151. Europe’s digital sovereignty: From rulemaker to superpower in the age of US-China rivalry

Abstract:
Covid-19 has revealed the critical importance of technology for economic and health resilience, making Europe’s digital transformation and sovereignty a question of existential importance. Rising US-China tensions are an additional incentive for Europe to develop its own digital capabilities; it risks becoming a battleground in their struggle for tech and industrial supremacy. Democratic governments – keen to preserve an open market in digital services while protecting the interests of citizens – find the European model an increasingly attractive alternative to the US and Chinese approaches. The EU cannot continue to rely on its regulatory power but must become a tech superpower in its own right. Referees do not win the game. Europe missed the first wave of technology but must take advantage of the next, in which it has competitive advantages such as in edge computing. EU member states lack a common position on tech issues or even a shared understanding of the strategic importance of digital technologies, such as on broadband rollout or application of AI.

152. Between the Chinese Dragon and American Eagle: 5G Development in the Baltic States

Abstract:
In the course of 2018-20, development of Fifth Generation (5G) communication networks has been increasingly influenced by the considerations of national security and geopolitics. The largest provider of 5G equipment, the Chinese mobile telecom giant Huawei, has come under fire from the U.S., Czechia, Poland, and other nations in recent years for attempted espionage, theft of intellectual property and other nefarious activities; in the past month, UK decided to ban Huawei technology from its networks. All this comes into sharp focus as the geopolitical confrontation between Washington and Beijing reaches new heights. However, China is one of the EU’s largest trading partners and has worked to establish its economic, political, and cultural influence in various Member States. The EU and NATO have both released standards for member states must use when gauging the security of potential 5G networks. Yet, the EU in particular has not enacted a blanket ban or sweeping restrictions on the Chinese 5G equipment providers, leaving the tradeoffs between national security, technological progress and cost-efficiency to individual states. Although the Baltic states are well-versed in dealing with cybersecurity challenges, their road to 5G development is going to be complex. Whole-of-society awareness, political diligence, technical competence, regional cooperation, and resilience to Beijing’s influence operations are needed in forging a clear path to 5G that is aligned with their key geopolitical interest—maintaining their close strategic alliance with the United States. This brief aims to explore the geopolitical factors at play in determining the Baltic states’ 5G policy and regulations, with a particular focus on the EU, U.S., and China’s influence. It also provides a short of overview of the state of current 5G networks and regulations in the Baltic states while identifying challenges that the region will face in the coming years.

Abstract:
This SIPRI Insights Paper assesses EU security perspectives on connectivity, alongside and in relation to its evolving relationship with China. The EU’s relations with China have undergone an important shift in recent years, with a strengthened emphasis by the EU on the challenges to bilateral cooperation. In addition, since 2014, EU and EU member states’ security perspectives have undergone a wider reassessment, one that has increased the prominence of the military dimensions of connectivity, including military mobility, in EU security planning. The EU and China are currently pursuing synergies between their separate connectivity initiatives, namely the Belt and Road Initiative and the Connecting Europe programme. However, there remain barriers to sustainable cooperation that will need to be addressed between them moving forward. This Insights Paper outlines a number of those security concerns from the EU perspective, within the transport and digital sectors specifically.

Abstract:
The economic ramifications of COVID-19 will accentuate the technological innovation gap between Latin America and the rest of the world. In a region already suffering from chronic underinvestment in research and development, the strain placed on government budgets by the pandemic-induced economic crisis will push innovation further back down the agenda. The region has compensated for a lack of domestic resources with foreign capital and technology imports from China and the United States. As the US–China relationship becomes more adversarial in the face of COVID, however, Latin America will emerge as a geopolitical battleground whose countries may be forced to choose sides and potentially lose out on capital inflows or technology imports. Navigating this potential storm will involve the region in a search for other options. Public–private partnerships with European Union firms represent one valuable possibility, but Europe and Latin America should first align their innovation agendas.

