Abstract:
The earthquake of 2010 brutally exposed the vulnerabilities of Haiti's people, as well as confronting an already weakly governed country with massive humanitarian and logistical dilemmas. While progress has been made towards reconstruction, the underlying fragility of the country remains. Even as certain donors reconsider their aid to the country, Haiti continues to suffer from economic dependence, environmental risk, an institutional vacuum, a heavily fragmented political landscape, and a continuing cycle of poverty and violence.

Abstract:
The devastating earthquake that struck Haiti on January 12, 2010 exacerbated the country's grinding poverty and serious development problems, while at the same time worsening Haitian living conditions. The tremor killed over 250,000 people and injured 300, 000. It crippled the economy, causing losses estimated at almost 120 percent of gross domestic product (GDP). Nevertheless, economic growth is expected to rise between 7 and 9 percent in 2012, largely owing to reconstruction efforts. The population in internally displaced persons camps has decreased from 1.5 million to around 390,000 (according to the June 2012 report of the International Organization for Migration), and the country's hurricane preparedness capacity has increased.

Progress toward a better Haiti during President Michel Martelly's first year was undermined by a multitude of political crises.Confirmation of a new prime minister by Haiti's parliament provides an opportunity to rectify previous missteps and begin moving Haiti toward a peaceful and prosperous future. An important indicator of the new prime minister's agenda for improving conditions among Haiti's impoverished majority will be the success of new social programs.Increased foreign direct investment and augmented domestic revenue—the latter linked to an anti-corruption campaign—are important components of the new prime minister's strategy to revitalize Haiti's economy and society.

Policy makers face physical and financial constraints and implementation deficiencies, but the overriding constraint, even more so than in other countries, is political economy.

Abstract:
Haiti continues to experience overwhelming urban population growth and scarcity of land, causing increasing numbers of people to live and work in high-risk, low-potential or marginal urban environments. The land tends to be characterized as unplanned and sprawling, on public lands without proper municipal control, or on private land with informal ownership. Over time these settlements become inadequate, lacking infrastructure and direct access. Settlements tend to be situated precariously in inaccessible locations, such as on steep slopes or on outer city rubbish dumps (Overseas Development Institute, 2010). These lands are most attractive because the land rents tend to be much lower, or land is cheaper for people to build their homes – usually illegally. The informal status of housing for many of the urban poor can inhibit productivity, and the fear of eviction prevents people's willingness to invest in their homes.
