11. Towards the future in the Three Seas Region

Abstract:
Launched in 2016, the Three Seas Initiative (3SI) is designed to build cooperation and interconnectivity between 12 CEE countries through new cross-border infrastructures. The aim of the region’s political leaders is to leverage the economic growth to the extent in which it Kitarović, President of the Republic of Croatia at the Third 3SI Summit in 2018. Abstract:
Integration policies and trends have made international affairs increasingly complex over the course of last few decades. We are witnessing the development of a number of sub-regional, regional, European and global institutions and organisations. This directly influences decision- making at the multilateral level, increasing European integration, policy-making powers and processes have been transferred from the national to the supranational/European level. In this context, while some policies were made at the national level and others were transferred to the European one, there were numerous issues ‘in between’ where coordinated policies the number of layers and stakeholders in wereneeded.Thegapswerefilledwithdifferent the process, thus giving broader diversity sub-regional and regional initiatives, covering and multidimensionality to newly created a wide range of different issues and being political entities. Especially in the process of guided by a variety of different consensual decision-making procedures. However, this has not dealt with issues related to wider regions, geographically determined by an important natural phenomena or an ecosystem. The EU attempted to respond to this challenge by developing macro-regional strategies. The first one was the Baltic Sea Region Strategy from 2009, followed by the European Union Strategy for the Danube Region (EUSDR), adopted by the European Commission in 2010 and endorsed by the European Council in 2011, along with the Adriatic Ionian Strategy from 2014 and the Alpine Region Strategy from 2015. All of these strategies are presently being developed in the wider EU policy framework as a new concept of territorial governance.

Abstract:
This year, Germany participated for the second time in a Three Seas Initiative (TSI) summit as an observer. Its participation is motivated by the desire to strengthen cooperation with Central European countries and reduce divisions in the EU. It also aims to limit U.S. economic ambitions in the region, with TSI a potential key vehicle for them. Germany’s efforts to gain membership should be seen as a foreign policy goal. Its success could contribute to influencing infrastructure priorities in Central Europe, if implemented under the TSI.

Abstract:
Although in June, Estonia along with Poland, the Czech Republic, and Hungary blocked a political consensus statement in the European Council regarding the EU’s goal to achieve climate neutrality by 2050, in October, the country accepted the deadline. Estonia, despite relying on burning oil shale, has decided to embark on a difficult energy transition. This means that, among the EU Member States, support for ambitious EU climate policy is growing.

15. The Extraordinary Gamble: How the Yugoslav Tribunal’s Indictment of Slobodan Milošević During the Kosovo War Affected Peace Efforts

Abstract:
On 24 May 1994, the International Criminal Tribunal for the former Yugoslavia (ICTY or Yugoslav Tribunal) made history by becoming the first international court to indict a sitting head of state: Yugoslav President Slobodan Milošević. Since Milošević’s rise to power roughly a decade before, forces either directly or indirectly under his control had unleashed a reign of terror first in Croatia, then in Bosnia and Herzegovina, and finally in Kosovo. Indicting Milošević was no small feat: he did everything in his power to cover his tracks. Moreover, in order to secure crucial evidence (e.g., intelligence and satellite imagery linking Serb forces to crime sites) and the support necessary to actually put Milošević on trial, the ICTY required the backing of Western powers, which—until the Kosovo War in 1999—viewed Milošević as a vital, yet unsavory guarantor of peace in the region. Reactions to the indictment were mixed. While the Yugoslav Tribunal’s supporters heralded the indictment as a legal triumph that brought Milošević to his knees, its critics emphasized that, at best, the indictment was irrelevant and, at worst, an extraordinary gamble that had the potential to thwart an end to hostilities.

Abstract:
This paper focuses on the Syrian refugee crisis, which incurred a variety of negative social and economic impacts upon many countries in the Middle East, as well as in Europe. The aim of this study is to analyze the divergent attitudes of Germany and Hungary in the face of Syrian refugee crisis and the diversity of measures that these countries have adopted to tackle the refugee problem. The cases are analyzed through social constructivism, which focuses mainly on how the agents and structures mutually construct each other and on identities, norms, and interests without wandering away completely from the rational standpoint. The main conclusions of this study show that the refugees are perceived differently in Germany and Hungary. Conclusions also demonstrate that the Europeans and the refugees resulted in a new and an unexpected learning experience, and enabled changes for both sides. The findings also reveal that the gap between the attitudes of the leaders of different European countries for the refugees remained significant. The change due to incorporation of the refugees into European societies and the differing attitudes of their leaders affected both domestic and international politics in Europe among countries that accepted different numbers of Syrian refugees.

Abstract:
Between 1941 and 1945, thousands of German Jews, in fear for their lives, made the choice to flee their impending deportations and live submerged in the shadows of the Nazi capital. Drawing on a wealth of archival evidence and interviews with survivors, this book reconstructs the daily lives of Jews who stayed in Berlin during the war years. Contrary to the received wisdom that “hidden” Jews stayed in attics and cellars and had minimal contact with the outside world, the author reveals a cohort of remarkable individuals who were constantly on the move and actively fought to ensure their own survival.

18. A State of Peace in Europe

Abstract:
From the mid-1960s to the mid-1970s West German foreign policy underwent substantial transformations: from bilateral to multilateral, from reactive to proactive. The Conference on Security and Cooperation in Europe (CSCE) was an ideal setting for this evolution, enabling the Federal Republic to take the lead early on in Western preparations for the conference and to play a decisive role in the actual East–West negotiations leading to the Helsinki Final Act of 1975. Based on extensive original research of recently released documents, spanning more than fifteen archives in eight countries, this study is a substantial contribution to scholarly discussions on the history of détente, the CSCE and West German foreign policy. The author stresses the importance of looking beyond the bipolarity of the Cold War decades and emphasizes the interconnectedness of European integration and European détente. He highlights the need to place the genesis of the CSCE conference in its historical context rather than looking at it through the prism of the events of 1989, and shows that the bilateral and multilateral elements (Ostpolitik and the CSCE) were parallel rather than successive phenomena, parts of the same complex process and in constant interaction with each other.

19. Keeping the momentum in European defence collaboration: An early assessment of PESCO implementation

Abstract:
Between March and November 2018, the 25 participating member states launched 34 projects, with the core aim of addressing the EU’s capability shortfalls. In May 2019, a call for a third round of project proposals will be launched. The IISS undertook an early assessment of how PESCO projects are carried out, to assess whether the momentum on the ground has continued since the projects were announced at the political level. A strong pace of implementation would require detailed timelines, deadlines and financial plans, as well as clear links with EU capability requirements. Questionnaires were sent to the projects’ country leads, and were complemented by interviews and secondary-source research. We looked at various dimensions of implementation: timelines, financial commitments, stakeholder involvement and the projects’ relation to strategic autonomy. The results are mixed. Viennese popular culture at the turn of the twentieth century was the product of the city’s Jewish and non-Jewish residents alike. While these two communities interacted in a variety of ways to their mutual benefit, Jewish culture was also inevitably shaped by the city’s persistent bouts of antisemitism. This fascinating study explores how Jewish artists, performers, and impresarios reacted to prejudice, showing how they articulated identity through performative engagement rather than anchoring it in origin and descent. In this way, they attempted to transcend a racialized identity even as they indelibly inscribed their Jewish existence into the cultural history of the era.