155. Turning away from globalization? Trade wars and the rules of competition in global trade: Implications for the EU

Abstract:
The trade war between the U.S. and China began in March 2018. The American side raised import duties on aluminum and steel from China, which were later extended to other countries, including Canada, Mexico and the EU member states. This drew a negative reaction from those countries and bilateral negotiations with the U.S. In June 2018 America, referring to Section 301 of its 1974 Trade Act, raised tariffs to 25% on 818 groups of products imported from China, arguing that the tariff increase was a response to years of theft of American intellectual property and dishonest trade practices, which has caused the U.S. trade deficit. Will this trade war mean the collapse of the multilateral trading system and a transition to bilateral relationships? What are the possibilities for increasing tariffs in light of World Trade Organization rules? Can the conflict be resolved using the WTO dispute-resolution mechanism? What are the consequences of the trade war for American consumers and producers, and for suppliers from other countries? How high will tariffs climb as a result of a global trade war? Abstract:
The coronavirus pandemic and efforts to suppress it (the Great Lockdown) will lead to the collapse of the global economy. In the short term, the reduction in production and consumption in the countries most affected by the pandemic will lead to a global recession. In the long run, the crisis may result in a partial retreat from globalisation, higher indebtedness, and narrowing the differences in economic potential between the EU and the U.S., and China. A positive side effect may be the acceleration of the development of the digital economy, including the services market.

157. A strategic concept for countering Russian and Chinese hybrid threats

Abstract:
Tackling hybrid threats, particularly from state actors such as Russia and China, remains one of the greatest challenges for the transatlantic community. Hybrid threats have gained more traction among policymakers and publics across Europe and the United States, especially in a world with COVID-19. Over the last five years, Euro-Atlantic nations and institutions, such as NATO and the European Union (EU), have taken important steps to respond to hybrid issues. But, as hybrid threats become more prominent in the future, policymakers must move toward a more coherent, effective, and proactive strategy for countering Russian and Chinese hybrid threats. To develop such a transatlantic counter-hybrid strategy for Russia and China, this paper argues that two major things need to happen. First, transatlantic policymakers have to build a common strategic concept to guide collective thinking on hybrid threats. Second, transatlantic policymakers need to take a range of practical actions in service of that strategic concept. In a strategic concept for countering Russian and Chinese hybrid threats, Lauren Speranza offers five strategic priorities that could form the basis of this strategic concept and presents a series of constructive steps that NATO, the EU, and nations can take, in cooperation with the private sector and civil society, to enhance their counter-hybrid capabilities against Russia and China.

The COVID-19 pandemic is a strategic shock, and its almost immediate, damaging effects on the global economy constitute a secondary disruption to global order. Additional secondary strategic shocks (e.g., in the developing world) are looming. Together, these developments pose arguably the greatest threat to the global order since World War II. In the aftermath of that conflict, the United States and its allies established a rules-based international system that has guaranteed freedom, peace, and prosperity for decades. If the United States and its allies do not act effectively, the pandemic could upend this order. This issue brief considers the current state of the pandemic and how it has strained the global rules-based order over the past few months. First, it considers the origins of the novel coronavirus and how it spread around the world. Next, it examines how COVID-19 has exacerbated or created pressure points in the global order, highlights uncertainties ahead, and provides recommendations to the United States and its partners for shaping the post-COVID-19 world.

Much of Europe’s attention to Asia is currently being captured by China. However, if the European Union and its member states are serious about maintaining a rules-based global order and advancing multilateralism and connectivity, it should increase its work in building partnerships across Asia, particularly in the Indo-Pacific super-region. To save multilateralism, go to the Indo-Pacific. RECOMMENDATIONS: ■ Multilateralism first. Unpack and differentiate where the United States and China support the rules-based order and where not, but also look to new trade deals and security pacts with India and Southeast Asia partners. ■ Targeted connectivity. The EU should continue to offer support to existing regional infrastructure and connectivity initiatives. ■ Work in small groups. EU unanimity on China and Indo-Pacific policy is ideal, but not always necessary to get things done. ■ Asia specialists wanted. Invest in and develop career paths for Asia specialists in foreign and defence ministries and intelligence services.

Abstract:
This Clingendael Report explores whether and how China’s approach to the six non-European Union (EU) countries of the Western Balkans (the WB6) relates to EU interests. It focuses in particular on the question of whether China’s influence affects the behaviour of the WB6 governments in ways that run counter to the EU’s objectives in the region. China engages with the Western Balkans primarily as a financier of infrastructure and a source of direct investment. This is in line with China’s main strategic objective for the Western Balkans – that is, to develop the Land–Sea Express Corridor, a component of its Belt and Road Initiative, aimed at improving China–EU connectivity. This report proposes a number of actions based on recognising the developmental needs of countries in the Western Balkans, and accepting that China’s economic involvement is inevitable and potentially beneficial for such developmental needs. In particular, the EU should maximise accession conditionality as a tool to influence the conditions under which China is involved in the region.
