Abstract:
A political commitment was reached in Copenhagen between five countries: US, China, India Brazil and South Africa. The rest of the conference simply “took note of it”, most with resignation, many with anger. This policy brief will have a closer look at the climate change negotiations from an African perspective. It will try to answer three questions to see whether the outcome of the negotiations was as unacceptable as South Africa said it was. First, what was the African Common Position and what were some of their demands? Second, how did the negotiating strategy to defend the African Common Position on climate change evolve? Third, why did South Africa call the agreement it negotiated with the US, China and India unacceptable but did it not decline to be part of that deal?

Between June 2009 and January 2010, the East West Institute (EWI) began exploring how the United States, China, and the international community could build strategic trust through cooperation on climate change and climate security. EWI examined this issue through policy discussions in several forums: Track 2 processes such as the U.S.-China High Level Security Dialogue and the U.S.-China-Europe Trialogue21 initiative; a roundtable session in New York; and the U.S.-China Working Group on Climate Change—a group of Chinese and American experts convened with the support of the Connect U.S. Fund who met before and after Copenhagen to assess progress and to determine ways to move forward.

Abstract:
The demand for coal is set to increase over the coming years, especially among developing countries. However, while coal may be a cheap source of energy to facilitate economic development, it is costly in terms of the implications for human security. Coal mining has been seen to adversely impact local communities and cause sociopolitical instability. Long-term environmental sustainability is also negatively affected. This NTS Insight seeks to examine the extent to which governance mechanisms have been successful in mitigating these socioeconomic and environmental costs, with a focus on China and Indonesia. The paper will also assess the effectiveness of current initiatives designed to address the various forms of human insecurities stemming from coal mining in the two countries.

Relations between China and the West have been difficult at best in recent months. Frustrations on both sides have increased palpably. Besides long-standing disagreements over Beijing's policy on the renminbi, the stalled climate change negotiations and human rights, new challenges have also (re)emerged. These include, amongst others, rising concerns over China's role in the South China Sea and the conflict over the Japanese-controlled Senkaku or Diaoyu Islands in the East China Sea. Recently, however, one issue in particular has made the headlines: rare earths.

45. Options for Reforming the Clean Development Mechanism

Abstract:
The Clean Development Mechanism (CDM)-established by the Kyoto Protocol of the U.N. Framework Convention on Climate Change-is an emissions offset program that allows industrialized countries to receive credits for funding emissions reduction projects in developing countries. The program is intended to provide a cost-effective way for industrialized countries to reduce greenhouse gas emissions, while at the same time supporting sustainable development in developing countries. However, the CDM has been criticized for its lengthy and expensive project approval procedures, its exclusion of many categories of potentially important mitigation activities, and its methodologies for calculating whether projects actually reduce greenhouse gas emissions. In response to these problems, this Issue Brief presents a variety of options for reforming the CDM.

46. On China's Commercial Reprocessing Policy

Abstract:
China is currently operating eleven nuclear power reactors with installed capacity of 9 GWe, and it plans to increase its total nuclear capacity to 40 GWe by 2020. China is seeking to reprocess the civilian spent fuel, and to recycle the plutonium in MOX fuel for its light water reactors (LWRs) and fast breeder reactors (FBRs). A pilot reprocessing plant with a capacity of 50-100 THM/a is ready to operate now. A larger commercial reprocessing plant and a MOX fabrication plant are expected to be in commission around the year 2020. Also, the China Experimental Fast Reactor (CEFR), capable of producing 25 MWe of power, will be operating soon. Furthermore, larger commercial FBRs are planned to be commissioned around 2030-2035. This paper will first discuss the status of China's nuclear power reactors, breeders, and civilian reprocessing programs. In addition, this paper will examine whether the breeders and civilian reprocessing programs make sense for China, taking into account costs, proliferation risks, energy security tradeoffs, health and environmental risks, and spent fuel management issues.

47. Addressing the Leakage/Competitiveness Issue in Climate Change Policy Proposals

Abstract:
We will likely see increasing efforts to minimize leakage of carbon to non-participating countries and to address concerns on behalf of the competitiveness of carbon-intensive industry. Environmentalists on one side and free traders on the other side fear that border measures such as tariffs or permit-requirements against imports of carbon-intensive products will collide with the WTO. There need not necessarily be a conflict, if the measures are designed sensibly. There are precedents -- the shrimp-turtle case and the Montreal Protocol -- that could justify border measures to avoid undermining the Kyoto Protocol or its successors, if the measures are carefully designed. But if the design is dominated by politics, as is likely, import penalties are likely to run afoul of the WTO, to distort trade, and perhaps even to fail in the goal of preventing leakage.

Abstract:
China is undergoing modernization at a scale and speed the world has never witnessed. As climate change increasingly dominates the global agenda, China faces the challenge of shaping a new growth path in a climate-constrained world. The paper argues that China's current climate and energy policy is, at best, a “repackaging” of existing energy and environmental strategies with co-benefits for the mitigation of climate change. Nevertheless, even though policies are not climate-change driven, the quick (rhetorical) endorsement of low-carbon development and the strong momentum of green technologies indicate that political ambitions are in favour of finding a more sustainable development pathway. A new growth path would, how-ever, require a fundamental shift, with development and energy strategies being set within climate security constraints. The eventual success of this new path remains uncertain.

Abstract:
According to the IPCC's Fourth Assessment Report, global emissions of carbon dioxide have to be reduced by about 80 per cent by 2050 in order to stabilise the increase in global temperature at 2 to 2.4°C by 2100 compared with its pre-industrial level. An increase of only 2°C would bring about “acceptable” negative impacts on the eco-systems and the world economy. Without a reduction in CO2 emissions in China, however, it will be hard to achieve this goal. Currently, China is already responsible for about 50 per cent of the worldwide increase in CO2 emissions recorded over the past ten years. On the other hand, it is the industrialised countries that are mainly responsible for the greenhouse-gas emissions of earlier years. Taking the challenges of China's economic growth, its impact on future CO2 emissions and the development of China's climate policy into account, this article develops a new post-Kyoto regime based on cumulative per-capita emission rights.

50. Reconciling Climate Change and Trade Policy

Abstract:
There is growing clamor in industrial countries for additional border taxes on imports from countries with lower carbon prices. A key factor affecting the impact of these taxes is whether they are based on the carbon content of imports or the carbon content in domestic production. Our quantitative estimates suggest that the former action when applied to all merchandise imports would address competitiveness and environmental concerns in high income countries but with serious consequences for trading partners. For example, China's manufacturing exports would decline by one-fifth and those of all low- and middle-income countries by 8 percent; the corresponding declines in real income would be 3.7 percent and 2.4 percent. In contrast, border tax adjustment based on the carbon content in domestic production, especially if applied to both imports and exports, would broadly address the competitiveness concerns of producers in high income countries without seriously damaging developing-country trade. Therefore, as part of a comprehensive agreement on climate change, new WTO rules could be negotiated that would prohibit the extreme form of action while possibly allowing trade actions based on domestic carbon content as a safety valve.
