Abstract:
If there is one issue in contemporary international relations that continues to provoke interest in academic and policy making circles alike it is how states, regions and the world should react to a rising China. While the influence of the People's Republic is being felt from Africa and the Global South through to the developed economies of North America and Europe, it is in East Asia where a re-emerging China has most focused the minds of diplomats and strategists, leaders and scholars and, indeed, the military men and women who must navigate this increasingly precarious great power polity. Within this East Asian context this new volume by David Martin Jones, Nicholas Khoo and MLR Smith delivers thoughtful and attentive analysis to the problem of responding to China's rise. The book is neither a historical account of the rise of China, though it does offer sufficient historical contextualisation for the reader, or another collection of prescriptive policy suggestions, though there are clear conclusions made about which regional and state strategies have best dealt with the rise of the Sinic superpower. Instead, this book is a theoretically informed, consistently argued and well written account of how states in a broadly defined East Asia have and continue to react to the changing security environment that confronts them in the first decades of the twenty-first century.

22. Greening the Field? How NGOs Are Shaping Corporate Social Responsibility in China

Abstract:
China\'s state-led model of corporate social responsibility (CSR) does not seem to present a promising environment for the participation of non-governmental organizations (NGOs). Nevertheless, we observe recent examples of NGO involvement in CSR initiatives. Chinese NGOs are using the CSR platform to challenge the environmental practices of firms operating in China. We take a field-theoretical approach that focuses on the agency of actors. We show how an international NGO proposes a new standard and how Chinese NGOs use local environmental information disclosure laws to engage with firms in the textile supply chain. We find that NGOs leverage the power of brands to influence the practices of Chinese suppliers. However, we find differences in the framing and tactics employed by international NGOs versus their Chinese counterparts. Field analysis helps better understand the actors in the field of CSR, along with their motivations and their resources, and it offers a useful perspective on civil society development in China.

23. Survey of Experts on Climate Change Awareness and Public Participation in China

Abstract:
Climate protection issues are receiving more attention in China. Responding to this survey, 133 environmental and climate protection experts indicated that the government is a key factor in raising awareness of climate protection in China. Experts participating in the survey also referred to the role of the media – in particular social media – NGOs and educational institutions in spreading climate protection awareness. Additionally, interviews were carried out with 40 of the experts, who were grouped into different categories to discover whether there were any striking differences of opinion between experts of different backgrounds. Their assessments revealed few statistically relevant differences, though some are worth noting: Chinese researchers, project managers and representatives of NGOs were more positive than international experts regarding the impact of the Rio+20 conference on climate change discourse in China. Also, the youngest experts with the least international experience evaluated the potential of green volunteer work highest.

Abstract:
Those who follow the newspapers and media in general are led to believe that the stakes are getting higher in the Arctic. Climate change is melting the sea ice and opening up new economic opportunities: oil, gas, moving fish stocks, and shorter navigational routes are among the benefits to be had by those who are bold enough to make a move. According to the media, China and other emerging economies are claiming their own piece of the Arctic. In the scramble among states for the riches of the Arctic, we sense a scenario that may even drive states to the point of military conflict. Yet, this scramble does not take place in a legal vacuum – there are plenty of legal rules that govern the behaviour of states and other actors in the region. Indeed, this is one of the salient points that Michael Byers makes in his book.

Abstract:
National food security will continue to be the top strategic issue confronting Chinese policymakers. In the next two decades of rapid income growth, China‟s total demand for agricultural products will increase in the face of diminishing water and land resources, and the task of feeding the 1.3 billion Chinese people will be even more challenging. The authors suggest that a global agricultural strategy is the strategic choice for China because it enables China to safeguard national food security and at the same time, tackle its rising domestic demand for agricultural resources in the face of environmental pressures.

