Abstract:
This paper explores President Fernando Henrique Cardoso's record and his attempt to seek reelection on October 4 over the challenge of Luiz Inácio Lula da Silva, candidate of the Workers' Party (PT) and the left. These events are examined in the context of a central, inescapable dilemma of contemporary Brazilian politics: how to reconcile the exigencies of the market and globalization with the equally compelling needs to promote democracy while combating poverty, violence, and social exclusion. The paper concludes with analyses of various alternative politico-economic scenarios for Brazil following the October elections.

Abstract:
Just as the 1980s now stand out as the decade of the debt crisis in Latin America, the 1990s have become the free trade decade. After a number of failed attempts at trade liberalization during the 1970s, many states in the region now have made dramatic progress in their efforts to reduce tariffs and eliminate quantitative restrictions (QRs) (see Table 1). The strongest evidence of this new openness is reflected in Mexico's 1994 entry into the North American Free Trade Agreement (NAFTA) with the United States and Canada, the stated intention at the 1994 Summit of the Americas in Miami to develop a plan for the full expansion of hemispheric free trade, and the ongoing consolidation of such subregional trade pacts as South America's Southern Cone Common Market (MER - COSUR), including Argentina, Brazil, Paraguay, and Uruguay.

Abstract:
Focusing on government support for the 36th International Eucharistic Congress of 1955 in Rio de Janeiro, this paper explores the reciprocities between church and state in contemporary Brazil. It argues that economic considerations were central to the link between religion and politics. Under the crucial church-state pact fostered under President Getúlio Vargas and nurtured throughout the democratic-populist era (1930-64) public subsidies helped the church expand its social and religious works and created dependence on the state. The International Eucharistic Congress highlighted how finances and faith mingled in Brazil's complex mosaic of religion, politics, and society. The paper discusses the history of the Eucharistic congresses, analyzes the church-state pact in Brazil, and gives an account of the 1955 Congress and its economic ramifications.

Abstract:
The recent trends toward economic liberalization in Latin America provide an unusual opportunity to analyze a number of important questions in the political economy of development and underdevelopment. Why has virtually every Latin American country suddenly reversed the direction of the economic policies that had been in place for a full half-century or more? Why is the pace of such change rapid in some countries and slow in others? What are the already discernible and likely future consequences of such changes for development? What are their implications for theories of development and underdevelopment? What conceptual, theoretical, and methodological tools are available and fruitful for analyzing these topics? This paper examines these questions with particular reference to the difference in the pace of change toward economic liberalization between Argentina under Menem and Brazil under Collor.

115. Privatization: The Role of Domestic Business

Abstract:
A close examination of the links between privatization programs and domestic business, both in theory and in practice, suggests that the relationships are not nearly so vigorous, uniform, or predictable as conventional promotional arguments imply. It will be argued here that the nature of the relationships between privatization programs and the behavior of domestic business depends upon the goals, methods, and financing of specific national privatization programs as well as on the economic and social characteristics of the private sector in a given country and its macro- and microeconomic policy regime. Privatization programs in themselves are likely to be a secondary and transitory influence on the aggregate behavior of national business with somewhat differing effects and responses within individual sectors of those economies with relatively diverse domestic business communities. As a result, privatization programs are likely to be less important to the incorporation of domestic business into a market-driven development process than other components of economic restructuring and liberalization. These conclusions will be examined briefly in light of the historical record of privatization in Chile, Argentina, Mexico, and Brazil and of interview data with business leaders in Brazil and Chile before and after the installation of their current democratic governments.
