In the last two decades, Central and Eastern Europe (CEE) have not played an important role in China’s foreign policy and vice-versa. EU membership did not change China–CEE relations remarkably. The situation started to change once the global financial and economic crisis hit. CEE began to notice that China is an economic and political partner to be reckoned with. Meanwhile, despite the crisis, the PRC started to look at CEE as a stable region – especially in economic terms. At the beginning China decided to strengthen bilateral ties with CEE countries. 102. Regional Linkages and Global Policy Alignment: The Case of China–Southeast Asia Relations

Abstract:
This paper uses the case of Sino–Southeast Asian relations to gain insights on China's ability to muster support for its global agenda. The analysis focuses on the regional–global nexus of interstate relations and explores the extent to which the quality of two states' regional relations influences the likelihood of behavioral alignment in global politics. To this end, we consider a range of potentially influential aspects of Sino–Southeast Asian relations (the quality of bilateral relations based on recent event data, alliance policy, regime similarity, development level, and economic ties) and employ a statistical model to search for correlations with observed trends of voting coincidence in the United Nations General Assembly during the period 1979–2010. We find a strong correlation between the quality of regional bilateral relations and global policy alignment, which indicates that patterns of regional cooperation and conflict also impact the trajectory of China's rise in world affairs.

Mutual indifference has long characterized relations between India and Australia, but the two countries' interests are increasingly converging. In particular, New Delhi and Canberra are both wary of China's growing assertiveness in the Asia-Pacific region. Abstract:
"Well begun is half done," Aristotle once said, meaning that beginning a project well makes it easier to do the rest. Yet, this may not be true of China–U.S. relations during Obama's presidency. Although the Obama administration secured a smooth transition from the George W. Bush years and attached high priority to relations with China during its first year in office, bilateral relations turned downward over the rest of Obama's first term, leaving a legacy of growing mutual suspicion and rising competition between the two countries, especially in the Asia–Pacific region. In spite of the November 2009 bilateral agreement to build a "positive, cooperative, and comprehensive relationship," the two sides missed opportunities for more cooperation while mishandling and even misguiding bilateral ties on some points.

The China-US bilateral investment treaty (BIT) negotiations have attracted attention due to the relative size and weight of both economies. Despite broad consensus about the importance of such a treaty, there is considerable debate about its shape and content. The debate is reflected in two recent Columbia FDI Perspectives. Donnelly argued that a China-US BIT should be modeled on the US Model BIT without "splitting the difference between Chinese and US positions", and that the possibility of meaningful BIT negotiations are "really up to China at this point".

Although disputes in the South China Sea are in general under control since 2009, developments show that China-Philippines and China-Vietnam are two key relationships that have experienced incidents leading to fluctuating levels of tension in the South China Sea region. This study reviews the evolution of these two relationships in relation to bilateral disputes in the South China Sea and the respective approaches to managing these disputes, with emphasis on the post-2009 period. By comparing the China-Philippines and China-Vietnam approaches, it intends to analyse the differences/similarities and their implication on the management of the South China Sea disputes, as well as their bilateral relations in a broader sense.

Northeast Asia is one of the most important crucibles of global economic and strategic change, and it is far from a stable one. The modern histories of China, Japan and South Korea were forged by Japan's colonisation of China and Korea and the Korean War that divided the peninsula and saw China on the side of North Korea and Japan on the side of South Korea. This recent history has left the bilateral relations on each side of this turbulent triangle strained by a lack of trust, popular antipathy and unresolved territorial disputes. As noted in the project's Beijing workshop, the stalled trilateral free trade agreement negotiations between the three Northeast Asian neighbours, launched with great hope in 1997, have been the victim of this turbulence and strain.

Abstract:
China is on course to becoming more deeply involved in Africa's security landscape. While the motivation behind Chinese involvement remains primarily economic, the growing exposure of its interests to the vagaries of African politics, as well as pressures to demonstrate greater global activism, are bringing about a reconsideration of Beijing's approach to the continent. China faces threats on three fronts to its standing in Africa: reputational risks derived from its assocation with certain governments; risks to its business interests posed by mecurial leaders and weak regulatory regimes; and risks faced by its citizens operating in unstable African environments. Addressing these concerns poses challenges for Beijing, whose desire to play a larger role in security often clashes with the complexities of doing so while preserving Chinese foreign policy principles and economic interests on the continent.

U.S. administrations and officials are consistently caught flat-footed by the increasing assertiveness of the People's Republic of China (PRC) over disputed territories in the East China and South China Seas. This assertiveness is strident, yet controlled. Beijing's objectives in the region, with respect to maritime issues in particular, have been apparent for several decades. While the United States is well aware of the PRC's "talk and take" approach—speaking the language of negotiation while extending de facto control over disputed areas—U.S. policy has been tactical and responsive rather than strategic and preemptive, thus allowing China to control the pace and nature of escalation in executing talk and take.

Nancy Bernkopf Tucker confronts the coldest period of the cold war--the moment in which personality, American political culture, public opinion, and high politics came together to define the Eisenhower Administration's policy toward China. A sophisticated, multidimensional account based on prodigious, cutting edge research, this volume convincingly portrays Eisenhower's private belief that close relations between the United States and the People's Republic of China were inevitable and that careful consideration of the PRC should constitute a critical part of American diplomacy. Tucker provocatively argues that the Eisenhower Administration's hostile rhetoric and tough actions toward China obscure the president's actual views. Behind the scenes, Eisenhower and his Secretary of State, John Foster Dulles, pursued a more nuanced approach, one better suited to China's specific challenges and the stabilization of the global community. Tucker deftly explores the contradictions between Eisenhower and his advisors' public and private positions. Her most powerful chapter centers on Eisenhower's recognition that rigid trade prohibitions would undermine the global postwar economic recovery and push China into a closer relationship with the Soviet Union. Ultimately, Tucker finds Eisenhower's strategic thinking on Europe and his fear of toxic, anticommunist domestic politics constrained his leadership, making a fundamental shift in U.S. policy toward China difficult if not impossible. Consequently, the president was unable to engage congress and the public effectively on China, ultimately failing to realize his own high standards as a leader.
