141. Three Decades of Rural Development Projects in Asia, Latin America, and Africa: Learning From Successes and Failures

Abstract:
This article aims to contribute to the discussion about how to make development interventions more effective by analyzing the factors contributing to the success or failure of rural development projects. We made an aggregate level analysis of 46 projects in the field of agricultural research (AR), water management (WM), natural resource management (NRM), and integrated rural development (IRD), financed by the Netherlands' Directorate-General for International Cooperation (DGIS) and carried out between 1975-2005 in Asia, Africa and Latin America. Making a distinction between the successful projects and failures, we showed the possibilities and limitations of evaluating projects on the basis of the official criteria (relevance, efficiency, effectiveness, sustainability and impact and/or using criteria such as poverty, gender, institutional development, governance and environment). We learned that project performance very much depends on whether interventions 'keep track' with local priorities and trends. This is much more important than 'measuring output' (are results in line with the project goal?) which is wrongly presented as a priority in monitoring and evaluation practices.

Abstract:
Health is an asset with an intrinsic value as well as an instrumental value. Good health is a source of wellbeing and highly valued throughout the world. Health is not only the absence of illness, but capacity to develop a person's potential. Health is also an important determinant of economic growth. Given the importance of health, both as a source of human welfare and a determinant of overall economic growth, the Popular Health Insurance (Seguro Popular) was first introduced in Mexico as a pilot programme by the federal government in 2001, becoming part of the formal legislation in 2003. This study looks at the current situation, and some of the early findings and improvements made so far with regard to public health coverage in Mexico.

Abstract:
The text proposes the concept of the detained-disappeared as the point from which to analyze social management strategies of a high-caliber theoretical problem in the context of contemporary social sciences, the crisis of representation. To analyze these strategies, this work starts by narrowly defining the concept of the detained-disappeared, thereby suggesting that this is a catastrophe for identity and for language. After considering the social and historical context of the the Latin-American southern hemisphere, the author explains and examines the two forms of narrative that explain how the concept and its consequences have been managed. These forms of narrative are the transitional narrative of the invisible and the highly complex narrative of the void.

El trabajo pone a prueba cuatro hipótesis provenientes de la bibliografía sobre gobierno sin mayoría en el caso mexicano. En particular, busca mostrar que, contrario a lo que se piensa comúnmente, las instituciones políticas mexicanas, y en especial el Congreso, no están en un estado de “parálisis” o crisis.

Abstract:
Haiti's new government faces an enormous economic challenge. Haiti is the poorest country in the Western Hemisphere and among the poorest countries in the world. Two thirds of Haiti's eight million citizens live in poverty. Half of its adult population is illiterate. Only a quarter of its children attend school. Since a brief spike in the 1970's, Haiti's economy has experienced a steady decline as a result of rapacious government policies and, possibly well intentioned, but destructive international sanctions.

Earlier this month, the Haitian people successfully completed parliamentary elections with minimal violence or fanfare, two months after choosing their new president, René Préval. Once in office, Haiti's new leadership will face grave political challenges in governing a country that has been traumatized by chronic violence and instability.

147. Representing Different Constituencies: Electoral Rules in Bicameral Systems in Latin America and Their Impact on Political Representation

Abstract:
This article analyzes the quantitative (mechanical) effects and qualitative (perceptions) effects on political representation of the election of two separate chambers in Latin America's bicameral systems. After discussing the spread and strength of bicameralism in Latin America, we compare the different electoral systems for lower chambers and Senates. Our study shows that in a region characterized by relatively high levels of malapportionment in the first chamber, the second chamber reinforces the malapportionment in parliament. Representation tends to be much more disproportional in the upper chamber than in the lower house. Moreover, the differences in the electoral systems and district magnitudes for both chambers make it more difficult for women to win a seat in the Senate.

For years, people both inside and outside Mexico have worried that the country might descend into the maelstrom of corruption and violence that has long plagued the chief drug-source country in the Western Hemisphere, Colombia. There are growing signs that the “Colombianization” of Mexico is now becoming a reality.

Abstract:
Fiscal management has been successful in recent years, and the backdrop of an inflation-targeting monetary policy has helped anchor expectations that macroeconomic stability is here to stay. In addition, the financial sector has gone through an important transformation and a broader and deeper domestic capital market has developed. This will enable the Mexican authorities to turn more of their attention to long-term priorities, which are where the important policy challenges increasingly lie. Faster growth of living standards will require reforms to the tax system so as to finance the appropriate level of current spending and long-term investment needs. Fiscal relations between the different levels of government need to be re-thought so as to ensure a more effective and more equitable use of revenues. Part of higher oil revenues should be earmarked for financing some important multi-year but finite programmes. Major reforms to education, the labour market, the electricity industry, other network sectors and ways of doing business are also desirable, and will help spur investment in Mexico's future by both domestic and foreign firms. It is important that reforms be assessed and judged by legislators on their intrinsic merits rather than through the prism of short-term political considerations.

150. CERI: The Catholic Church and "civil society" in Cuba

Abstract:
Alongside the socialist society that Cuba is in the process of constructing, an unofficial "civil society" is actually taking shape, made up for the most part of dissident movements. The Cuban Catholic Church, the only non-Castrist institution in existence, is playing a crucial role in maintaining a certain balance between the two; the Church's dual nature - universal in scope but locally implanted - has fostered a unique conception of its relation to Cuban society, all the more so as its ambition is above all to win back a position of influence and reaffirm its central status. This ambition is furthered by two means, both of which are basically handled by secular representatives, in particular by groups associated with Dagoberto Valdès. On one hand there is a pragmatic approach based on social work and the activities of training centers; on the other an effort to rethink the role of the Church in relation to society and envisage the possibility of a new form of citizenship founded on Catholic values. The charitable initiatives are acceptable to the regime; but the same does not hold as far as the resolve to become active social participants is concerned, a move seen as a form of defense of conservative, backward-looking options. In addition relations between the Church and dissident movements are strained. This ambiguous situation might well render the role of Catholics in the post-Castrist transition more uncertain, even though the Church's expertise will be required for national reconciliation to take place.
