Connectivity is high on the EU’s agenda, but its digital dimension remains underdeveloped. The short paragraph on digital in the EU connectivity strategy is telling. The EU’s distinct approach to digital connectivity – with a focus on the internal market, rule-making and development – differs from similar strategies, particularly China and its Digital Silk Road. "Now is the time to act on digital connectivity's practical as well as strategic elements of hard infrastructure and business operations." Needed, now, is a comprehensive strategic vision that spurs action on all three practical elements of digital connectivity – namely, telecommunications infrastructure, business and regulation – and gives strategic guidance in the political and even securitized sense, and not only from a market perspective. Abstract:
As the great power rivalry and (technological) trade conflict between the United States (US) and China intensifies, calls for an export control regime tailored to so-called emerging technologies are growing. In August 2018 the US government announced the Export Control Reform Act (ECRA), seeking to limit the release of emerging technologies to end uses, end users and destinations of concern. The contest is on for the leader in the development and use of emerging technologies, but also for shaping norms and writing the rules for their use. This requires the Netherlands and other EU member states – in coordination with key stakeholders from business and academia – also to redouble their efforts to recraft their own approach to export controls of so-called ‘omni-use’ emerging technologies. This Clingendael Report outlines four levels of action in the field of export control for the Dutch government to pursue in parallel: bilaterally with the US; European Union cooperation; ‘Wassenaar’ and beyond; and trusted communities.

Abstract:
Despite the security concerns of the US, EU, and Australia, Germany plans not to exclude any telecom equipment vendors, including Chinese companies such as Huawei, from its 5G network. This stance reflects a narrow view of the issue that prioritizes short-term economic interests and fails to uphold national security and democratic values. Widespread criticism, including from within the government, shows that political decision-makers in Germany need a more sophisticated, forward-looking approach to 5G.

Abstract:
Since his return to the Russian presidency in 2012, Vladimir Putin has sought to bring the Russian internet under his control. Digital businesses in Russia pay dearly for his expensive system of surveillance and censorship. This slows down the pace of innovation and puts the modernization of the economy at risk. Even then, technical control over the internet remains shaky. The Kremlin is seeking Chinese assistance to enforce restrictions and be able to cut Russia off from the global internet.

65. Now I Know my ABCs: U.S.-China Policy on AI, Big Data, and Cloud Computing

Artificial Intelligence (AI), Big Data, and Cloud Computing (ABC) have generated unprecedented opportunities and challenges for economic competitiveness, national security, and law and order, as well as the future of work. ABC policies and practices have become contentious issues in U.S.-China bilateral relations. Pundits see a U.S.-China AI race and are already debating which country will win. Kaifu Lee, the CEO of Sinovation Ventures, believes that China will exceed the United States in AI in about five years. Others argue that China will never catch up. This essay focuses on two issues: the comparative ABC strengths of the United States and China in data and research and development (R&D); and the emerging ABC policies and practices in the two nations. Empirical analysis suggests that the United States and China lead in different areas. Compared to China’s top-down, whole-of-government, national- strategy approach, the U.S. ABC policy has been less articulated but is evolving.

66. Geostrategically motivated co-option of social media: The case of Chinese LinkedIn spy recruitment

Abstract:
Social media platforms enable a strategically motivated and harmful set of practices that leverage both their scalability and targeting potentials. The wider vulnerabilities of digitalized democracies have been much discussed in connection with election meddling and disinformation campaigning. However, the emphasis here is on the more direct vulnerability of mass spy recruitment. The ongoing LinkedIn-based mass recruitment provides a case in point, representing a dangerous vulnerability that can lead to the theft of intellectual property and confidential materials, as well as to the setting up of influence networks. An important case in point is the Chinese co-option of LinkedIn for gaining operatives in and confidential information from Western states and enterprises. Exposing the emerging adversary techniques used by resourceful state actors is the first counter-step. Moreover, preparedness needs to be highlighted, counter-measures modernized, and laws updated to address the new vulnerabilities.

