11. Globalization and National Competitiveness of Georgia

Abstract:
Despite the fact that a national competitiveness is substantially linked to globalization, only a few studies have linked these two subjects from the perspective of developing countries, which presents complex challenges to policy makers and researchers. I argue that Porter's Diamond Model is basically relevant for economically strong industrialized countries and is less applicable for developing economies. The contention is that driving forces of globalization (FDI, transnational companies and Bretton Woods Institutes) have different implications on national competitiveness according to internal capacities and external opportunities. The paper makes a critical analysis of existing theoretical aspects of national competitiveness. It also clarifies the framework of National Innovation System, which has been successfully used in OECD countries and more recently is becoming the focus of increased attention from developing nations. Attention is concentrated on defining the aspects of Georgia's competitiveness, evaluating the country's economic performance, and suggesting practical recommendations for reforms and development.

12. Defusing Conflict in Tsalka District of Georgia: Migration, International Intervention and the Role of the State

Abstract:
The Tsalka district of Georgia, situated in the west of the province of Kvemo Kartli, is home to a highly diverse population and has, since Georgia gained independence, been affected by three interconnected and potentially destabilising trends. First, after the collapse of the USSR, the local economy disintegrated. During the Soviet era, Tsalka had been a highly productive agricultural region, but after the Soviet internal market broke down and the roads and railway links fell into disrepair, most inhabitants of Tsalka district were forced to eke out a subsistence living from what they could grow and raise on their own parcels of land. Secondly, the state-society relationship in Tsalka district has changed radically over the last twenty years; from a highly regulating state in the Soviet period, to its virtual withdrawal in the 1990s and early 2000s, to a re-establishment of state authority in the aftermath of the November 2003 'Rose Revolution'. Finally, Tsalka has been the epicentre of successive waves of in-migration and out-migration; from a large-scale exodus of Greeks that began in the immediate aftermath of the collapse of the Soviet Union and continues unabated today to the rapid in-migration of Georgians from Adjara and Svaneti that began to gain pace in the late 1990s and reached its peak during the construction of the Baku-Tbilisi-Ceyhan (BTC) oil pipeline in 2003-2004.

13. Promoting security sector governance in the EU's neighbourhood

Abstract:
With the European Union's enlargement eastwards and southwards, its neighbourhood now stretches from the Balkans to the south Caucasus, and from Russia to the southern Mediterranean. The EU's eastern and southern neighbourhood is composed of areas which, to a greater or lesser extent, have serious deficits in security, development and democracy. There are many types of security problems, ranging from weak states and rampant international crime to spoilers in post-conflict reconstruction and unpredictable authoritarian leaders who pursue regime security often at the expense of national or regional security. In terms of socio-economic development, most of the countries in the EU's neighbourhood are fragile, often struggling with the effects of black market economies and cronyism, and burdened by bloated defence and security sectors that escape any accountability. As regards political systems, the EU's neighbourhood is composed of regime types ranging from new but weak democracies to regimes with authoritarian features and limited political participation.
