111. Discourses on Violence in Costa Rica, El Salvador, and Nicaragua: Social Perceptions in Everyday Life

Abstract:
Central America has the reputation of being a violent region with high crime rates, youth gangs, drug traffic, and ubiquitous insecurity. Politicians, the media, and social scientists in and outside the region often claim that the societies are in complete agreement with their judgment of the situation and that all society members are calling for law and order and social segregation. Focusing on Costa Rica, El Salvador, and Nicaragua, the paper analyzes the social perception of violence and crime. On the basis of essays written by secondary school students and interviews with citizens from all walks of life in the three countries, the paper points out how elite arguments on violence and crime are translated into everyday life, and what society members suggest be done to deal with these problems. The sources prove that there are noticeable hegemonic discourses on violence and crime in Costa Rica, El Salvador, and Nicaragua. Simultaneously, a majority of the respondents call for social and integrative solutions rather than the so-called “iron fist.” The repressive trend in Central American policies therefore does not necessarily receive the presumed affirmation asserted by many authorities on and in the region.

Abstract:
During the last decades of the twentieth century, Central America became a battleground between the major ideologies of the bipolar system. Tens of thousands died; hundreds of thousands fled the region. With the end of the Cold War, these conflicts finally ended through negotiated peace agreements and relatively free elections, and many believed that security would inevitably follow. The hope was that the Washington Consensus and free market economies would guarantee economic recovery and stability. Instead, what emerged was an era of peace without security. Threats to the government and to the safety of the population were no longer from traditional guerilla movements or draconian state measures, but a rising tide of violent crime, both organized and disorganized, both transnational and domestic. Michael Shifter of the Inter-American Dialogue notes that while Central America civil wars have ended, “the problem of physical insecurity—aggravated by the availability of arms—persists, and may even be more acute than before.” As a Salvadoran working in Washington, D.C. expressed it, “It is much more dangerous for me to go home now than it was during the war.” Crime has become not only a major security concern, but a dominant domestic political issue. In Honduras, for example, one successful presidential candidacy resulted from the fact that the candidate's son had been murdered, giving credibility to his pledge to crack down on crime.

Abstract:
It has become common to state that youth gangs and organized crime have seized Central America. For theories on contemporary Central American violence, Costa Rica, El Salvador and Nicaragua present important test cases, demonstrating the need to differentiate the diagnosis. First, national discourses on violence differ from country to country, with varying threat levels, patterns of attention, and discursive leitmotivs. Second, there are border-crossing discursive nodes such as the mara paradigm, the perception of grand corruption, and gender-based violence tied to cross-national, national or sub-national publics. The paper explores the ambiguity and plurivocality of contemporary discourses on violence, emanting from a variety of hegemonic and less powerful publics.

114. Upgrading in Agricultural Value Chains: The Case of Small Producers in Honduras

Abstract:
Local producers, in their interaction with local processors or exporters and international retailers have the possibility to acquire new skills and knowledge. The type of trust relationship and coordination pattern can determine how information flows and how firms upgrade. In addition, the implementation and compliance with standards provides opportunities for learning and acquiring skills and knowledge. Focusing on this kind of interactions, the study explains how local producers in Honduras engage in upgrading and whether this had an impact on the sales of those firms. The majority of the producers in the sample upgraded their products and internal processes. A limited number of producers engaged in functional upgrading. Most of the producers were aware of the important role of standards. They affirmed that in the process of implementing and complying with standards, they have gained new knowledge and were convinced that they succeeded in securing at better position in the value chain.

115. Why Is Liberal Peace-building So Difficult?

Abstract:
The termination of war is mostly seen as a basis not just for recovery but for a fundamental transformation or change in development paths towards peace, stability and development. The Central American peace processes of the last decades were one of the first laboratories for the liberal peace-building paradigm which assumes that the threefold transformation to peace, democracy and market economy is a self-strengthening process leading to sustainable development. Although none of the three countries slipped back into war, serious deficits remain. This paper introduces an analytical framework that aims at interrelating the threefold transformation with the impact generated by four processes. These include the repercussions generated by the international system on a country's society, its historical, cultural and social foundations, the legacies of violence and the peacebuilding initiatives the country concerned has witnessed. The comparative analysis of changes in the public security sector, the political system, conflict resolution and the use of resources show why there is so much path dependency that can explain the deficits of transformation.