26. Trading Forests: Quantifying the Contribution of Global Commodity Markets to Emissions from Tropical Deforestation

Abstract:
This paper aims to improve our understanding of how and where global supply-chains link consumers of agricultural and forest commodities across the world to forest destruction in tropical countries. A better understanding of these linkages can help inform and support the design of demand-side interventions to reduce tropical deforestation. To that end, we map the link between deforestation for four commodities (beef, soybeans, palm oil, and wood products) in eight case countries (Argentina, Bolivia, Brazil, Paraguay, Democratic Republic of the Congo, Indonesia, Malaysia, and Papua New Guinea) to consumption, through international trade. Although few, the studied countries comprise a large share of the internationally traded volumes of the analyzed commodities: 83% of beef and 99% of soybean exports from Latin America, 97% of global palm oil exports, and roughly half of (official) tropical wood products trade. The analysis covers the period 2000-2009. We find that roughly a third of tropical deforestation and associated carbon emissions (3.9 Mha and 1.7 GtCO2) in 2009 can be attributed to our four case commodities in our eight case countries. On average a third of analyzed deforestation was embodied in agricultural exports, mainly to the EU and China. However, in all countries but Bolivia and Brazil, export markets are dominant drivers of forest clearing for our case commodities. If one excludes Brazilian beef on average 57% of deforestation attributed to our case commodities was embodied in exports. The share of emissions that was embodied in exported commodities increased between 2000 and 2009 for every country in our study except Bolivia and Malaysia.

The accident that melted the cores of three light water reactors raised questions about the costs and risks of nuclear energy in many countries. Abstract:
Mainstream analysis on China tends to be overly optimistic, leaving a blind spot in strategic planning. While the country's socio-economic landscape has been transformed over several decades of uninterrupted growth, it faces significant domestic and international risks and constraints. Chief among these are labour insecurity and imbalances, environmental constraints and rising climatic risks, and food insecurity, all coupled with rising popular expectations for a higher overall standard of living. Major soy producers (Argentina, Brazil and the United States) should take steps to ensure the stability of China's supply. In particular, these countries should set aside reserves to help mitigate future supply shocks and price spikes resulting from climate change. Manufacturers operating in or with China should immediately begin mapping their supply chains to identify vulnerabilities associated with crisis scenarios in the country. Where specific risks are identified, they should explore supply-chain diversification to boost resilience among major trading partners. To deter China from externalizing internal stresses, international actors should raise the political costs of nationalistic unilateralism by opening more channels for dialogue, deepening institutional integration and buttressing cooperative security norms.

29. CARMA Revisited: An Updated Database of Carbon Dioxide Emissions from Power Plants Worldwide

Abstract:
The Carbon Monitoring for Action (CARMA) database provides information about the carbon dioxide emissions, electricity production, corporate ownership, and location of more than 60,000 power plants in over 200 countries. Originally launched in 2007, CARMA is provided freely to the public at www.carma. org and remains the only comprehensive data source of its kind. This paper documents the methodology underpinning CARMA v3.0, released in July, 2012. Comparison of CARMA model output with reported data highlights the general difficulty of precisely predicting annual electricity generation for a given plant and year. Estimating the rate at which a plant emits CO2 (per unit of electricity generated) generally faces fewer obstacles. Ultimately, greater disclosure of plant-specific data is needed to overcome these limitations, particularly in major emitting countries like China, Russia, and Japan. For any given plant in CARMA v3.0, it is estimated that the reported value is within 20 percent of the actual value in 85 percent of cases for CO2 intensity, 75 percent for annual CO2 emissions, and 45 percent for annual electricity generation. CARMA's prediction models are shown to offer significantly better estimates than more naïve approaches to estimating plant-specific performance.

This Occasional Paper aims at providing a new perspective on the relevance of climate change for the EU's external action. Considering its linkages with various areas such as energy security, economic growth and diplomacy, and indeed its importance in terms of future political stability, climate change is a major 'game-changer' in international relations. The issue of climate change, and how to deal with it, therefore presents governments with a significant opportunity to reshape the international order in the light of the major global transformations currently underway. The development of the climate change regime presents the EU with both an opportunity and a threat, in as much as it may either accelerate Europe's decline as a foreign policy actor or, on the contrary, reinvigorate its diplomatic ambitions.
