Abstract:
On Sunday, June 13, 2010 representatives from China and Taiwan held a third round of talks in Beijing on an Economic Cooperation Framework Agreement (ECFA) that would liberalize important aspects of cross-Strait economic relations. Details of what was agreed and what remains under negotiation are still trickling out, and in any case the nature of this framework is that various elements will be agreed upon on an ongoing basis rather than at once. But it is clear from available details that ECFA will be an ambitious accord that fundamentally changes the game between Taiwan and China and hence affects the regional economy and even the transpacific tempo for the United States.

Abstract:
In line with the European policy of supporting China\'s economic reform and development, research institutes and companies in the European Union (EU) have been the major sources for high-technology exports to the People\'s Republic of China in the past thirty years. Dual-use technologies ranging from aerospace to semiconductors play a central role for economic development as well as for modern military development, including network-centric warfare. Yet a comprehensive EU paradigm on China\'s military rise and the impact of these technology transfers has not evolved. The EU–China "strategic partnership" is still dominated by economic considerations. Lack of coordination between the national and the European level contribute to the risks accompanying EU–China collaboration in this field. The differences between EU and U.S. perceptions of China\'s military rise provide potential for further Transatlantic discord, as happened during the acrimonious debate on the intended lifting of the EU arms embargo on China in 2004–2005.

The re-emergence of China as a key political and economic actor since the liberalization of the late 1970s may well turn out to be one of the most important developments in recent world history. China's economic impact is already felt worldwide, cemented by China's new status as the world's second largest economy, after it overtook Germany in 2009 and Japan in 2010. The question now is what impact China's increasing economic and political power will have on the existing international system and established institutional order, built largely on Western principles and liberal values that are not shared by China.

114. Economic Interdependence, Alliance Cooperation, and Sino-U.S. Complex Interdependence

Abstract:
China’s rising economic strength has highlighted a need to understand in greater detail the impact of complex economic interdependence on prospects for alliance cohesion, especially when an ally comes to depend on a potential adversary as its leading trading partner and engine for economic growth. This is an issue that did not come into play to any significant degree in analyzing alliance dynamics during the cold war era precisely because the development of security and economic relationships during that period were aligned with and served to reinforce each other, and the level of economic ties among potential cold-war adversaries was minimal. Analysis of trade relationships among security allies from that period shows a clear correlation of preferences for trading relationships with security partners versus adversaries, but it is not clear based on that data alone that there was necessarily causality between economic trade patterns and security alliances. In fact, structural differences between market economies (that tended to be allied with each other) and non-market economies were a significant deterrent to the development of economic relations with non-security partners during the cold war. In the post-cold war era, economically interdependent trade and investment relationships have been relatively unconstrained by political and security considerations, resulting in a situation where non-security partners such as China, a potential challenger to U.S. power, have become actively integrated in global supply chains as a leading manufacturer of goods for the global market. In considering this question, Dong Sun Lee and Sung Eun Kim have attempted to provide an empirical analysis of the influence of bilateral economic relations as a factor in shaping America’s Asian alliances, concluding that “economic ties do not markedly reinforce the security alliances of East Asia, because they have an asymmetrical structure”(Lee and Kim 2010, 4). But in making the argument that asymmetry matters, Lee and Kim assume that the economic consequences of interdependence are negative for dynamics within the alliance and that these negative consequences may cancel out positive effects of economic interdependence, even though the main argument of that the paper proves is that economic ties do not necessarily reinforce security alliances. The authors’ assertions regarding asymmetrical economic relations as having an impact on alliance dynamics are unproven and not dealt with to any significant degree by the evidence presented in the paper.

Abstract:
Formerly perceived as an 'island of democracy', Kyrgyzstan is now characterised as a 'failed state'. After the March 2005 revolutionary upheaval, President K. Bakiev has been searching for a way to consolidate the ruling elite. What was the impact of external powers and international policies upon the last four years' socio-political transformation in the country? How were the images of Kyrgyzstan constructed and manipulated from within and outside? Based upon field interviews, open sources and statistics, this research focuses on the influences of Russia, China, the USA and EU, as well as Kazakhstan, Uzbekistan and Tajikistan on Kyrgyz political elites' development after March 2005. Against the background of multi-dimensional and quite open foreign policy, economic integration and social networks in Kyrgyzstan developed in closer co-operation with Russia and Kazakhstan.