Abstract:
Russia, China, Iran and ISIS use information operations to undermine the national security objectives of the United States and its allies. However, the US’s international response has been weak. Internal constraints have limited more effective counter-measures. In particular, the lack of a coordinated White House-level strategy, dispersed authorities and little cooperation with private social media companies can be identified as causal factors. Additional steps by the Trump Administration to counter foreign disinformation will aim to protect the 2020 presidential elections rather than to push back on efforts to undermine US leadership abroad.

68. The Expanding China-Russia Defense Partnership

Russia and China’s relationship is increasingly strengthened by arms sales, joint military exercises, and mutual diplomatic support. With growing frequency, the two countries hare expressing joint concern towards “threatening” U.S. military capabilities and security policies. China’s growing ability to deny foreign navies access to waters and airspace is connected to the sophisticated defense platforms provided by Russia. Vladimir Putin and Xi Jinping are seeking a closer defense partnership, which could take the form of integrated military operations, collaboration on battlefield technology, or a joint missile defense system. Through joint military exercises, China is learning from Russia’s military experience in Crimea, gaining operational knowledge on expeditionary logistics and how to protect military bases in foreign countries. In 2021, the Sino-Russian Treaty of Friendship expires. Its renewal could introduce new dynamics to the China-Russian relationship, and the possible inclusion of collective defense provisions like those between the U.S. and Japan.

Abstract:
Modern consumer society has rapidly evolved from domination by “things” to domination by information. Once upon a time, for example, a car was an object for personal transportation in which anything more than basic information about speed and fuel level came from and through the driver. Now, the automobile itself provides and processes information with which drivers interact at a much richer level. Back-up cameras, blind spot and lane drift warning lights, hands-free wireless telephony, and GPS have transformed the driving experience fundamentally, even ahead of the truly revolutionary era of self-driving cars. A large and growing fraction of the world’s day-to-day life of individuals, objects, and institutions will be indelibly stored with an electronic “footprint.” The intelligence value of this information from a national security perspective exclusively accessed through a modern communications system dominated by China – 5G – is immense and profoundly threatening. The new dominance of information is simultaneously bewildering and promising. Moreover, as rapid as the pace of development has been over the past decade, it will soon quicken—with broad implications for almost every aspect of human life. An important aspect of this shift has been the convergence of rapidly developing and mutually reinforcing technologies into an infosphere that will incorporate almost all information-based communications and data services in the global information infrastructure. Not coincidentally, an integrated infosphere meets aspirations held by the People’s Republic of China to dominate and control the global information infrastructure. Beijing’s investments in 5G reflect an understanding that this technology is the gateway to control the world’s information infrastructure and growing realm of 5G-dependent technologies. A Chinese-dominated infosphere is, in fact, the “digital road” component of its Belt-and-Road-Infrastructure (BRI). While U.S. policymakers have yet to fully grasp the implications of this emerging infosphere, the components below reflect the enabling dimensions that support China’s effort to dominate the global information infrastructure.

This is a study of Eastern Mediterranean security and how the United States and Israel can improve cooperation to protect their common interests. The study’s particular focus is the maritime domain. Few things in world affairs survive for millennia. It’s also true that few are ever really new. In the Eastern Mediterranean, what has endured for thousands of years is the strategic attention of great powers. The region retains it today, commanding interest not only from local and regional actors, but also from global players. As Iran works to extend its reach to the Mediterranean, Russia, as it has for centuries, strives to exert its influence across the Middle East. The United States, on the other hand, has been signaling a desire to reduce its involvement in the region. Remarkably, China too has become a player. Its increasing presence in the Middle East reflects commercial and strategic motives and signifies its rise as a force competing for global economic and military predominance. China is at once a security challenge and a close economic partner. It is the world’s major rising and disruptive power and plays a huge role in global trade and investment.
