Abstract:
Chinese Internet company Baidu recently debuted Busca, a Portuguese version of its search engine localized for Brazilian users. Though, as China's state news agency Xinhua pointed out, this was not Baidu's first foray into overseas markets, it was the first time China's top leader was personally on hand to support the launch. As Chinese President Xi Jinping and Brazilian President Dilma Rousseff jointly pressed a button initiating the service, it appeared China had taken another step in leveraging its fast-growing technology companies to enhance its global soft power—something Xi's predecessor, Hu Jintao, had declared a key national objective.

Abstract:
For the last several years, California has considered the idea of recognizing, within its greenhouse gas cap-and-trade program, offsets generated by foreign states and provinces through reduced tropical forest destruction and degradation and related conservation and sustainability efforts, known as REDD+. During their deliberations on the issue, state policymakers have heard arguments from stakeholders in favor of crediting REDD+ offsets, and those against. After years of planning and cooperative efforts undertaken with states in Brazil, Mexico, and elsewhere, California is still determining whether to embrace REDD+ offsets. The most salient and potentially persuasive arguments in favor stem from the opportunity to influence and reduce international forest-related emissions contributing to climate change, while simultaneously reducing the costs imposed by the state's climate change law. The state is still grappling, however, with serious questions about the effectiveness of REDD+ in addressing climate change, as well as the impacts of REDD+ on other social and environmental objectives. The suitability of the state's cap-and-trade program as a tool for reducing emissions outside the state, given the co-benefits that accrue to local communities from in-state reductions, remains another key area of debate. The outcome of this policy discussion will depend on interrelated questions of program design, future offset supply and demand, and the weight given to the importance of prioritizing in-state emissions reductions and co-benefits.

213. The Politics of Polarization: Governance and Party System Change in Latin America, 1990–2010

Abstract:
What are the causes and implications of polarization in new democracies? During Latin America's “Left Turn” period, highly polarized party systems emerged in some countries–Venezuela, Bolivia, Ecuador, Nicaragua, and El Salvador–but not the rest of the region. This paper proposes a theory to explain variation, centered on the presence of electorally relevant parties of the left in the pre-Left Turn period and, most critically, the quality of governance in that period. Poor governance created opportunities for partisan actors on the left to politicize a second dimension of political contestation, anti - systemic versus systemic positions on the design and operation of the state, and thus chart alternative paths to electoral viability that required little left - right programmatic moderation. This dynamic empowered radical party factions and drove polarizing dynamics in party systems. High quality governance, in contrast, gave left parties little choice but to moderate their programs in search of electoral viability. This dynamic empowered moderate party factions and drove centripetal dynamics in party systems. Empirically, the paper tests these arguments through a broad overview of the case universe and in - depth case studies of Venezuela and Brazil.

214. Demands for Media Democratisation and the Latin American 'New Left': Government Strategies in Argentina and Brazil in Comparative Perspective

Abstract:
This paper examines the determinants of government strategies vis-à-vis dominant media actors in the Latin American context, where the media's role in democratic politics is increasingly being questioned. It compares the first two Kirchnerist presidencies in Argentina with the first two Workers' Party-led governments in Brazil. While these governments initially adopted accommodation strategies towards media organisations, political crises subsequently disturbed the fragile coexistence of media and government, triggering divergent strategic responses that require explanation. Using accounts relying on ideological preferences, the study establishes the importance of environmental factors and critical junctures as determinants of governments' strategic options. Significant differences in the institutional configurations and articulations of media interests in the two countries are found to be relevant. However, the study shows that such constraints do not tell the whole story. Consequently, the analysis also focuses on how certain junctures affect government perceptions of media power and, in turn, inform governments' strategic stances.

215. The Institutional Presidency from a Comparative Perspective: Argentina and Brazil since the 1980s

Abstract:
This paper focuses on the evolution of the institutional presidency – meaning the cluster of agencies that directly support the chief of the executive – in Argentina and Brazil since their redemocratization in the 1980s. It investigates what explains the changes that have come about regarding the size of the institutional presidency and the types of agency that form it. Following the specialized literature, we argue that the growth of the institutional presidency is connected to developments occurring in the larger political system – that is, to the political challenges that the various presidents of the two countries have faced. Presidents adjust the format and mandate of the different agencies under their authority so as to better manage their relations with the political environment. In particular, we argue that the type of government (coalition or single-party) has had consequences for the structure of the presidency or, in other words, that different cabinet structures pose different challenges to presidents. This factor has not played a significant role in presidency-related studies until now, which have hitherto mostly been based on the case of the United States. Our empirical references, the presidencies of Argentina and Brazil, and typical cases of coalitional as well as single-party presidentialism respectively all allow us to show the impact of the type of government on the number and type of presidential agencies.

Abstract:
The opening of the reinsurance market in Brazil finally took place in 2007, amidst euphoria and great expectations. The process lasted nearly two decades, with little movement, to the great frustration of the companies, international investors and, especially, the domestic insurance market, which was in need of modernization and less government involvement. The exhaustion of the nationalized reinsurance model created in 1939 was evident by the 1990s and became even more visible in that decade, in the face of opportunities for insurance offered by the large investments in infrastructure, and rural, environmental and disaster insurance, among others.

Abstract:
During the past 10 years of impact investing in Brazil, we have observed a significant development in the impact investing space. Five years ago, only a few players identified themselves as impact investors, very few organizations in the social sector were investor-ready, and there were almost no co-investment opportunities. A steep increase in the number of investors and amount of capital, greater coordination among players, and a more professional workforce active in the industry today have facilitated the development of impact investing. This market study of the impact investing sector in Brazil reveals significant market growth. Nineteen of Brazil’s largest impact investors, including fund managers, banks, foundations, family offices and others surveyed expect to commit 40% to 50% more capital to impact investments in 2014 compared to 2013.