116. Understanding Special Drawing Rights

Abstract:
A once-familiar but long-neglected acronym has reappeared in newspapers in recent weeks. We have read that the G-20 meeting in London endorsed a proposal that the International Monetary Fund (IMF) should create $250 billion in Special Drawing Rights (SDRs). We have been told that one problem with this proposal is that most of the SDR allocation would accrue to countries that are unlikely to use them, and some readers may have seen proposed ways around this difficulty. We have read that the governor of the People's Bank of China, Zhou Xiaochuan, has proposed that the SDR should gradually displace the dollar at the center of the international monetary system and that surplus countries should be able to convert their dollar holdings into SDR-denominated assets. No one can doubt that the SDR is back.

117. Central Asia's growing partnership with China

Abstract:
Since the start of the 2000s, the People's Republic of China (PRC) has become an increasingly important player on the Central Asian scene, which until then had been essentially divided between Russia and the US. Today, Central Asia's future lies in its ability to avoid the destabilisations of the Afghan–Pakistan zone, and through Chinese influence, to partake of the Asia–Pacific's economic prosperity. In less than two decades, Beijing has managed to make a massive and multiform entry onto the Central Asian scene: it has proven itself a loyal partner on the level of bilateral diplomacy and has succeeded in turning the Shanghai Cooperation Organisation (SCO) into a regional structure appreciated by its members. China has also become a leading actor in trade as well as in the hydrocarbon sector and infrastructure. In examining the shift that China has generated in Central Asian realities, this paper focuses on the political and geopolitical impact of Beijing's growing influence, along with the economic implications of the Chinese presence in Central Asia. To what extent will this affect the objectives of the European Union? China is one of the EU's economic competitors in domains such as energy; it obstructs cooperation between Central Asian states and Western countries, and it encourages the authoritarian tendencies of political regimes. Yet, partnership and economic competition go hand in hand, as EU texts recognise. In addition, the EU's rationale for setting up in Central Asia is not to compete with neighbouring states, but instead to seek cooperation in accordance with the idea that a multiplicity of actors will guarantee the zone's stability and its geopolitical balance. So what joint interest might China and the EU have in Central Asia? On a certain number of questions such as security and long-term development, the EU and China share the same concerns and Beijing is seeking greater collaboration with Europe.

A continuing leitmotif of the Six Party Talks—among the United States, China, Japan, Russia, South Korea, and North Korea—is the prospect that a resolution of the nuclear question could set the stage for more institutionalized and enduring multilateral cooperation in Northeast Asia. The Joint Statement of September 19, 2005, which outlined the principles governing subsequent negotiations, referenced new “ways and means for promoting security cooperation in northeast Asia,” and the February 13, 2007 Joint Statement created a Working Group on a Northeast Asia Peace and Security Mechanism (NEAPSM).

Abstract:
Washington has no proactive vision toward a “rising Asia”; “more of the same” will not advance U.S. interests. Decide early on clear U.S. strategic objectives in the region, and signal to China where constructive cooperation will lead. Appoint a high-level advocate for Asia befitting its status as the new global “center of gravity.” Prioritize the bewildering alphabet of organizations and venues to achieve those objectives. Consider inviting China and India to join the G8. Anticipate greater Chinese and Indian military and trade capabilities by developing new multilateral security and economic arrangements in the region. Avoid coalitions based on common values or democracy. Asia is too diverse and complicated for them to succeed. Ditch the “war on terror” rhetoric, which has proved divisive and counterproductive.

120. The Ties that Bind Bush and Bashir

Abstract:
This February, the Sudanese government launched a series of direct assaults on towns and villages in West Darfur that harkened back to the worst periods of violence since the current conflict in Sudan's western region began in 2003. Military aircraft, including Antonov transport planes used as bombers and helicopter gunships accompanied Sudanese Armed Forces and government-supported proxy militia in attacking the towns of Sirbu, Silea and Abu Siruj, among others. While these towns were located in a region controlled by the Justice and Equality Movement (JEM) rebel group, no evidence provided by the government of Sudan, international journalists or human rights groups indicates that rebel elements were present in these communities at the time of assault.
