102. Charting a New Course for the U.S.-China Relationship

- The relationship between the United States and China is at a critical juncture. On the Chinese side, Beijing is shifting toward a more proactive foreign policy stance that aims to expand China’s influence in the Asia-Pacific region and around the world. This proactive approach is opening up new opportunities for U.S.-China cooperation in some areas but creating new tension in others. On the U.S. side, Washington is trying to figure out how to deal with a new, more confident and engaged China at a time when U.S. leaders are also realizing that some of the assumptions that guided U.S. policy toward China for decades may no longer apply. It is increasingly unclear whether past U.S.-China interactions can be used as a blueprint for the future, and that is creating a new nervousness. At a time of rising uncertainty, one resource both nations can draw on is a strong cohort of U.S. and Chinese foreign policy experts who have dedicated their careers to understanding and guiding this critical bilateral relationship. Exchanges at the mid-career level are becoming particularly interesting. Today’s mid-career U.S.-China experts have had more opportunities to travel between the United States and China to live, work, and study than any generation before them. Many of these experts are bilingual: The Americans speak Mandarin, the Chinese speak English, and they can communicate in a mix of the two languages to get their points across as clearly as possible. Because they began their careers in an era of unprecedented openness on both sides, many have known one another for years and can debate sensitive issues with a frankness that can be harder to achieve at senior leadership levels.

- The severe and fast-evolving Ukraine crisis has required a great concentration of Russia’s political efforts and is having a massive impact on Russian policymaking, including in the Middle East. This region provides the best opportunity for Moscow to reassert its status as a key player in the global arena, and the deep fall of oil prices makes Russia particularly attentive to regional conflict developments. One of the main motivations for Russia is the pronounced desire to demonstrate its capacity to thwart US policy, but another is to prove its value to China as a strategic partner. Russia’s reach remains limited but it will continue to look for opportunities to make a difference.

- Regional security is being adversely affected by a worsening perception gap between China and other regional powers in the Indo-Pacific. What China sees as the legitimate defence of its interests others in the region see as assertive behaviour. There are some real differences in interests between China and other regional players in the Indo-Pacific, but tensions can also be moderated by efforts to address the perception gap.

105. Parsing Chinese-Russian Military Exercises

- China and Russia have engaged in an increasing number of joint exercises in recent years. These drills aim to help them deter and, if necessary, defeat potential threats, such as Islamist terrorists trying to destabilize a Central Asian government, while at the same time reassuring their allies that Russia and China would protect them from such challenges. Furthermore, the exercises and other joint Russia-China military activities have a mutual reassurance function, informing Moscow and Beijing about the other’s military potential and building mutual confidence about their friendly intentions toward one another. Finally, the joint exercises try to communicate to third parties, especially the United States, that Russia and China have a genuine security partnership and that it extends to cover Central Asia, a region of high priority concern for Moscow and Beijing, and possibly other areas, such as northeast Asia. Although the Sino-Russian partnership is limited in key respects, the United States should continue to monitor their defense relationship since it has the potential to become a more significant international security development.

- This article analyzes the fundamental challenges perceived by the People’s Republic of China: food security and energy security. They become evident through the higher demand over the domestic production. This relation compels the Chinese Communist Party to establish agreements with other countries to balance the supply and demand. The People’s Republic of China’s tools put in use to secure the agreements are institutional and military. Military tools are necessary to exercise the Chinese sovereignty over the South China Sea, and to keep safe the sea-lanes of communication. Consequently, the PRC-Brazil relations are examined, especially the latest.

We believe that by leveraging these strengths – seeking input from established and up-and-coming scholars, practitioners, and analysts from around the world on topics deserving of greater attention – we can promote genuinely unique ways of looking at the future of security. Each issue of the Review is centered around a broad theme – in this issue, we tackle “Money & War.” Money influences every aspect of warfare, conventional or unconventional. No nationstate military, insurgent group, terrorist network, trans-national criminal organization, or hybrid actor can be understood, or countered, without knowing where the money is coming from – as well as where, and how, it gets spent. Evolutions and revolutions in financial tools and practices quickly translate to transformations in military affairs, and some cases, vice versa.

- The theme of this special edition is “Emerging Domains of Security.” Coupled with previously unpublished work developed under a prior “Winning Without War” theme, the articles therein honor Professor Martel’s diverse, yet forward-leaning, research interests. This edition maintains the journal’s four traditional sections of policy, history, interviews, and current affairs. Our authors include established academics and practitioners as well as two Fletcher students, Nikolas Ott and Michael Wackenreuter. Each of the articles analyzes critical issues in the study and practice of international security, and our authors make salient arguments about an array of security-related issues. The articles are borne out of countless hours of work by FSR’s dedicated editorial staff. I deeply appreciate the time and effort they devoted to the publication of this volume. They are full-time graduate students who masterfully balanced a host of responsibilities.

