241. The Shale Revolution and the New Geopolitics of Energy

Abstract:
The shale revolution, the combination of computer-aided horizontal drilling and hydraulic fracturing known as “fracking,” already has had a profound multidimensional impact. After the breakthroughs in information technology (IT) and biotechnology, shale may be the most transformational technological change so far in the twenty-first century. This report argues that shale gas and tight oil has: begun to radically shift global energy markets and redraw the global energy map, forty years after the Arab oil embargo; dramatically shifted the outlook for US energy security and our national strategic calculus; altered geopolitics, making the Western Hemisphere—Canada, the United States, Mexico, Brazil—the new center of gravity for oil and gas production; turned the future of oil debate on its head; debate about whether or not “peak oil” has been reached is over. Now the issue is whether or not we are approaching “peak demand;” has altered market economics to slow the deployment of wind, solar, and nuclear energy and a transition to a post-petroleum economy; yet also reduced US greenhouse gas (GHG) emissions by displacing coal as a source of electricity; strengthened the US economy with cheap gas prices triggering a resurgence in US manufacturing and; potentially repositioned the United States vis-à-vis the Middle East and Asia.

242. Mapping the Impact Investing Sector in Brazil

Abstract:
During the past 10 years of impact investing in Brazil, we have observed a significant development in the impact investing space. Five years ago, only a few players identified themselves as impact investors, very few organizations in the social sector were investor-ready, and there were almost no co-investment opportunities. A steep increase in the number of investors and amount of capital, greater coordination among players, and a more professional workforce active in the industry today have facilitated the development of impact investing. This market study of the impact investing sector in Brazil reveals significant market growth. Nineteen of Brazil's largest impact investors, including fund managers, banks, foundations, family offices and others surveyed expect to commit 40% to 50% more capital to impact investments in 2014 compared to 2013.

Abstract:
This report is based on the themes and messages discussed during the Business Opportunities in Housing for the Base of the Pyramid event held in São Paulo, Brazil on 2 September 2013. The event brought together between key actors developing housing solutions for low-income communities in Brazil. More than 70 members from the United Nations Development Programme in Brazil, city government, civil society, real estate developers, private-sector companies and investors attended this invite-only event, a collaborative effort between Business Call to Action (BCtA) and Aspen Network of Development Entrepreneurs (ANDE) Brazil Chapter which enabled participating stakeholders to discuss challenges and solutions.

Abstract:
In March 2004, the Brazilian government initiated a range of policies and enforcement actions (under the Action Plan for Preservation and Control of Deforestation in the Legal Amazon) that brought sharp reductions in the rate of deforestation. In 2008, Brazil signed an agreement with Norway to receive payments during a 5-year period for bringing greenhouse gas emissions from deforestation below a 10-year average (1996–2005). Norway pledged up to US$1 billion for this agreement, which stipulated that these funds would be donated to the Amazon Fund (Fundo Amazônia), managed by the Brazilian National Development Bank and invested in actions to prevent deforestation and to promote the conservation and sustainable use of the Amazon biome.

Abstract:
This semiannual review finds that most of the major international currencies, including the US dollar, euro, Japanese yen, UK pound sterling, and Chinese renminbi, remain close to their fundamental equilibrium exchange rates (FEERs). The new estimates find this result despite numerous significant exchange rate movements associated with increased volatility in international financial markets at the beginning of the fourth quarter of 2014, and despite a major reduction in the price of oil. The principal cases of exchange rate misalignment continue to be the undervalued currencies of Singapore, Taiwan, and to a lesser extent Sweden and Switzerland, and the overvalued currencies of Turkey, New Zealand, South Africa, and to a lesser extent Australia and Brazil. Even so, the medium-term current account deficit for the United States is already at the outer limit in the FEERs methodology (3 percent of GDP), and if the combination of intensified quantitative easing in Japan and the euro area with the end to quantitative easing in the United States were to cause sizable further appreciation of the dollar, an excessive US imbalance could begin to emerge.

