51. The US-Cambodia Relationship: A Work in Progress

Abstract:
United States-Cambodia relations began when US Envoy Donald Heath presented his credentials to King Norodom Sihanouk on July 11, 1950. Yet more than 60 years later, the relationship is still very young, and in its current form began only in 1991 after the signing of the Paris Peace Agreements that helped put an end to more than two decades of bloodshed due to civil war and genocide. Since that time, Cambodia has achieved a number of significant successes. Halving the HIV/AIDS prevalence rate; reducing the number of casualties from mines and unexploded ordnance from 4,320 in 1996 to 185 in 2012; and cutting the poverty rate from roughly 47 percent in 1993 to about 28 percent in 2011 are accomplishments in which Cambodia takes great pride, and the United States was a valued partner in each of these efforts. Given where Cambodia was 20 years ago, it has come a long way. Given where Cambodia needs to be, however, it still has much to do. The United States remains committed to supporting Cambodia as it continues to integrate into the region and the world community and meet the challenges that still lie before it.

Abstract:
For those concerned with the international community's Responsibility to Protect (R2P), the implementation of United Nations (UN) Security Council Resolution 1973, which authorized a military intervention in Libya, has caused much controversy and dissension. From the start of Muammar al-Qaddafi's violent crackdown against protesters in February 2011, R2P informed the Security Council's response. Adopted at the UN World Summit in 2005 and intended as an antidote to the inaction that had plagued the UN during the genocides in Cambodia, Rwanda and Srebrenica, R2P represents a solemn commitment by the international community to never again be passive spectators to genocide, war crimes, ethnic cleansing or crimes against humanity. While R2P played some role in preventing an escalation of deadly ethnic conflict in Kenya during 2007, it had never been utilized to mobilize the Security Council to take coercive action against a UN member state before.

Abstract:
Chinese leaders spend considerable time and energy in assuring the international community that they have no reason to be afraid of China’s “peaceful rise” and rapid emergence as one of the most important economic and diplomatic players on the international stage. Many countries, however, equate China’s growing economic might with greater political influence and are less accepting of the benign image that Beijing now wants to portray to the world. Although China’s current policy may appear at first impression to be a rather soft variety of imperialism, it is still perceived by many as “hard” imperialism. There are now mounting signs that other countries, especially China’s neighbors, are not totally convinced of Beijing’s proclaimed benevolent intent. Those countries are presently taking measures to protect themselves in case China’s “soft” imperialism eventually turns out to be more aggressive or of the “hard power” variety.

54. Emerging Infectious Disease Surveillance in Southeast Asia: Cambodia, Indonesia, and the Naval Area Medical Research Unit 2

Abstract:
Emerging infectious diseases (EIDs) pose international security threats because of their potential to inflict harm upon humans, crops, livestock, health infrastructure, and economies. The following questions stimulated the research described in this paper: What infrastructure is necessary to enable EID surveillance in developing countries? What cultural, political, and economic challenges stand in the way of setting up such infrastructure? And are there general principles that might guide engagement with developing countries and support EID surveillance infrastructure? Using the U.S. Naval Area Medical Research Unit No. 2 as common denominator, this paper compares barriers to EID surveillance in Cambodia and Indonesia and presents key factors—uncovered through extensive interviews—that constrain disease surveillance systems. In Cambodia, the key factors that emerged were low salaries, poor staff and human resources management, the effect of patronage networks, a culture of donor dependence, contrasting priorities between the government and international donors, and a lack of compensation for animal culling. The Cambodian military has also played a part. The government ceased a merit-based salary supplement scheme for civil servants after the military is alleged to have demanded similar pay incentives that donors had no interest in funding. In Indonesia the key issues emerging as barriers to effective surveillance include poor host-donor relationships, including differing host-donor priorities and a misunderstanding of NAMRU-2 by Indonesian authorities; low salaries; a decline in the qualifications of personnel in the Ministry of Health; poor compensation for animal culling; and difficulties incentivizing local-level reporting in an era of decentralization. As the interviews with in-country practitioners revealed, low levels of development in general are the main impediments to building EID surveillance infrastructure and are perhaps beyond the scope of health and scientific agencies at this point. Nevertheless, promoting greater understanding of these issues is a critical first step in mitigating negative outcomes.

Abstract:
Chinese interchange with Southeast Asia featured President Hu Jintao's visit to Cambodia beginning on March 29, displaying positive diplomacy laced with economic incentives. The unusual high-level attention to Cambodia was related to China's efforts to manage disputes with Southeast Asian claimants in the South China Sea and Cambodia's appointment as the chair of ASEAN. Hu left the country on April 2 with the reassurance that Cambodia would follow China's preference and keep the South China Sea issue off the official agenda of an ASEAN Summit convening in Phnom Penh on April 3 and at other ASEAN gatherings later in the year.

