101. The 'Khmer Islam' community in Cambodia and its foreign patrons

Abstract:
Apart from brief references to the arrest in May 2003 of suspected members of Jemaah Islamiyah in Phnom Penh and the later revelation that Hambali (Riduan Isamuddin) had spent six months in Cambodia before being captured in Thailand, the international media have paid little attention to Cambodia's 'indigenous' Islamic community, the Khmer Islam (Islamic Cambodians), numbering around 500,000 in a total population of 12-13 million. Generally described as 'Chams', the majority are the descendants of immigrants from the once-powerful kingdom of Champa located on the central coast of modern Vietnam. But Cambodia's Islamic community also includes the descendants of Malay settlers, perhaps 15% of the total. Members of this latter group are known as Chvea. For the most part living apart from the ethnic Cambodian population both during colonial times (1863-1953) and following independence, the Khmer Islam community played little part in politics. During the Pol Pot regime (1975-79) members of the community suffered grievously, with an estimated 90,000 dying from executions, overwork and hunger and disease out of a total of250,000. Following the fall of Pol Pot the position of the Cambodian Islamic community has attracted the interest of co-religionists in the Middle East and Southeast Asia who have contributed substantial funds for the construction of mosques, the support of Koranic schools and financing of participation in the haj. At the same time there has been a substantial growth in the interchange between members of the Khmer Islam community and fellow Muslims in southem Thailand and Malaysia. Overall, the community remains generally poor and disadvantaged and so potentially unlnerable to external influences.

102. River at risk: the Mekong and the Water Politics of China and Southeast Asia

Abstract:
By the middle of March 2004 there was growing concern in Thailand, Laos and Cambodia about the level of the Mekong River. Poor rains in the wet season of 2003 and a subsequent protracted dry period appeared to be largely to blame for the sharply lower level of water in the Mekong by comparison with 'normal' years. But the unusually dry season may not have been the only factor at work. Officials in Thailand have claimed that Chinese authorities have endeavoured to limit the flow of water out of the dams already built on the Mekong in China's Yunnan province, as they undertake new dam construction and continue work to clear the river of obstacles to navigation. At the same time, Thai officials suggest that unusual volatility in the river's flow reflects the manner in which China has been closing its dam gates. Gates are closed for three days, before opening them for one day to allow Chinese cargo vessels to travel to and from river ports in the southern Yunnan province and northern Thailand.

103. Commune-Level Estimation of Poverty Measures and its Application in Cambodia

In this study, we combined the Cambodian socioeconomic survey for 1997 and the country's population census of 1998 to produce poverty measures at the commune-level in Cambodia using the small-area estimation technique developed by Elbers, Lanjouw and Lanjouw. While there are a number of communes for which the standard errors associated with the estimates are too high, we found that they are on average small enough to be useful. We illustrate the application of poverty maps with reference to education programmes.

104. HIV/AIDS in Asia

Abstract:
The HIV/AIDS epidemic began relatively late in Asia and, so far, HIV infections have not reached the high levels experienced in other parts of the world. Yet behaviors that increase the risk of transmitting HIV are not uncommon in many Asian societies. But there is some good news for countries facing the possibility of an HIV epidemic. Most early HIV transmission in Asia occurs in very specific groups, through needle sharing, anal sex, or sex work. Experience in Thailand and Cambodia has shown that it is possible to lower HIV transmission rates by aggressive prevention programs targeting these groups. Analysis of these programs points to policy recommendations for other Asian governments: obtain accurate information on HIV prevalence and risk behavior; target leaders for sustained commitment; provide the public with full and accurate information; move quickly to provide effective coverage of groups most at risk; sustain and expand prevention activities; convince lawmakers and local authorities to take a pragmatic approach; ensure the active involvement of key communities; and put an end to complacency.

105. You, The People: The United Nations, Transitional Administration, and State-Building

Abstract:
Transitional administrations represent the most complex operations attempted by the United Nations. The missions in Kosovo (1999—) and East Timor (1999–2002) are commonly seen as unique in the history of the United Nations. But they may also be seen as the latest in a series of operations that have involved the United Nations in 'state-building' activities, in which it has attempted to develop the institutions of government by assuming some or all of those sovereign powers on a temporary basis. Viewed in light of earlier UN operations, such as those in Namibia (1989–1990), Cambodia (1992–1993), and Eastern Slavonia (1996–1998), the idea that these exceptional circumstances may not recur is somewhat disingenuous. The need for policy research in this area was brought into sharp focus by the weighty but vague responsibilities assigned to the United Nations in Afghanistan (2002—) and its contested role in Iraq (2003—).

Abstract:
Outcomes of transitional periods after peace agreements to halt civil wars are critical to sustaining peace and providing the basis for a long-term process of democratization. Understanding these transitional processes and designing policies to promote successful peace implementation are among the greatest challenges of the post–Cold War era. In a number of recent cases, including Angola (1992), Cambodia (1993), El Salvador (1994), Mozambique (1994), Bosnia-Herzegovina (1996), and Liberia (1997), elections have been designated in the peace accord as the mechanism for ending the transition. Such postconflict elections are designed to advance two distinct but interrelated goals – war termination and democratization.

Abstract:
The prevalence of collective violence and the agony of mass atrocity may prove to be the twentieth century's most distressing and enduring legacies. From Germany to Uganda, from Cambodia to Sierra Leone, from the Former Yugoslavia to Rwanda, the past hundred years are replete with examples of terrifying violations of human rights and humanitarian law committed against diverse groups of people. Limited attempts to unveil the truth about past horrors, to hold individuals responsible, and to deter future offenses have repeatedly proven inadequate. A dearth of satisfactory moral and legal responses to these crimes often left victims suffering without any sense of reconciliation, while perpetrators routinely enjoyed impunity rather than facing justice.

108. Democratisation from the Outside in: NGO and International Efforts to Promote Open Elections

Until recently, the monitoring of elections in a sovereign country by outside actors was extremely rare. The United Nations (UN) had significant experience in conducting plebiscites and elections in dependent territories but did not monitor an election in a formally independent country until 1989, when it reluctantly became involved in the Nicaraguan electoral process. At the regional level, the Organization of American States (OAS) occasionally sent small delegations to witness elections in member states, but these missions were too brief to permit any real observation of the processes, and failed to criticise fraud. Since the 1980s election-monitoring has become increasingly common in transitional elections from authoritarian to democratic rule. Non-governmental organisations (NGOs), domestic and international, were the first to become involved in election-monitoring in the 1980s followed by international and regional organisations like the UN, the OAS, and the Organisation for Security and Cooperation in Europe (OSCE) in the 1990s. Election-monitors played a crucial role in transitional elections held in the Philippines (1986), Chile (1989), Panama (1989), Nicaragua (1990) and Haiti (1990). In addition, elections began to form a crucial element of UN 'peace-building' strategies in countries torn apart by civil strife such as Namibia (1989), Cambodia (1993) and El Salvador (1994). By the middle of the 1990s, international election-monitoring had thus become widely accepted, and fairly universal standards established for defining the term 'free and fair' elections.

The way that peacekeeping under the auspices of the United Nations has evolved has become a painful and very visible truism. The sights of suffering in countries such as Cambodia, Somalia, and, above all, the former Yugoslavia, have brought home both the importance and impotence of what used to be called peacekeeping. The term now used is peace enforcement, with all the risks that this entails.