- The United States and the People’s Republic of China (PRC) are firmly entrenched in what will be a long and intense strategic competition for dominance over the Pacific Rim. American strategists Andrew Marshall, Robert Kaplan, and Aaron Friedberg began foretelling of this great power struggle over a decade ago.[1]. They recognized before anyone else that there are strong forces underpinning the U.S.-China rivalry. The two countries’ political systems and national interests stand in fundamental opposition. This is why, despite Washington’s reluctance to officially admit it, strategic competition between the U.S. and the PRC is unavoidable. The United States, while an imperfect democracy, is an inspiration to people everywhere who yearn for the freedom and dignity that comes from having a representative government, independent legal system, and market economy. In the PRC, on the other hand, power is monopolized by the Chinese Communist Party (CCP), a political organization that is directly responsible for more human suffering than possibly any other regime past or present, anywhere in the world.[2] Numerous State Department reports detail the past and continuing human rights violations occurring under the watch of the CCP.[3] For all its much ballyhooed economic reforms, China’s economy is still largely controlled by massive state-owned corporations, making it a mercantilist country, not a capitalist one.[4] Much of Beijing’s economic power ultimately stems from its remarkable ability to lure foreign business elites with promises of access to its huge market. Once the hook is set, China pockets their investments, steals their intellectual property, and undercuts their market competitiveness.[5] Yet it is not the PRC’s unsavory political or economic practices that will ensure sustained U.S.-China competition over the coming decades, although future American presidents, like Barack Obama, will undoubtedly be tempted to paper over ideological differences for expedience sake. Rather, Beijing’s insecure and aggressive nature is at the root of the problem. In recent years, China has stoked maritime tensions with Japan and the Philippines, both treaty allies of the United States; provoked border clashes with India, a democratic nation and American security partner; and enabled nuclear missile proliferation amongst its friends: North Korea, Pakistan, and Iran.[6] Track records tell a compelling story. 110. China’s Development of Space Warfare and Its Operational Applications

- As early as March 2011, the journal Aerospace America featured an article with the title “China’s Military Space Surge,”[1] which warned that there had been a rapid increase in China’s capability to conduct warfare in space. Such capabilities would then in turn threaten and jeopardize the ability of the carrier battle groups of the United States to conduct operations in the Pacific. This article was soon translated into Japanese and published in Space Japan Review. This and other high profile articles highlight the anxieties on the part of the U.S. and Japan about China’s increasing ability to militarize space, and also their concerns about its implications for the peace and security of East Asia and the entire Pacific Asia region. On December 31, 2015 China announced the creation of three new branches of armed forces to be added into the reformed People’s Liberation Army (PLA): Army General Command, Strategic Support Force, and the PLA Rocket Force. While the PLA Rocket Force replaced the old Second Artillery Corps, what is even more intriguing is the mission of the new Strategic Support Force. According to Chinese media, the Strategic Support Force will be responsible for overseeing intelligence, technical reconnaissance, satellite management, electronic warfare, cyberwarfare, and psychological warfare. It is no coincidence that Gao Jin (高津), the newly appointed commander of the Strategic Support Force, is also an expert on rocket science, which has further fueled media speculations that the Strategic Support Force has been created for the purpose of conducting future space warfare.[2] In fact, China has been increasing the focus on the military applications of space since the end of Persian Gulf War in the 1990s. During that war, the United States mobilized dozens of satellites to aid the American-led coalition forces, enabling them to defeat Iraqi forces with extraordinary efficiency and ease. The Persian Gulf War greatly shocked PLA observers at the time, and served as a reminder that the conduct of modern warfare had been transformed by the arrival of a new generation of technology. Chinese military theorists then began to study the concept of “space warfare.” The most influential was Chang Xian-Qi (常顯奇), who categorized space warfare into three distinct phases based on his observations of U.S. planning: the “Entry into Space,” the “Utilization of Space,” and the “Control of Space.” “Entry into Space” is represented by the delivery of a military-purpose spacecraft into its designated orbit path. “Utilization of Space” is to harness the power of existing space assets to aid military operations across the land, naval, and air domains. For example, such power can manifest in the forms of using space sensors to conduct surveillance and gather intelligence for Anti-Access/Area Denial (A2/AD) against potential foes, to provide ballistic missile early warning, satellite navigation and communications, among other purposes. The “Control of Space” phase focuses on establishing “space superiority” with the missions of: (1) increasing survivability of one’s own military satellites and systems; (2) disrupting, sabotaging, or destroying opposing countries’ satellites and their systems when necessary; and (3) directly using space-based weapons to aid in combat operations on the ground.[3]...