56. Postwar Youth Violence: A Mirror of the Relationship between Youth and Adult Society

Postwar societies are high-risk contexts for youth violence. Nevertheless, not all postwar societies are equally violent. This article explores how these variations can be explained by focusing on the interaction between youths and adult society in a comparison of Guatemala and Cambodia. Starting from the concept of socialization and the possibilities of performing status passages to adulthood, it analyzes not only the different risk factors but also the agency of young people and society in trying to cope with and overcome obstacles on the pathway to adulthood. Different patterns of war termination and of reconstruction after war's end are identified as major intervening variables that explain the variations in youth violence in as well as across the case studies.

57. Treated with Cruelty: Abuses in the Name of Rehabilitation

Abstract:
The Campaign to Stop Torture in Health Care, a coalition led by the Open Society Foundations, has published a new report documenting the personal testimonies of men and women who have been detained in drug rehabilitation centers in Cambodia, China, Mexico, and Russia. Each year, thousands of people are locked away in these centers without any real access to medical care or legal recourse. Drug users rarely enter such detention centers voluntarily, and even if they do, they nearly never are allowed to leave at their will. Detention centers often rely on physical abuse, shackles, solitary confinement, and other indignities to "treat" drug addiction and extract labor from the detainees. Moreover, they are often overseen by government authorities, and private companies are allowed to exploit the forced labor inside. Not surprisingly, the vast majority of people quickly return to drug use once they are released from these centers. The report, Treated with Cruelty: Abuses in the Name of Rehabilitation, presents the harrowing personal stories alongside commentary about the human rights that are being denied to the individuals who are locked away. Manfred Nowak, former UN Special Rapporteur on Torture, also adds his voice in an introduction calling for the closure of drug detention facilities.

Abstract:
Feminist and development advocates have recently taken international agreement framers to task for the paucity of gender perspectives when defining climate change agendas, a gap which has led to the emergence of 'gender and climate change' discourses. This paper aims to contribute to this growing concern with gender and climate change adaptation by: (i) briefly reviewing international agreements and advocacy literature in order to understand the conceptual antecedents underlying gender and climate change discourses and their respective deficits; and (ii) engaging with past and current theorisations on gender, adaptation and resilience which are relevant to a better understanding of the linkages among gender, climate change adaptation and human security. This paper argues that 'gender' and 'vulnerability' have to be viewed as complex social and human security processes that defy current simplifications based on fixed and essentialised traits and properties of women that characterised the earlier women, environment and development (WED) discourse. Current gender and climate change discussions often build on this earlier strand. An understanding of the complex linkages and processes of gendering and vulnerability is applied to recent climate change adaptation studies in Cambodia and Vietnam.

59. Executive Accountability in Southeast Asia: The Role of Legislatures in New Democracies and Under Electoral Authoritarianism

In an influential study, Steven Fish and Matthew Kroenig argue that “overarching institutional designs” (i.e., presidential, parliamentary, and dual systems) tell us less about the prospects of a new democracy than does the particular strength of the legislature. Specifically, executive abuses are best checked where legislatures are powerful, generating horizontal accountability. Indeed, Fish and Kroenig suggest that with judiciaries and watchdog agencies weak in most new democracies, the legislature is the only institution by which accountability can be imposed. What is more, ordinary citizens are better informed by the robust party systems that strong legislatures support, fostering vertical accountability. In comparing Freedom House scores with their Parliamentary Powers Index (PPI), Fish and Kroenig show clear correlations, leading them to conclude that democracies are made strong by legislatures that are empowered.

60. Cambodia's Bumpy Development Road: Implications for US Interests

When US Secretary of State Hillary Clinton visited Cambodia in late 2010, she told senior Cambodian government officials "this does not look like the country I have been reading about in the press." Most first-time visitors to Phnom Penh would likely react similarly. The city hosts a vibrant society, with traffic-clogged streets, a proliferation of stylish restaurants and boutiques, and buildings under construction everywhere, many of them high-rise apartments and office blocks. If the visitor were to venture outside the capital, large-scale investment in infrastructure, especially roads and bridges, with construction underway on additional projects are what greet the eye. In addition, there are extensive land clearing projects underway for new plantations to grow rubber, palm oil, cashews and other tropical products, as well as new industrial sites springing up along main transportation arteries. In short, Cambodia is clearly a country on the move economically.
