Abstract:
The final volume of the Foreign relations series of documents on Indochina during the Nixon and Ford presidencies is not as detailed as those which preceded it. However, the documents do not support the view that, once the January 1973 Agreement between the Democratic Republic of (North) Vietnam and the United States had been concluded, the US was prepared to accept DRV's hegemony over the rest of Indochina, provided only that there was a 'decent interval' before it occurred. In fact, both the Nixon and Ford administrations did seek to prevent this from happening, but found their hands tied by congressional opposition. In the case of Cambodia, the United States also found itself the victim of its own illusions about the willingness of the People's Republic of China to support an alternative government led by the former ruler, Prince Norodom Sihanouk. Following the more or less total collapse of American policy in April 1975, some interesting 'post-mortems' from various government departments on the history of US involvement in Indochina are also printed in the volume under review.

2. Executive Accountability in Southeast Asia: The Role of Legislatures in New Democracies and Under Electoral Authoritarianism

Abstract:
In an influential study, Fish and Kroenig argue that "overarching institutional designs" (i.e., presidential, parliamentary, and dual systems) tell us less about the prospects of a new democracy than does the particular strength of the legislature. Specifically, executives are best checked where legislatures are powerful, generating horizontal accountability. In addition, ordinary citizens are better informed by the robust party systems that strong legislatures support, fostering vertical accountability. In comparing Freedom House scores with their Parliamentary Powers Index (PPI), Fish and Kroenig show clear correlations, leading them to conclude that democracies are made strong by legislatures that are empowered. In this monograph, this thesis is tested in five country cases in Southeast Asia: the Philippines and Indonesia, both new democracies, and Malaysia, Cambodia, and Singapore, cases of electoral authoritarianism. Analysis uncovers that in the new democracies, though their legislatures may be rated as powerful, members are geared less to checking the executive than to sharing in state patronage. In addition, although the legislature is evaluated as weak under electoral authoritarianism, it features an opposition that, with little access to patronage, remains committed to exposing executive abuses. What is more, when the executive operates a regime type that lacks the full legitimacy gained through general elections, he or she grows more receptive to at least mild legislative scrutiny. Contrary to Fish and Kroenig, then, this study concludes that the executive is held more accountable by legislatures under electoral authoritarianism than in new democracies. But rather than leading to a transition to democratic politics, this accountability strengthens authoritarian rule.

For international actors seeking to consolidate peace and democracy in disrupted states, the importance of establishing the rule of law is well-recognised. Yet this goal has proven frustratingly elusive. In the hostile intervention environment of the post-conflict disrupted state, international actors in the UN system and elsewhere have struggled to build legitimate state structures to redress disputes peacefully. They have found it even more challenging to instil principles of governance that promote accountability to the law, protect against abuse and generate trust in the state. This brief examines the difficulties faced by UN peace operations in attempting to build the rule of law, with reference to UN transitional administrations in Cambodia, Kosovo and East Timor.

5. Cambodia Blazes A New Path To Economic Growth and Job Creation

Abstract:
A UNIQUE AND SUCCESSFUL INTERNATIONAL POLICY EXPERIMENT has been under way in Cambodia for the last six years. In the country's export apparel factories, working conditions and labor rights are monitored by inspectors from the International Labor Organization (ILO), an international public organization. The results of the inspections are published in credible, highly transparent reports that describe in detail whether the factories are in compliance with national labor laws and internationally agreed basic labor rights. These reports are published on the Internet, and a range of Cambodian and international actors use them. The U.S. government uses the reports as a key input for decisions under an innovative scheme that allows Cambodian firms to sell more apparel in the U.S. market if they improve working conditions and respect workers' rights. Private retail apparel firms that buy from Cambodian factories also use the reports. These buyers, conscious of their brand reputations, use the reliable information they find in the reports to steer orders toward compliant factories and away from noncompliant ones.

6. You, The People: The United Nations, Transitional Administration, and State-Building

Transitional administrations represent the most complex operations attempted by the United Nations. The missions in Kosovo (1999—) and East Timor (1999–2002) are commonly seen as unique in the history of the United Nations. But they may also be seen as the latest in a series of operations that have involved the United Nations in 'state-building' activities, in which it has attempted to develop the institutions of government by assuming some or all of those sovereign powers on a temporary basis. Viewed in light of earlier UN operations, such as those in Namibia (1989–1990), Cambodia (1992–1993), and Eastern Slavonia (1996–1998), the idea that these exceptional circumstances may not recur is somewhat disingenuous. The need for policy research in this area was brought into sharp focus by the weighty but vague responsibilities assigned to the United Nations in Afghanistan (2002—) and its contested role in Iraq (2003—).

Abstract:
Outcomes of transitional periods after peace agreements to halt civil wars are critical to sustaining peace and providing the basis for a long-term process of democratization. Understanding these transitional processes and designing policies to promote successful peace implementation are among the greatest challenges of the post–Cold War era. In a number of recent cases, including Angola (1992), Cambodia (1993), El Salvador (1994), Mozambique (1994), Bosnia-Herzegovina (1996), and Liberia (1997), elections have been designated in the peace accord as the mechanism for ending the transition. Such postconflict elections are designed to advance two distinct but interrelated goals – war termination and democratization.
