101. Minimum Wages, Globalization, and Poverty in Honduras

Abstract:
To be competitive in the global economy, some argue that Latin American countries need to reduce or eliminate labour market regulations such as minimum wage legislation because they constrain job creation and hence increase poverty. On the other hand, minimum wage increases can have a direct positive impact on family income and may therefore help to reduce poverty. We take advantage of a complex minimum wage system in a poor country that has been exposed to the forces of globalization to test whether minimum wages are an effective poverty reduction tool in this environment. We find the net effect of minimum wage increases in Honduras is the reduction of extreme poverty, with an elasticity of -0.18, and all poverty, with an elasticity of -0.10 (using the national poverty lines). These results are driven entirely by the effect on workers in large private sector firms, where minimum wage legislation is enforced. Increases in the minimum do not affect the incidence of poverty among workers in sectors where minimum wages are not enforced (small firms) or do not apply (self-employed and public sector). Hence, we show that minimum wages can be used as a poverty reduction tool in the formal sector. However, we do not endorse minimum wages as the best tool as we have not carried out a complete cost-benefit analysis of this policy vis-à-vis others.

102. Special Report No. 207: Integrated Security Assistance: The 1207 Program

Abstract:
Section 1207 of the National Defense Authorization Act (NDAA) of FY 2006 and FY 2007 authorized the Defense Department (DOD) to provide up to $200 million over two years in funds, services, and defense articles to the State Department (DOS) for security, reconstruction, and stabilization. The DOD transferred over $99 million in Section 1207 assistance to the DOS to fund projects in Haiti ($20m), Somalia ($25m), Nepal ($10m), Colombia ($4m), trans- Sahara Africa ($15m), Yemen ($8.8m), and Southeast Asia ($16.9m). Congress's intent in authorizing this program was to jump start the new State Department Office of the Coordinator for Reconstruction and Stabilization. It was also to promote a “whole of government” approach to security-assistance programs. After two years' experience, publication of principles and guidelines for 1207 project applications should solve problems resulting from a lack of awareness of the program and confusion over leadership and application procedures. Adding USAID to the decision-making Technical Advisory Committee should remove the largest source of interagency tension that has troubled the program. Greater clarity is needed concerning the relative weight of the program's priorities, which include security, counterterrorism, stabilization, and reconstruction and avoiding the need to deploy U.S. military forces. There is a need for the DOD and DOS to provide additional resources to embassies that are expected to complete a relatively complicated application form. There is also a need for the DOD to streamline the provision of funds so the money arrives in real time before circumstances change and projects cannot be implemented. Ultimately, the DOS and DOD need to honor the intent of Congress and request that Congress appropriate funds directly to the DOS for these projects.

Abstract:
In Central America, legislation aiming to reduce violence and crime has become an important topic in the security debate. Focusing on Costa Rica, El Salvador, and Nicaragua, this paper analyzes laws and other legal texts regarding the trade in and consumption of drugs on the one hand, and gender-related violence on the other. It shows how the content and the wording of legal texts contribute to the social construction of stereotyped offenders, such as youth gang members, drug users, or foreign nationals. The legal texts in Costa Rica, El Salvador, and Nicaragua reflect both the hegemonic and the counter-discursive influences on each country's legal discourse.

Abstract:
Taking as its point of departure debates on the value of criminal statistics and victimization surveys, this article explores the methodological challenge of an alternative approach to Central American violence(s). How can we collect qualitative data that help address the social construction of (in) security? The research project “Public Spaces and Violence in Central America” used multiple data sources, including guided interviews and pupils' essays. Drawing on research experience in Nicaragua, this paper asks, How can we collect data that reveal life world experiences as well as hegemonic and counter-discourses on violence? Why is it crucial to keep a research diary? What is a “failed” or a “good” interview? This article argues for a research design based on theoretical considerations, impulsiveness and, most notably, constant self-reflection.

106. Colombia: Making Military Progress Pay Off

Almost six years of intense security operations against the Revolutionary Armed Forces of Colombia (FARC) by the administration of President Álvaro Uribe are beginning to produce tangible results. Government forces killed several important rebel field commanders in 2007 and two members of the central command in March 2008, including second-in-command Raúl Reyes, and have severely disrupted insurgent communications, prompting a loss of internal cohesion and decreasing illegal revenues. However, this progress has come at the cost of severely deteriorating relations with Ecuador and Venezuela and increased risk of political isolation after the controversial bombing raid on Reyes's camp inside Ecuador. Military gains can pay off only if combined with a political strategy that consistently pursues a swap of imprisoned insurgents for hostages in FARC captivity, reestablishes much needed working relations with neighbours along borders and strongly advances integrated rural development to consolidate security and broaden Colombia's international support.

The claim for “memory” and “justice” regarding the crimes of the last military dictatorship took a central place in the agenda of Argentina's former president N. Kirchner (2003 - 2007). The purpose of this work is to analyze the tensions and complexities entailed in any process of construction of a collective memory within democracy: What is the role of the authority and the political decision? How can we find common tolerance principles to establish the limits of the political community? Finally, we wonder about the theoretical and practical possibility of justice, tolerance and pluralism in democracy and, particularly, about the main challenges faced by the Argentinean democracy in order to become a consolidated political community.

This paper studies the phenomenon of the Colombian paramilitarism from its formal emergence, in the sixties, up to its formal disappearance, in 2006. This analysis comprises the evolution and the relations with diverse social groups that constituted the paramilitary movements, specially ranchers, drugs traffickers and the Armed Forces. Special emphasis is given to the change produced among the “self-defence groups” -legitimate defence supported by the State- and the paramilitary groups, whose purpose in the beginning was to finish with the insurgency, but at the end both of them were dedicated to criminal activities.

109. Discourses on Violence in Costa Rica, El Salvador, and Nicaragua: Youth, Crime, and the Responses of the State

Abstract:
The paper analyzes the social construction of youth violence in Nicaragua, Costa Rica, and El Salvador on the one hand, and the related security policies of the three states, on the other. In each country, there is an idiosyncratic way of constructing youth violence and juvenile delinquency. Also, each country has its own manner of reaction to those problems. In El Salvador youths are socially constructed as a threat to security, and the state implements predominantly repressive policies to protect citizens against that threat. In Nicaragua and Costa Rica, where the social discourse on youth violence is less prominent, the state's policies are neither very accentuated nor very coherent, whether in terms of repressive or nonrepressive measures. There are strong relations and mutual influences between the public's fear (or disregard) of youth violence and the state's policies to reduce it.

Latin American and Caribbean (LAC) economies, usually susceptible to international financial turmoil, are especially vulnerable to even minor tremors in U.S. markets. Regional policymakers and entrepreneurs, therefore, have been closely watching the current U.S. subprime credit crisis. Here is the good news: all signs point to relatively minor symptoms in LAC countries—despite a rocky financial history during the 1980s and 1990s—thanks in large part to reforms undertaken in response to previous financial crises, as well as continued high commodity prices that will likely buoy export markets. Although the economic downturn in the United States and other global markets will likely expose lingering weaknesses in the region's economy, this latest crisis can provide an impetus to complete the unfinished business of building more modern, resilient economies.
