- China was on the defensive this quarter, reacting to interventions by the US, including a notable statement by Secretary of State Hillary Clinton at the annual ASEAN Regional Forum (ARF) meeting in Hanoi regarding the South China Sea. The ARF meeting also saw a new US commitment, backed by ASEAN, to participate actively in the East Asian Summit, raising the profile of that regional body over China‟s preference for Asian-only regional groups. Further complicating China‟s regional calculus were prominent advances in US relations with Vietnam shown during celebrations of a US-Vietnam anniversary in August that involved exercises with a US aircraft carrier deployed near disputed regions of the South China Sea. Chinese officials and commentary in Chinese media at first countered that the US actions were self-serving and destabilizing. Those attacks meshed with public Chinese attacks on concurrent US military exercises with South Korean forces in reaction to North Korea‟s sinking of a South Korean warship. Later, some Chinese commentary dissented from the harsh public approach, and by the end of the quarter, the criticism of the US and others over the South China Sea disputes and other issues subsided. For the time being at least, it appeared that China will remain focused on publicly stressing trade and reassuring diplomacy in Southeast Asia, while defending its territorial claims and continuing to build military capabilities.

34. China's Growing Role in UN Peacekeeping

- Over the past twenty years China has become an active participant in UN peacekeeping, a development that will benefit the international community. Beijing has the capacity to expand its contributions further and should be encouraged to do so. China's approach to peacekeeping has evolved considerably since it assumed its UN Security Council (UNSC) seat in 1971, when it rejected the entire concept of peacekeeping. Now, with over 2,000 peacekeepers serving in ten UN peacekeeping operations worldwide, China's motivations for supporting and participating in peacekeeping have led it to adopt a case-by-case approach that balances those motivations against its traditional adherence to nonintervention. This pragmatic policy shift paves the way for China to provide much-needed personnel as well as political support and momentum for peacekeeping at a time when both conflicts and peacekeeping operations are becoming more complex. China's involvement also further binds it to the international system.

- Secretary of State Hillary Clinton's choice of Japan, Indonesia, South Korea, and China for her first official trip overseas helped shine a spotlight on Asia as a high priority region this quarter, as did North Korean Dear Leader Kim Jong-il's announcement that he intended to conduct a satellite launch in early April. The drama surrounding the anticipated launch provided an unfortunate back drop for otherwise very positive pronouncements about intended Obama administration policies in East Asia, even if the quarter closed with only a handful of those eventually to be tasked with implementing these policies at their desks. ASEAN leaders finally held their postponed summit and celebrated the entry into force of their much-maligned Charter. Meanwhile, Australian Prime Minister Kevin Rudd visited Washington to underscore that the U.S. and Australia are still “mates,” even as his reluctance to send more combat forces to Afghanistan foreshadowed the difficulty President Obama faces in getting allies to sign up for his “surge” there. Finally, economic forecasts kept being adjusted downward as Asian leaders prepared for the G20 summit in London in hopes that this would bring a turnaround.

- HONG KONG-Still remember "Pax Chinamerica"? As recently as this spring, China was supposed to be the de facto quasi-superpower that was closing in on the United States-and the two behemoths seemed destined to become the arbiters of a new global geopolitical and economic order. The PRC's fast-expanding status was amply demonstrated by the photo op at the London G20 Summit in April. President and Commander-in-Chief Hu Jintao, the supremo who has done more than anybody to catapult his nation to superstardom, was seated right next to Queen Elizabeth II, while U.S. President Barack Obama was somewhere in the back row.

Its attention-getting devices included a failed "satellite launch" and an apparently successful nuclear test, along with a promise to never, ever return to the Six-Party Talks. China and Russia, in each case after much diplomatic gnashing of teeth, joined in strongly condemning these violations of prior United Nations Security Council (UNSC) resolutions.

