Abstract:
Global greenhouse gas emissions are fast approaching unsustainable and alarming levels . There is broad consensus that these emissions, caused primarily from the burning of fossil fuels, have led to global warming. it is increasingly evident that maintaining the current trajectory of greenhouse gas emissions poses wide-ranging and potentially catastrophic risks to natural systems and human welfare . it is also clear that an unprecedented level of global cooperation will be necessary to successfully confront the immense challenge of reversing the effects of climate change.

In 2007, the Atlantic Council of the United States (the Council) partnered with the U.S./China Energy and Environment Technology Center (EETC) at Tsinghua and Tulane Universities to hold a series of dialogues to foster cooperation between the United States and China on developing secure and sustainable energy supplies. Over the past several years, the Council and EETC have invited key organizations, experts from industry and government, and representatives from relevant United States (U.S.) and Chinese government agencies to become directly involved in several meetings designed to identify concrete recommendations for increasing official governmental and industry cooperation.

Abstract:
Beijing and Taipei made little progress in cross-Strait relations this quarter. Typhoon Morakot and other extraneous factors combined to frustrate progress but did not change the positive momentum. Preparations are underway for talks on an Economic Cooperation Framework Agreement (ECFA) and the fourth round of SEF-ARATS talks later this year. Cross-Strait trade is beginning to recover from the precipitous decline caused by the great recession and the first mainland investments in Taiwan, although small, have been approved. There were no significant developments on security issues. Progress in better relations should resume in the months ahead.

As major consumers of the world's energy resources, the United States and China are in dire need of secure energy solutions that can keep pace with their large appetites for energy. Enter coal. Both countries possess abundant coal reserves measured in the hundreds of billions of tons. But the approach to coal policy has been one of favoring cheap extraction rather than taking into serious consideration the societal costs of coal. For the United States, coal represents a major source of electrical power—and a major source of pollution. In China, the accessibility of coal has overtaken the environmental and health arguments against its widespread use. China uses more coal than the United States and European Union combined. The damaging side effects of coal mining and consumption have been overlooked in the face of easy availability and undeveloped or less accessible alternatives. In the current context of global energy uncertainty, coal has been forgiven much.

85. Preventing the Tragedy of the CO2 Commons: Exploring China's Growth and the International Climate Framework

Abstract:
Under reasonable assumptions, China could achieve parity in living standard with Western Europe by 2100, and India by 2150. Climate change, however, may be a key obstacle preventing such a convergence. The business-as-usual (BAU) growth path of the world economy might increase concentrations of atmospheric greenhouse gases to unsafe levels and cause significant negative environmental feedback before China achieves parity in living standards with the OECD countries. We use a dynamic multi-country general equilibrium model (the G-Cubed Model) to project a realistic BAU trajectory of carbon dioxide (CO2) emissions, and we find it to be even above the CO2 emissions from the high-growth scenario estimated by the Energy Information Agency in 2007. This outcome is a reminder that it has been usual so far to underestimate the growth in China energy consumption.

Abstract:
As a mechanism for controlling climate change, the Kyoto Protocol has not been a success. Over the decade from its signing in 1997 to the beginning of its first commitment period in 2008, greenhouse gas emissions in the industrial countries subject to targets under the protocol did not fall as the protocol intended. Instead, emissions in many countries rose rapidly. It is now abundantly clear that as a group, the countries bound by the protocol have little chance of achieving their Kyoto targets by the end of the first commitment period in 2012. Moreover, emissions have increased substantially as well in countries such as China, which were not bound by the protocol but which will eventually have to be part of any serious climate change regime.

Conference participants included foreign policy analysts and energy experts from the U.S. and Chinese governments, international organizations, non-governmental organizations, and universities in both the United States and China. The agenda covered a broad spectrum of energy and energy-related geopolitical issues, including long-range forecasts for energy supply and demand, energy sources ranging from oil and gas to coal, nuclear and renewables.
