Abstract:
The right to free, prior and informed consent (FPIC), or consulta previa, has expanded throughout South America. Nine states have ratified the International Labour Organization's Convention 169 (ILO169)—the principal treaty regarding consulta previa.* But regulations created by four of those states—Colombia, Chile, Peru, and Ecuador—contradict the commitments they accepted when they ratified the treaty, in effect violating the right of Indigenous people to be consulted on administrative and legislative measures that could directly affect them.

Abstract:
The volume under review publishes the proceedings of a colloquium held at the University of Paris in July 2010. The aim of this colloquium was to fill a lacuna that characterizes the contemporary francophone international legal scholarship. Indeed, as noted by the editors in their foreword to the book, after a prolific period during the 1970s and 1980s, French and francophone scholars have gradually lost interest in Third World-related issues and ignored this topic in their research and teachings. This trend is regrettable and unfortunate because despite some progress and improvements, international relations are still marked by significant inequalities and disparities between rich and poor countries, while several regions of the world remain in a situation of extreme poverty. Therefore, there is an urgent need to renew and revive the reflection of French-speaking international lawyers on their discipline by inciting them to critically question the present existence and effects of the rules of international law relating to the Third World in the current globalized context. To achieve this goal, Mark Toufayan, Emmanuelle TourmeJouannet and Hélène Ruiz Fabri had the idea of bringing together, in Paris, francophone and anglophone scholars and prominent representatives of the critical Third World Approaches to International Law (TWAIL). TWAIL scholars were invited to expose their ideas and thoughts, and their French-speaking counterparts were asked to react and comment on these thoughts.

Abstract:
The South American continent has experienced a robust economic growth presently overshadowed by an uneven energy integration that fails to meet both an ever-growing industrial and metropolitan demand. Several integration mechanisms co-exist, but a poor integration layout threatens the energy security of the region and individual countries. Several factors contribute to this. Firstly, the very template of regional integration has failed to deliver a valid set of supranational coordination mechanisms aimed at coordinating and sorting out disputes among individual countries. Secondly, national States tie security to self-sufficiency in the face of mutual distrust, thus rendering potential advantages of market and networks integration a less desirable choice. The example of Chile and Peru integration drive reveals many of these dynamics while showing at the same time the windfalls of a transversal sectoral coordination over diplomatic exchange by individual states. What is the potential for an alternative template where the State will play a less intrusive role while consigning territorial disagreements backstage?

Abstract:
Objective indicators suggest that economic and political con- ditions improved in Chile between the country’s democratization in 1990 and 2011. Average incomes increased, poverty rates decreased, and the number of positive reviews of Chilean democratic institutions rose. De- spite this progress, massive student-led protest waves in 2006 and 2011 demonstrated high levels of subjective discontent in Chile. This paper proposes a three-part explanation for the paradoxical emergence and escalation of the post-Pinochet-era Chilean student protests, and, in so doing, contributes to the broader understanding of social movements and political action. The first two parts of the argument relate to genera- tional change. Firstly, a gap between expectations and capabilities pro- voked discontent amongst a new generation of Chilean students. Sec- ondly, the new generation’s collective identity as “la generación sin miedo” (the fearless generation) motivated the students to turn discontent into political action. Thirdly, government and student actor agency influenced the variance in protest strength between 2005 and 2011.

Dilma Rousseff. Laura Chinchilla. Cristina Fernández de Kirchner. Michelle Bachelet. The political successes of these women should not divert our attention from the sizeable gender imbalance in politics that exists across the region. Slightly more than half of all Latin American citizens are female, but women occupy only one of every seven seats in legislatures—and only one of every 20 mayoral posts in the region. In fact, the existence of a presidenta appears to tell us little about how women fare politically in her country. Although Dilma Rouseff holds Brazil's highest office, only 8.8 percent of federal deputies in Brazil are women and only 14.3 percent of ministers are women. This is far behind the rest of the region. And despite Michelle Bachelet's success in Chile, women's representation in Chile's national legislature is below the regional average. [See Table 1] Women have made tremendous gains since the 1970s, when women's representation in Costa Rica's national assembly (at a mere 7 percent) was the highest in the region, and when five countries filled less than 1 percent of their legislative seats with women. The most striking changes in women's legislative representation have come since 2000—not coincidentally, after the majority of Latin American countries adopted gender quotas during the late 1990s.

Abstract:
The quality of Chile's universities is well known across the Americas. Two of these—Pontificia Universidad Católica de ChileUniversidad de Chile—rank in the top five of the 2011 U.S. News and World Report list of the 100 best schools in the region. Unfortunately, high-quality education comes at a high cost. Chile has the second most expensive private university system of any OECD country, after the United States. And due to the lack of financial aid, Chilean families shoulder 85 percent of the cost of a university education—more than any other developed nation.Until recently, most Chilean youth accepted the cost of education as the price of social mobility. Gabriela San Martín, 24, considered a university degree a ticket to a stable, decent-paying job. She took out a government-financed loan, known as crédito con aval del estado (CAE), to pay for her studies in early childhood education at Universidad Andrés Bello.

Abstract:
Chile's middle class has always played a key role in the country's politics. In the first four presidential elections after the 1989 democratic transition, middle-class voters were a decisive factor in the victories of center-left Concertación candidates Patricio Aylwin, Eduardo Frei, Ricardo Lagos, and Michelle Bachelet. By 2009, however, Chile's middle class turned away from the Concertación and voted for Sebastián Piñera, a center-right businessman and former senator who became the country's first non-Concertación president since the return to democracy.

Abstract:
In October 1988, a national plebiscite to extend the military rule of then-Chilean President Augusto Pinochet was voted down by 56 percent of the electorate. This transformational event has been re-imagined 24 years later in a film named after the “No” coalition of 16 political parties that led the opposition campaign.No is the third and final work in a cinematic depiction of the period of Pinochet's rule (1973–1989) by Chilean director Pablo Larraín, 36. The first two were Tony Manero (2008) and Post Mortem (2010). The 110-minute film, starring Mexican actor Gael García Bernal, is based on Plebiscito, an unproduced play by Chilean novelist Antonio Skármeta about René Saavedra, a young advertising executive who spearheaded the “No” campaign and managed to outflank the pro-Pinochet forces, who were outspending the opposition 30-to-1, with a shrewd messaging strategy that mobilized almost 4 million supporters.

On January 26 and 27, representatives from 61 nations, including 43 heads of state, gathered in Santiago, Chile for the 7th bi-regional summit of EU-LAC Heads of State and Government. It was one of the largest summits ever held in South America, and the first time that the Community of Latin American and Caribbean States (CELAC), launched in 2010, participated as the EU's institutional counterpart.
