Abstract:
he Australian Institute of International Affairs (AIIA) is pleased to present the second book in the Australian Ministers for Foreign Affairs series. In February 2013 the AIIA held a one-day forum to examine the achievements of Australia’s foreign ministers between 1960 and 1972. This forum and publication followed on from R.G Casey: Minister for External Affairs 1951-1960, and examined the next decade in Australian foreign policy. This newest volume brings together Australia’s most eminent academics and experts in international relations, former senior diplomats and government officials to explore the major issues that confronted the seven foreign ministers during the period of 1960-1972. The book has been edited by Melissa Conley Tyler, John Robbins and Adrian March.

Abstract:
The biggest problem the UN is facing when defending Human Rights is that only a minority of its 193 members have a well-institutionalized democracy. Furthermore, unlike many authoritarian regimes and countries with poor democratic systems, which constitute the majority in the General Assembly, they do not coordinate their policy on human rights with each other. What stood out after analyzing the membership of the Human Rights Council (UNHRC) between 2007 and 2017 was that three countries with a poor record on human rights, namely Saudi Arabia, Cuba and China, in fact, served for the longest time possible. Without question, it is rather unlikely that these dictatorships will contribute to the mission of the UNHRC, which consists of promoting human rights in all member states. However, what is even more concerning is that most countries, which Freedom House considers “Not Free” or “Partly Free”, have stagnated in terms of political and civil liberties while serving as members on the Council. This reaffirms the need to introduce reforms that would tackle its membership problem and render it more efficient.

China’s participation in UN Peacekeeping Operations (PKO) has received considerable media attention for the past several years as Beijing’s international profile has expanded. To be sure, of the five permanent members of the UN Security Council (UNSC), China contributes the largest number of military and civilian personnel to these missions. According to UN statistics as of August 31, 2016, China provides 2,436 troops, 30 military experts, and 173 police for a total of 2,639 personnel out of just over 100,000 uniformed and civilian personnel from all countries performing PKO duties. But this is not a new development and when the details below these surface numbers are examined, it becomes clear that, with the help of the foreign media, Beijing has garnered maximum political and propaganda value from a minimal investment in personnel and money.

Abstract:
The article examines the impact of emerging international norms on the behavior of states, thus endeavoring to fill a gap within the constructivist IR scholarship which has mostly focused on the relationship betwee n fully - fledged, inter - subjective and internalized norms and the behavior these norms encourage. The main argument it advances is that emerging norms should not be considered as legitimate. Instead, they should be understood in terms of the (morally charge d) legitimacy claims that sustain them and have the ability to prompt states to consider compliance due to a fear of international shaming, exclusion or some other losses. Empirically, the article makes an inquiry into China's approach to the “responsibili ty to protect” (R2P) principle by examining its recent voting strategies in the UN Security Council, namely its abstention on the Resolution tackling Libyan crisis and three subsequent vetoes in relation to Syrian uprising.

The articles in this special issue examine the responses to the rise of new and emerging powers including Brazil, China, India and South Africa across different regions. Rather than focus on great powers and hegemons, the contributors address the contestation between regional powers, and secondary and tertiary states. The contributors address three questions: What are the drivers of different strategic responses? What are the different regional responses to shifts in the distribution of material capabilities? What is the influence of agency and structure in contested regional orders? To address these questions, different schools are employed including realism, institutionalism, and the English school to examine state characteristics, systemic, sub-systemic, domestic constraints and opportunities, the role of ideas and shared values, and different regional governance structures.

They fear'an era of disorder and greatly diminished multilateralism owing to miscalculation, uncertainty and distrust between the new and established powers'. This is based partly on the assumption that multipolarity will create competition rather than cooperation as international actors promote or object to intervention in conflicts based on their own geostrategic, economic or political interests.

A more powerful China under the seemingly confident leadership of President Xi Jinping has committed to a more activist global policy. In particular, this commitment has influenced Beijing's policy towards UN peacekeeping operations, with a long-awaited decision to add combat forces to the engineering troops and police and medical units that have been features of its past contribution. In addition, Beijing has doubled the size of its contribution to the UN peace operations budget. This article explains why the UN is a key venue for China to demonstrate its 'responsible Great Power' status and expressed willingness to provide global public goods. The main explanatory factors relate to the UN's institutional design, which accords special status to China even as it represents a global order that promotes the sovereign equality of states. Moreover, there are complementarities between dominant Chinese beliefs and interests, and those contained within the UN system. Especially important in this latter regard are the links that China has tried to establish between peacebuilding and development assistance with the aim of strengthening the capacity of states. China projects development support as a contribution both to humanitarian need and to the harmonization of conflict-ridden societies. The Chinese leadership has also spoken of its willingness to contribute to peacemaking through stepping up its efforts at mediation. However, such a move will require much deeper commitment than China has demonstrated in the past and runs the risk of taking China into controversial areas of policy it has hitherto worked to avoid.

The Comprehensive Nuclear-Test-Ban Treaty (CTBT) is one of important international nuclear non-proliferation and disarmament measures. One of its pillars is the verification mechanism that has been built as an international system of nuclear testing detection to enable the control of observance of the obligations anchored in the CTBT. Despite the great relevance to the global non-proliferation and disarmament efforts, the CTBT is still not in force. The main aim of the article is to summarize the importance of the CTBT and its entry into force not only from the international relations perspective but also from the perspective of the technical implementation of the monitoring system.
