271. Brazilian Land Tenure and Conflicts: The Landless Peasants Movement

Abstract:
This article analyzes conflicts in Brazil involving landless peasants and the violence that frequently results from their invasion and occupation of privately owned rural land for the period 2000–08. Land ownership in Brazil is overwhelmingly and historically characterized by large, family-owned estates (Pichon 1997). The unequal and inequitable allocation of land together with weak institutions, weak markets, and low asset endowment may make land reform a low priority (Binswanger and McIntire 1987, Sjaastad and Bromley 1997). In the absence of effective land reforms, these factors may lead to the occupation of land by the landless poor peasants by violent means (Assunção 2008). In such an environment, land-related conflicts are common and have been previously analyzed in several studies, with a particular focus on Africa (Andre and Platteau 1998, Deininger and Castagnini 2004) and Latin America (Alston, Libecap,and Mueller 2005).

272. Why Growth in Emerging Economies Is Likely to Fall

Abstract:
Emerging-market growth from 2000 to 2012 was untypically high. This paper highlights the many reasons why emerging-economy growth is likely to be lower going forward. Much of the catch-up potential has already been used up. The extraordinary credit and commodity booms are over, and many large emerging economies are financially fragile. They have major governance problems, so they need to carry out major structural reforms to be able to proceed with a decent growth rate, but many policymakers are still in a state of hubris and not very inclined to opt for reforms. They are caught up in state and crony capitalism. Rather than providing free markets for all, the West might limit its endeavors to its own benefit. Economic convergence has hardly come to an end, but it has probably reached a hiatus that is likely to last many years. The emerging economies need to improve their quality of governance and other economic policies substantially to truly catch up. For a decade or so, the West could take the global economic lead once again as in the 1980s.

Abstract:
The frenetic search for hydrocarbons in Africa has become so intense and wide ranging that there is planned or ongoing oil and gas exploration in at least 51 of the continent's 54 countries. Knowledge about Africa's geology is improving rapidly, generating great optimism about the continent's energy future. Onshore and offshore rifts and basins created when the African continent separated from the Americas and Eurasia 150 million years ago are now recognized as some of the most promising hydrocarbon provinces in the world. Offshore Angola and Brazil, Namibia and Brazil, Ghana and French Guyana, Morocco and Mexico, Somalia and Yemen, and Mozambique and Madagascar are just a few of the geological analogues where large oil fields have been discovered or are be-lieved to lie. One optimistic but quite credible scenario is that future discoveries in Africa will be around five timestheir current level based on what remains un-explored on the continent versus currently known sub-soil assets. If proven true, this could have a pro-foundly positive impact on Africa's future growth and strategic position in the global economy.

Abstract:
BASILIA—Juan Merquiades Duverge Delgado was born and raised in Guantanamo, Cuba. In a region where most of the economy is based on cotton and sugar crops, his father supported the family with a blue-collar job. Juan's mother stayed at home. As is the story across much of the three Americas, Juan's Cuba was built through the miscegenation of natives, colonizers, immigrants, and slaves. His mother's ancestors came from Puerto Rico; his father's came from Cuba. Juan is black. A graduate of Cuba's Santiago Institute of Medical Sciences, Juan is a physician who became deeply involved in humanitarian-health missions for the next 12 years of his life. As far as he can remember, there were no doctors in his family. So, his decision to become a doctor came as a natural calling. "I've seen it as a way of helping people," he asserts. That was also the reason that led him to leave his wife and daughter at home in Guantanamo last August to go and live in Brazil.

On the eve of the January 1, 2011, inauguration of Brazilian President Dilma Rousseff, the State Department noted that the United States “is committed to deepening our relationship on a wide range of bilateral, regional and global issues with Brazil's government and people.” President Rousseff herself declared shortly thereafter, “We will preserve and deepen the relationship with the United States.” During President Barack Obama's March 2011 visit to Brazil, both leaders cited “the progress achieved on defense issues in 2010” and stated their commitment to “follow up on the established dialogue in this area, primarily on new opportunities for cooperation.” While these rhetorical commitments are important, will they lead to greater cooperation on defense issues and improve U.S.-Brazil ties?

The end of the cold war and the bipolar world order heralded an era of transition for global governance. Twenty years on there is still no consensus on the status of the distribution and exercise of power in today's multipolar world. What is clear, however, is the rise of new powers seeking a global political role comparable with their increased economic clout. Often referred to as the BRICS – Brazil, Russia, India, China, and South Africa – to which second-tier powers such as Indonesia, Turkey and Mexico can be added, these states are called “rising powers” or “new powers” because of their rapid economic development, and expanding political and cultural influence.

Abstract:
To adapt and renew today's fraying international order, the West must partner more closely with democratic rising powers that remain ambivalent about existing international arrangements. There are four such 'global swing states': Brazil, India, Indonesia and Turkey. An effective engagement strategy will need to adjust the order's main pillars to enhance their appeal without transforming the fundamental character of the system in the process. It will need to influence what global swing states want through outreach to publics and private sectors. And it will need to make the case that all four can best manage China's rise by strengthening international rules of the road. If the West can enlarge the circle of countries that uphold the global order to include these rising democracies, the system that has long safeguarded international security and prosperity and promoted human rights will be able to endure.

On November 7, 2011, the Global Health Policy Center of the Center for Strategic and International Studies (CSIS) in Washington, D.C., in partnership with the Fiocruz Center for Global Health (CRIS) in Rio de Janeiro, Brazil, hosted a seminar entitled “New Approaches to Global Health Cooperation.” The event, which took place in Rio de Janeiro, assembled health policy researchers and practitioners from Brazil, Europe, the United States, and sub - Saharan Africa to examine emerging practices in global health co operation. Issues considered included the factors driving greater international engagement on public health challenges, the growing trend of trilateral cooperation, and the role of the BRICS (Brazil, Russia, India, China, and South Africa) and South - South activities in expanding international cooperation on global health. Over the course of the day - long meeting, speakers and audience members examined the reasons for the overall expansion of funding and programming for overseas global health activities durin g the past decade; considered the factors that underpin Brazil's increasing focus on global health as an area of bilateral and multilateral outreach; reviewed the characteristics of successful trilateral cooperation efforts; and debated the future of multi country engagement on health.