Abstract:
The global economy is undergoing a paradigm shift, from a Western-dominated economic model to one that is more complex and multi-polar. The centres of consumption, production, and innovation are no longer concentrated solely in the Western economies, but are shifting to new emergence economies in different continents, specifically China, Russia, Brazil, and India, as well as South Africa, named BRICS. One of the central issues for the future of this new coalition is energy security. This concept is a top priority of policymakers not only in the West hemisphere, but also in countries of the economically emerging world in current and also coming decades. Worldwide demand for primary energy will increase in next years either and based on international forecasts, hydrocarbon will still be the dominant source of energy. Consequently, widespread energy relationships with other oil and gas-rich countries outside BRICS like OPEC, in general, and Iran, in particular, seems much more significant. The latter, as the second country throughout the world in terms of combined fossil reserves, benefits an outstanding geo-economic position. Obviously, Iran would be able to play a prominent role in this respect. So, this question could be raised that what are the main challenges, as well as opportunities for Iran and BRICS in any actual and potential interactions in energy field?

Abstract:
This research note shows the demos-enabling elements of the Brazilian federal state by examining the decision-making process of 59 legislative initiatives regarding the taxes, policies and expenditures of subnational units submitted to the Brazilian Congress between 1989 and 2006. The combination of two political institutions – the federal government's broad powers to make decisions on subnational matters (right to decide) and the majority principle for approving changes in the federal status quo – empowers the center without diminishing the rights of subunits. It is not necessary to obtain supermajorities in numerous veto arenas in order to approve legislation aimed at providing national goods, and regional minorities have few opportunities for vetoing. The center is empowered, not weak.

248. Hooray for Global Justice? Emerging Democracies in a Multipolar World

Rising powers are fundamentally shifting the relations of power in the global economic and political landscape. International political theory, however, has so far failed to evaluate this nascent multipolarity. This article fills this lacuna by synthesizing empirical and normative modes of inquiry. It examines the transformation of sovereignty exercised by emerging democracies and shows that – in stark contrast to emerging democracies' foreign policy rhetoric – the "softening" of sovereignty has become the norm. The present paper assesses this softening of sovereignty on the basis of a "democratic-internationalist" conception of global justice. This conception holds that global justice demands the establishment of reasonably democratic transnational relations that enable people themselves to determine what else justice requires. Because we find that the exercise of soft sovereignty by emerging democracies contributes to the realization of reasonably democratic transnational relations, we conclude that this nascent multipolarity ought to be welcomed from the democratic-internationalist view of global justice.

Abstract:
More than three years after the International Monetary Fund (IMF)'s governing body agreed to reform the organization's governance so as to better reflect the increasing economic weight of dynamic emerging market economies in the world economy, only microscopic changes have been made. Emerging market and developing countries (EMDCs) have become increasingly frustrated with Western states for clinging to their inherited power, in the IMF and other important international economic governance organizations. The emerging cooperation among the BRICS (Brazil, Russia, India, China, South Africa) – as seen in the advanced-stage negotiations to establish a Development Bank and a Contingent Reserve Arrangement – sends a “wake up and smell the coffee” call to the West, and the latter will carry a heavy responsibility for eroding global multilateral governance if it continues to drag its heels on the needed adjustments.

Abstract:
This paper analyzes Brazil's 2002 presidential and gubernatorial election-campaign discourse, identifying recurrent themes and modes of appeal within campaign discourses. In an introductory section, the conceptual and methodological framework is mapped out, drawing from "anthropology of politics" and media studies scholarship. In this context, a framework for analyzing campaign rhetoric's appeals to a gendered subject and a regional (gaucho) subject is presented. Historical background is provided for the political context and stakes of the 2002 elections, followed by an overview the different types of media used in the campaigns. The analysis proper examines the rhetoric of the presidential campaigns (principally that of leftist Workers Party candidate Luiz In á cio "Lula" da Silva), followed by analysis of the Rio Grande do Sul gubernatorial campaigns. In the concluding section, the argument is presented that the citizen-subject implicit in the official discourses of the Lula campaign is individualist for its concern over everyday-life struggles, nationalist for its concern over the country's well-being, and universalist for its concern with moral justice. For the gubernatorial campaigns, discursive appeal is constructed with heavy recourse to the "timeless tradition" of authentic (and symbolically masculine) gauchismo.