38. Keeping an Eye on an Unruly Neighbor: Chinese Views of Economic Reform and Stability in North Korea

- Beijing viewed North Korea's explosion of a nuclear device in October 2006 as not only an act of defiance to the international community and a threat to regional stability, but also an act of defiance toward China. Chinese officials admit that their toolbox for managing the North Korean nuclear weapons challenge must now include a combination of pressure and inducements. Three considerations underpin Beijing's aid policy toward North Korea: 1) protecting China's military-strategic environment; 2) maintaining security and stability along the Sino-DPRK border; and 3) sustaining economic development and political stability in the three Chinese northeastern provinces that border North Korea. There are intense debates among Chinese analysts over: 1) whether North Korea will give up its nuclear weapons; 2) the strategic value of the DPRK to China; 3) whether the Sino-DPRK treaty should be revised, abandoned, retained and its ambiguity stressed to enhance deterrence; and 4) the likelihood of a rapid improvement in U.S.-DPRK relations and how such a development would affect Chinese interests. Chinese analysts are generally less concerned with North Korea's immediate economic prospects than they were last year, reporting severe but stable conditions. Inflation has subsided and market mechanisms have largely replaced government rations as the primary means for securing a livelihood. In contrast to last year, when Chinese analysts were consumed by the seeming zero-sum choice between stability and reform facing the North Korean leadership, North Korea's slightly improved economic situation seems to have allayed the immediacy of Chinese concerns about North Korea's economic stability. Chinese experts report no fundamental change in North Korea's economic policies following the 2002 reforms. Chinese analysts provide conflicting assessments of whether government attempts to prohibit selling of grain in markets are succeeding and the extent to which the grain rationing system is working. Chinese DPRK specialists are encouraged that the DPRK has haltingly adopted some agricultural and market reforms and allowed greater autonomy to individual factories and enterprises. But they acknowledge that North Korea has not yet allowed farmers to act independently of their work teams, a step China took as early as the late 1970s that raised productivity sharply. Chinese analysts anticipate that reforms will continue as long as they do not threaten central government control. Chinese analysts widely assert that the North Korean system remains stable and they are confident that it will remain so for at least several years absent the sudden death of Kim Jong Il or external interference aimed at destabilizing the regime. In the long run, however, sustainable development through economic reform remains an essential prerequisite for stability, and North Korea's ability to move down that path is not yet assured. There are numerous indicators that the Chinese examine to assess stability trends in North Korea. These indicators are grouped in the following manner: 1) factionalism in the regime and potential challenges to Kim Jong Il's leadership; 2) political controls and ideological education; 3) influences from the outside; 4) the general public's loyalty to the Kim family; 5) crimes and illicit activities; 6) the economy, food supply, and economic reform; and 7) Kim Jong Il's health and the leadership succession. Chinese analysts see few signs of immediate instability in any of these areas at present, but they worry that the potential for instability may grow. In the event of instability in North Korea, China's priority will be to prevent refugees from flooding across the border. If deemed necessary, PLA troops would be dispatched into North Korea. China's strong preference is to receive formal authorization and coordinate closely with the United Nations (UN) in such an endeavor. However, if the international community did not react in a timely manner as internal order in North Korea deteriorated rapidly, China would seek to take the initiative in restoring stability. Contingency plans are in place for the PLA to perform at least three possible missions in the DPRK: 1) humanitarian missions such as assisting refugees or providing help after a natural disaster; 2) peacekeeping or “order keeping” missions such as serving as civil police; and 3) “environmental control” missions to clean up nuclear contamination resulting from a strike on North Korean nuclear facilities near the Sino-DPRK border and secure “loose nukes” and fissile material. There is apparent new willingness among Chinese institute analysts and PLA researchers to discuss the warning signs of instability in North Korea and how China might respond if the situation gets out of control and threatens Chinese security. Some Chinese experts say explicitly that they favor holding a discussion on stability in North Korea in official channels with the United States, including possible joint responses in support of common objectives such as securing nuclear weapons and fissile material. Other analysts maintain that such discussions are premature.

39. The Ties that Bind Bush and Bashir

- This February, the Sudanese government launched a series of direct assaults on towns and villages in West Darfur that harkened back to the worst periods of violence since the current conflict in Sudan's western region began in 2003. Military aircraft, including Antonov transport planes used as bombers and helicopter gunships accompanied Sudanese Armed Forces and government-supported proxy militia in attacking the towns of Sirbu, Silea and Abu Siruj, among others. While these towns were located in a region controlled by the Justice and Equality Movement (JEM) rebel group, no evidence provided by the government of Sudan, international journalists or human rights groups indicates that rebel elements were present in these communities at the time of assault.

- China is in a state of universal change—economically, culturally, politically and diplomatically—and the international community is taking note of the Chinese posture as an ascending global power. As a nation, China has economically liberalized and opened up to the world while retaining a government that by some definitions would be considered authoritarian. Previously an aloof international actor, increased participation in international organizations like the United Nations and dramatic increases in contributions to peacekeeping missions are just two examples of the larger soft power network Beijing is establishing. These activities in public diplomacy are aimed at raising international popularity and acceptance of an ascending China through cooperative behavior and international engagement. As Jamie Roth puts it, “China's new public diplomacy seems to have taken careful note of how to strengthen the country's image abroad through cultural relations.”Because the Chinese want to be able to deal with the challenges of a globalized world, they have adopted a strategy of learning from other participants.
