericano (MILA), which is likely to facilitate FDI flows.

Abstract:
Colombia used to be a synonym for violence and drugs, but not anymore. Today, the country has one of the best performing economies in Latin America, and violence levels have been dramatically reduced. The outgoing administration made improving investor confidence and the business environment one of the pillars of its policy. As a result of important reforms and aggressive campaigns to promote the country as an attractive location, inward foreign direct investment (IFDI) has risen to unprecedented levels. Due to these positive changes, Colombia has been designated a “top reformer” for the past four years in the World Bank's Doing Business reports, and the new Government has promised to maintain and reinforce efforts to attract foreign investment. Even though IFDI flows decreased in the past two years as a consequence of the economic and financial crisis, many foreign affiliates in Colombia achieved positive profits. A country that a decade ago was avoided is now in many investors' plans.

Abstract:
As arbitration has grown by leaps and bounds, so has the role of the party-appointed arbitrator. Surprisingly, this has not led to increased inquiry into the appropriateness of having arbitrators appointed by the parties in general, or in arbitrations against states in particular. In my judgment, party-appointed arbitrators should be banned unless their role as advocates for the party that appointed them is fully disclosed and accepted. Until this is done, arbitration can never meet its aspiration of providing dispassionate adjudication by those with special skills and experience in a process designed to combine efficiency with expertise.

16. Small Arms and Light Weapons: Towards Global Public Policy

Small arms and light weapons kill at least 300,000 people a year, in both conflict and non-conflict situations, and injure or disable thousands more. Small arms are the weapons of choice of warring parties— government armies, paramilitaries, rebel forces, or even terrorists—and in recent wars they account for between 60 and 90 percent of direct conflict deaths, depending on the nature and intensity of the fighting. In non-war settings small arms represent one of the leading causes of preventable death, and a major cause of mortality for young men—through, for example, armed violence, suicides, murders, and accidents. 1 In Rio de Janeiro the gun violence death rate is comparable to that of some war zones. El Salvador has a firearm death rate of thirty per 100,000, and Colombia suffers a rate of fifty-five per 100,000 people killed by gun violence. 2 The life expectancy of males born in Colombia in 2002 is reduced by more than three years as a result of the risk of armed violence. And in South Africa, homicides are the leading cause of death for males between fifteen and twenty-one years of age. Overall, the global burden of violence and violent conflict is one of the most important external causes of death and injury.

This article is a descriptive and analytical text. The investigation of which the article is a product is about the presidential re-election in Colombia. That research began as an analysis of eighteen editorials published by the most important newspaper in Colombia: El Tiempo. The method of analysis was ACD (Critical Analysis of speech) by Teun A. Van Dijk. The investigation concluded that El Tiempo changed radically its position about the immediately presidential re-election because the editorial did not support it at the begging but at the end it supports the re-election with own name: Alvaro Uribe Velez.

A 2003 report from the Government Accountability Office (GAO) found that the District of Columbia faces a large structural budget imbalance—that is, a persistent gap between its ability to raise revenues and the cost of providing basic services. DC's imbalance stems largely from its being a "city without a state" and from revenue limitations caused by the federal presence. The most logical solution to this problem would be an annual contribution from the federal government to help address the challenges that arise from DC's unique status as the nation's capital.

20. The Sources of Stigma for Means-Tested Government Programs

Stigma has been shown to discourage participation in means-tested government programs. Prior research cannot explain why this deterrent effect varies in intensity across different individuals and programs. We develop a more comprehensive model of the possible determinants of stigma associated with means-tested programs than has previously been suggested by studies of welfare stigma. We test hypotheses using unique data based on interviews with 1405 respondents in ten states and the District of Columbia. The results suggest that there are two distinct forms of stigma related to participation in means-tested government programs: one related to self-identity, the other to threats of negative treatment. Both forms of stigma are more pronounced for welfare compared to Medicaid. The sources of stigma identified by conventional treatments of welfare stigma (e.g. individual attributions of responsibility for poverty) have significant explanatory power, but neglect other important influences. We find that stigma is exacerbated by poor health and by minority status. Stigma is also fostered by the ways in which means-tested programs are implemented, including negative interactions with case workers, long waiting times and for Medicaid, applications for benefits in alternative enrollment sites such as health centers or hospitals. These findings suggest new points of leverage for addressing the potentially deleterious consequences of stigma.
