- The Caribbean’s geographic proximity to the United States—as well as its use as a transit point for US citizens, goods, and financial services—makes it a crucial hub for US national interests. However, the relationship has suffered from inconsistent and infrequent assistance. Changes in US policy priorities bring ever-changing adjustments to US engagement, leaving the Caribbean, its leadership, and its institutions with insufficient time to benefit from US policy action. For Caribbean countries, policy continuity is critical for implementation and to see tangible and meaningful development. The region’s small populations and markets, vulnerability to natural disasters and changing global commodity prices, and limited institutional capacity slow the pace of receiving and utilizing development assistance and support. Underpinning US-Caribbean ties with stronger US congressional engagement can provide needed longevity to the relationship. Congressional actions—like newly appropriated resources and committee hearings—can bring tangible benefits to US-Caribbean relations.

- The strategic interest of the United States and the countries of Latin America and Caribbean (LAC) lies in strengthening their western hemisphere partnership. Shared borders, economic interests, and security alliances bind these nations, along with a common goal for prosperity. However, the perception of waning US interest and the rise of external influences necessitate the rejuvenation of and renewed focus on this partnership. In May 2023, the Atlantic Council’s Adrienne Arsht Latin America Center and the Scowcroft Center for Strategy and Security established the US-LAC Future Strategy Working Group to redefine the US-LAC partnership. This strategy promotes mutual and inclusive economic growth, renewed cooperation through enhanced commercial and investment ties, a renewed paradigm on bolstering security and reducing migration flows across the region, and a focus on preparedness in the face of natural disasters and the energy transition. Acting on this strategy could significantly benefit US economic and security interests. The United States should capitalize on immediate opportunities, like promoting nearshoring as a means to growth and prosperity across the Americas, while maintaining a medium-term strategy tailored to each country’s specific needs. This strategy paper highlights the importance of adaptability and practicality, particularly as the global economic landscape evolves and power shifts foresee new leading economies by mid-century. In addition, the strategy advocates for the significance of the US-LAC relationship amid the recalibration of US worldwide interests.

- The US humanitarian assistance and disaster relief (HADR) system—well practiced and extensively developed—could further serve US and partners’ needs in Latin America and the Caribbean (LAC) and beyond through targeted improvements. Based on our experience as HADR practitioners with operational and academic expertise, we share insights from many years of working with partners in the Americas. The task is urgent: fragile governments and organizations further impacted by COVID-19 and climate change have exposed HADR deficiencies that need to be rapidly strengthened. Redoubling the US’s HADR commitment to allies and partners can also have strategic benefits during a period of renewed competition with the People’s Republic of China. We believe that the United States can strengthen its HADR work globally, and particularly with LAC countries, through partnership and relationship building as well as education and exercises. By deepening its strengths and address- ing room for improvement, the United States can remain the partner of choice for LAC countries and conserve its positional advantage over China and other strategic competitors. How can LAC and partner nations (such as the United States), nongovernmental organizations, and regional and other global organizations strengthen their abilities to respond to natural disasters? What can the United States do to improve its disaster preparedness and response in LAC? And what can Washington learn from Beijing’s approach to disaster assistance in LAC? In crafting this report to address these questions, we drew from a roundtable discussion, verbal and written consultations with subject matter experts, and written material. A full description of the methodology is provided in the appendix. The findings of the report include eight recommendations grouped under two mutually complementary areas: (1) partnership and relationship building, and (2) education and exercises. Not only are these recommendations timely and relevant for HADR practitioners, but taking these steps would strengthen Western hemispheric security by investing in the region’s infrastructure and human capital. As the United States and its LAC partners consider future room for cooperation and collaboration, HADR work will form an indispensable centerpiece of their strategies.

- This Strategic Note presents the results of a national survey of 1,766 Haitian adults conducted between January 17 and 22, 2016. Respondents were asked about their participation in voting, barriers to participating in the voting process, their choice for president, and their opinions about a variety of possible solutions to Haiti’s electoral impasse. It finds that there is widespread pessimism about the direction the country. It also detects that voter turn-out in October 2015 was likely considerably less than officially reported. However, the survey shows that most Haitians would vote if they were confident that elections were free and fair. The most important issues that Haitians believe the next president should tackle are jobs and the economy, followed by corruption, regaining trust, and education.

9. Keeping Haiti Safe: Justice Reform

- Haiti's justice system remains dysfunctional and continues to pose significant obstacles to its democratic process, security, reconstruction and development. While some steps have begun with regard to the police, institutional reform in the sector has lagged, allowing further impunity and persistent criminal threats to citizen safety. Despite five years of pledges, the majority of Haitians still have limited access to justice, and mistrust of the formal judicial system is widespread. President Michel Martelly and parliament must work in a non-partisan manner to at last produce reform, including by modernising the 174 year- old criminal code and procedures and setting standards for judges, giving the judiciary adequate resources and creating efficient mechanisms that guarantee proper access to justice.

- President Michel Martelly of Haiti was widely expected to make the creation of a new Haitian army official on November 18, 2011, on the anniversary of the last major battle for Haitian Independence in 1803. Instead, he announced the creation of a civilian-led commission that will have forty days to finalize a plan for the creation of the new army, which should be presented by January 1, 2012. The newly elected president has made reinstating the army, which was disbanded in 1995, a priority. A draft of the “Martelly plan,” dated August 2011, called for building an army of 3,500 troops that would be operational within three years and progressively take over as the UN peacekeeping force MINUSTAH withdraws.