116. Why Reform Fails: The 'Politics of Policies' in Costa Rican Telecommunications Liberalization

As the 'Washington Consensus' reforms are losing momentum in Latin America, the Inter- American Development Bank (IDB) is calling for shifting the focus from the content of policy choices to the political process of their implementation. As this paper studies the paradigmatic case of telecommunications reform in Costa Rica it underscores the importance of these 'politics of policies'. The analysis finds, however, that the failure of repeated liberalization initiatives was not only due to policy-makers' errors in steering the project through 'the messy world of politics' (IDB); instead, as liberalization remained unpopular, policy content indeed mattered, and only the interaction of both explains the outcome. Particular attention is drawn to the political feed-back effects, as the failed reform, precisely because it had been backed by bi-partisan support, became a catalyst for the disintegration of the country's long-standing two-party system.

Abstract:
Some critics allege that the human rights regime is based upon the values of liberal individualism and therefore inappropriate for communities that do not share a commitment to these values (Pollis and Schwab 1979). Such critics characterize human rights as being either irrelevant because of the lack of fit between liberal individualism and more community-based cultures or, even worse, as an imperialist tool in the hands of the West. However, the individual rights that are secured by the international human rights regime can be used for a variety of different purposes, including both liberal and non-liberal ends. A person, or a group of persons, may use the individual freedoms secured by international human rights treaties to express opinions that are entirely inconsistent with, or even in certain respects contrary to, liberal political ideals. To restrict the rights of this individual to the expression of liberal ideals would be, ultimately, inconsistent with the idea of freedom underlying these rights. Because liberalism values the autonomy of the individual (and, arguably, the autonomy of the community) above that individual's willingness to embrace any particular ideas, a liberal approach to human rights enables individuals and communities to utilize their rights and freedoms in a broad manner of ways. Recent progress in the area of indigenous rights underscores the extent to which the rights secured by the international human rights regime, though expressed in liberal individualistic terms, can nevertheless be used to secure non-liberal communitarian goals.

Abstract:
In order to support poor families in the developing world to seek and use health care, a multi-pronged strategy is needed on both the supply and the demand side of health care. A demand-side program called Conditional Cash Transfer s (CCTs) strives to reduce poverty and also increase food consumption, school attendance, and use of preventive health care. Since 1997, seven countries in Latin America have implemented and evaluated CCT programs with health and nutrition components. The core of the program is based on encouraging poor mothers to seek preventive health services and attend health education talks by providing a cash in centive for their healthy behavior (with healthy behavior representing performance). Evaluations of these programs measured outputs in the utilization of services; health knowledge, attitudes, and practice; food consumption; the supply and quality of services; as well as outcomes in vaccination rates; nutritional status; morbidity; mortality; and fertility.

In this working paper I define inclusive growth as growth conducive to increasing the size and economic command of the middle class. I suggest a definition of the middle class based on absolute and relative measures of country-based income distributions, and present evidence of change in the size of the “middle class” for selected developing countries. I then review how macroeconomic policies shape the environment and incentives for inclusive growth, focusing on three areas: fiscal discipline, the more rule-based the better; a fair tax and redistribution system; and a business friendly exchange rate.

U.S. policy in Latin America and the Caribbean always seems to inspire criticism: Too much, too little, too late. Back off. Get in the game. Don't just stand there, do something. Don't do something, just stand there. Our geographic closeness has meant a rich, natural partnership, but this proximity easily stirs concerns over sovereignty. When the United States is preoccupied with events in other parts of the world, regional pundits accuse Washington of indifference. If we speak clearly on the issues in Latin America, we are excoriated for poking our nose “where it doesn't belong.” So where does this leave U.S. foreign policy in the region? It could be that what we do may not be as important as how we do it. The first step in developing a new paradigm for engaging the Americas is using the 2008 election cycle here at home to develop a serious domestic constituency for our policy. Then we should shape that policy through a conscientious dialogue with stakeholders in the region.
