Abstract:
This article analyzes the support for democracy in Chile from an economic, institutional and political perspective. It uses data from Latinobarómetro for the period 1996–2007 and a statistical method of estimation, “ordered logit,” in order to answer the question of why support for Chilean democracy is not connected with economic growth. The analysis generates three key results of interest. First, regardless of the fact that GDP per capita does not have any effect on the level of support for democracy, it does affect individuals' perceptions of economic performance, since the variable “economic situation” is one of the most explanatory variable of the model. Second, the analysis demonstrates the importance of the degree of confidence in the Congress at the moment that perceptions of democracy are evaluated. Third, “political ideology” is the most useful variable in explaining support for democracy, a fact which suggests that the adherents of the right wing do not support the democratic system. This is the most reliable reason for the moderate level of support for democracy in Chile.

72. The Media Activism of Latin America's Leftist Governments: Does Ideology Matter

Abstract:
Has Latin America's left turn mattered in media politics? Does ideology impact governments' practices and policies regarding media and journalistic institutions? Through an empirical assessment of discourses on the media, of direct-communication practices, and of media regulation policies on the part of the recent leftist governments of Argentina, Bolivia, Brazil, Chile, Ecuador, Uruguay, and Venezuela, this paper stresses the existence of a specific media activism on the part of leftist governments in Latin America. While showing that the current binary distinctions that stress the existence of two lefts—“populist” and “nonpopulist”—obscure important commonalities and continuities, the author also demonstrates that it is the existence of certain institutional and structural constraints that best accounts for the differences among the various leftist governments in Latin America. In sum, the paper challenges the prevailing neglect of ideology as a relevant factor in explaining developments in government–media relationships in the region.

Abstract:
A recent survey of victims of violence reported that memorialization was prioritized as the second most valuable form of state reparations following monetary compensation (Brett, et al 2008, 2). In part, it is perhaps this impetus to bear witness to the suffering of victims that has given rise to a proliferation of memorials in recent decades, including those marking genocide in Rwanda, Cambodia, and Bosnia, violent repression in Argentina and Chile, wars of liberation in Bangladesh and Palestine, nuclear disaster at Chernobyl, and terrorism in Madrid and New York. As a form of transitional justice, memorials have too often been relegated to the domain of artists and architects whereas they represent a strategic resource in conflict and peace.

Abstract:
Despite the recent financial and economic crisis, Chile\'s outward foreign direct investment (OFDI) in 2009 surpassed the record level of 2008, reflecting the strength of Chilean firms and the country\'s continuous commitment to integrate into the world economy. Two decades ago, Chile was an unlikely foreign direct investor. Today, even with no explicit policies to promote outward investment or the creation of national champions, Chile stands out as the third biggest investor of Latin America in absolute terms and as the first one in proportion to its GDP, even outperforming other emerging economies of similar size in other regions of the world.

76. From Rivalry to Mutual Trust: The Othering Process between Bolivia and Chile

Abstract:
Bolivia and Chile live in a culture of rivalry as a consequence of the Nitrate War (1879 ‐ 1883). In each country's case, the construction of the other as a threat, a rival and/or inferior has shaped the discursive articulation of the bilateral relationship. Whereas the culture of rivalry is more evident in Bolivia because of its aspiration to alter the border, Chile's status ‐ quo position, which stresses that there are no pending issues with Bolivia, as well as its construction of itself as superior, also represents rivalrous behavior. The perception of Chile as a threat and rival became especially evident in Bolivia during these two countries' bilateral negotiations to export gas to and through Chile (gas crisis from 2001 ‐ 05). However, since Evo Morales and Michelle Bachelet took office in Bolivia (2006 ‐ present) and in Chile (2006 ‐ 10), respectively, they have sought to change this culture of rivalry to one of friendship by constructing discursive articulations of self and other based on the principle of building mutual trust. Such a change in the form of othering is only possible to understand within the context of a crisis of meanings. The new approach of othering the counterpart as a friend has filled the void of meaning left by the crisis of discursive articulations of othering the counterpart as a rival, a threat and/or inferior.

Abstract:
Most analyses of the judicialization of politics focus on judicial policy-making and rights creation; however when judicialization of politics unfolds in a separation of powers political context courts are also involved in distributing power. The task of power delineation among branches of government is different from policy-making or rights adjudication. Judicializing political disputes about power gives courts the opportunity to alter the balance of institutional power, to create stronger executives (or legislatures) and a stronger (or weaker) role for themselves. To illustrate these points, this article examines how the Chilean Constitutional Tribunal (TC) adjudicated a specific type of separation of powers conflict between the Legislature and the Executive from 1990-2005. The analysis of the TC doctrine overtime highlights how the TC has shifted the balance of power in the policy-making process and augmented its influence within the political system.

Abstract:
Why is Chile following such a proactive FTA policy and at the same time promoting the benefits of these type of agreements to other Latin American countries? There is a pre-dominance of economic explanations to analyze why countries pursue an active FTA policy. Yet within an FTA policy, understood as an essential component of a country's foreign policy, strategic and ideational goals are also important. Without downgrading economic explanations, I argue in this article that Chile's proactive FTA policy can also be under-stood using variables from "traditional" international relations such as power, governance, and ideas. A framework based on such political-economic strategic issues and value-based ideas provides a better understanding of the country's motivations in implementing such a proactive FTA policy.

Abstract:
This article analyzes the “other” goals that drive Chile and Mexico to achieve intra- and extra-regional FTAs. These countries have a predominantly economic motivation to negotiate FTAs. However, there are other elements that are less apparent, but equally important, in Chile's and Mexico's FTA policies. These accords can also be seen as means to power and as mechanisms for establishing a closer system of global economic governance than that available through multilateral forums. Therefore, these two countries' FTAs are an ad hoc system that represents their respective economic contexts and realities. In other words, FTAs as an essential part of Chile's and Mexico's foreign policies have a strategic political-economic logic that synthesizes the notions of power and institutions. However, these two forces do not exclude of the economic logic for FTAs, which focuses on the maximization of consumers' welfare and producer s' gains. On the contrary, they have to be taken as complementary factors.

80. Institutionalizing Inequality: The Political Origins of Labor Codes in Latin America

Abstract:
When do labor laws protect workers from workplace risks, and when do they serve to institute or insulate the privilege of particular political and economic actors? This paper argues that Latin American labor laws are highly politicized, and have been since their early origins. In the early decades of the twentieth century, the first labor codes were formulated to favor skilled, unionized labor in key economic sectors controlled by business and governmental elites. Non-skilled labor outside of these sectors was largely locked out of the benefits of legislation. Recent efforts at market-oriented reforms, rather than creating a common (albeit weakened) norm for all workers, have only strengthened the privileges given to formal-sector, unionized workers, and widened the gap between these sectors and the unskilled workers in the informal sector. In this paper, I develop a theory of the political dynamics of labor code origins, emphasizing the explanatory role of skilled labor profiles, geographic isolation, and union organization, as well as the concentration of capital and nascent state power in the hands of a limited group of elites. I then illustrate the principal claims of the theory through a historical examination of three cases of labor law formulation: Argentina, Chile, and Peru.
