1. China’s Growing Engagement with the UNDS as an Emerging Nation: Changing Rationales, Funding Preferences and Future Trends

Abstract:
As China deepens its engagement in global governance and development, its strategic motivation and rising influence within the UN and on international rules and norms are attracting the world’s attention. This paper focuses on China’s engagement with the UNDS, specifically Chinese funding and allocation decisions. China’s UNDS funding has risen rapidly since 2008 and even accelerated in 2013. Between 2013 and 2017, Chinese funding (excluding local resources) grew at an annual average rate of 33.8 per cent. In 2017, its total contribution reached USD 325.869 million. China’s shares of core funding and assessed contribution in its total UNDS funding are much higher than traditional donor countries. However, the share of non-core funding has also jumped. While China tends to mostly provide funds for UNDS development projects, in recent years it has also been hiking funding for humanitarian assistance. This paper also examines three cases of China’s earmarked funding – to the UNDP and the WFP, which receive the largest share of its UNDS funds, as well as for UNPDF operations, which count as a voluntary contribution. There are several reasons for China’s growing engagement with the UNDS, from evolving perception of foreign aid and appreciating the UN’s multilateral assets to fostering the reputation of “responsible great nation” and pushing forward the Belt and Road Initiative (BRI) through cooperation with the UNDS. In general, China continues to integrate into the global development system, and can be expected to maintain its support for the UN and continue to contribute to the UNDS.

Abstract:
China plays a significant role in Africa, particularly in Ethiopia, where the current Director-General of the WHO was Minister of Health and then Minister of Foreign Affairs. This opaque influence and the support given by Beijing to Dr. Tedros seems to have weighed on the positions taken by the WHO in the face of the Covid 19 crisis. The consequences of these decisions are now being felt worldwide and contribute to undermining the credibility of a fragile multilateral system.

2020 is the 75th anniversary year of the United Nations (UN), and it has already shaped up to be a year of unprecedented international shocks and potential for transformation, from COVID-19’s impact to the current mobilization for racial justice in many areas of the world. What does this mean for global trust in international cooperation and multilateral institutions? This briefing by Karina Gerlach and Robert Kang examines recent global polling data, finding a growing demand for international cooperation but diminished trust in international institutions to play a role in the response to COVID-19. It also looks at shifts in member state leadership and perceptions of United States-China rivalry, arguing that middle power alliances and regional networks offer a path forward for international cooperation even in difficult circumstances.

Today, 13 October, the UN General Assembly elected Bolivia, China, Côte d’Ivoire, Cuba, France, Gabon, Malawi, Mexico, Nepal, Pakistan, Russia, Senegal, Ukraine, United Kingdom and Uzbekistan to the Human Rights Council (HRC) for the 2021-2023 term. With the elections of Côte d’Ivoire, France, Mexico, Senegal and United Kingdom, 16 of the 47 Council members during 2021 will also be members of the Group of Friends of the Responsibility to Protect in Geneva. The Human Rights Council and its mechanisms – including the Universal Periodic Review (UPR), special procedures and treaty bodies, as well as the technical assistance provided by the Office of the High Commissioner for Human Rights (OHCHR) – all play an essential role in providing early warning of the risk factors that can lead to crimes against humanity, ethnic cleansing, war crimes and genocide.

Abstract:
China has raised its stakes in human rights governance. It has systematically sought to remove human rights from the centre of the international order by launching alternative human rights concepts, blocking human rights financing at the UN, and hindering civil society involvement in human rights scrutiny. China’s approach to human rights is not only guided by past experiences of humiliation and the idea of developmentalism, but first and foremost by the desire to secure the existing political system and its leadership. The alternative design for human rights is built around consensual cooperation rather than hard legal obligations and international scrutiny. It promotes dialogue and capacity-building instead of practices such as naming and shaming. States supportive of human rights should respond to Chinese efforts in the Human Rights Council as well as within the UN more broadly. This can be done by raising awareness of the systematic attack on human rights, increasing knowledge about Chinese foreign policy objectives, and by creating practices that help to achieve common stances.

China is increasingly using its economic, political, and institutional power to change the global governance system from within. The Chinese Communist Party (CCP) under President Xi Jinping has become more proactive in injecting its ideological concepts into international statements of consensus and harnessing the programmatic dimensions of global governance to advance its own foreign policy strategies, such as “One Belt, One Road.”1 These efforts demand the attention of the United States, its allies and partners, and civil society. If unchecked, they will hasten the export of some of the most harmful aspects of China’s political system, including corruption, mass surveillance, and the repression of individual and collective rights. This report examines China’s approach to seven organs and functions of the United Nations (U.N.): the Department of Economic and Social Affairs, the Human Rights Council, Peacekeeping Operations, Accreditation for Non-Governmental Organizations, the International Telecommunication Union, UNESCO, and the Office of Drugs and Crime.

Despite its growing status as a major economic and military power, China continues to be a strong supporter of UN peacekeeping operations. China is not only the second-largest financial contributor to UN peacekeeping (after the United States), it has roughly 2,500 personnel deployed in ongoing missions, including in active combat zones in Mali and South Sudan—far more than any other permanent member of the UN Security Council. As China’s role as a major power in international affairs is growing, the Chinese government is becoming more active and more influential in the United Nations (UN). This is likely to have – or, in the eyes of some, already has – a significant impact on the UN’s (future) functioning. Growing Chinese influence is important for all UN members, and particularly so for Western countries, including the Netherlands, which strives to maintain and strengthen the international legal order as a principal foreign policy aim. This report by Maaike Okano-Heijmans and Frans-Paul van der Putten, with contributions from Etienne Béchard, Louise van Schaik and Vishwesh Sundar, aims to provide a better understanding of the process currently underway. It does so, first, by analysing how and in which direction China’s involvement in the UN is evolving. Next, the discussion turns to the question of how China’s growing involvement is relevant to the setting and the developing of norms and standards within the UN. Finally, the authors explore where European countries and China have common interests, and where their interests are conflicting through presenting three case studies in three thematic areas, namely human rights, development finance and climate change.
