541. Two TRIPs to Innovation: Pharmaceutical Innovation Systems in India and Brazil

Abstract:
So far, the implementation of the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPs) and the dynamics of innovation systems have been discussed fairly separately from each other. Research on TRIPs implementation has tended to focus on the (non-) adoption of certain TRIPs flexibilities while the literature on National Systems of Innovation (NSI) widely neglects the impact of global norms on innovation systems. This paper aims to reconcile these two approaches. My analysis of the post-TRIPs pharmaceutical innovation systems (PIS) in India and Brazil reveals major differences in the regulatory outcomes that go far beyond the mere (non-)adoption of certain flexibilities. Driven by unequal state roles, India and Brazil have evolved into having two different types of innovation systems in the post-TRIPs era. The paper asks how innovation systems are developing under the conditions of globalization and, through this, it contributes to the discussion on innovation systems in emerging economies.

Abstract:
In the course of the last decade, the IBSA states (India, Brazil, South Africa) have increased their weight in the shifting global order, particularly in economic affairs. Can the same be said about the IBSA states' position in the international security hierarchy? After locating the IBSA coalition in the shifting world order, we analyze its member states' willingness and capacity to coordinate their security policies and build a common global security agenda. In addition, we explore the state of and perspectives on bi- and trilateral collaboration initiatives on defense and armaments between India, Brazil and South Africa. A key reason for the mostly modest results of global security agenda coordination and cross-regional defense collaboration is that the prevailing security concerns of each country are located at the regional level. Therefore, the starting point of an assessment of the prospects of IBSA's security cooperation and its potential impact on the strategic global landscape has to be a comparative evaluation of the regional security environments, focusing on overlaps and potential synergies between the national security policies of the three state actors.

Abstract:
Washington's identification of Brazil with Latin America and the Third World hampers its appreciation of Brazil's power and importance to the United States. It is true that Brazil is geographically part of Latin America, and it is also true that Brazil, a founder of the Group of 77, was, with India, among the original leaders of the “Third World.” But Brazil is Brazil—as large and every bit as unique as the United States or China. Brazil, for many years the seat of the Portuguese empire, is the world's largest Portuguese-speaking country. It never had the large settled Amerindian populations that became a repressed underclass in the Andes and Mesoamerica; Brazilians today are as diverse as their North American cousins but growing faster.

Abstract:
A clear shift in the development agenda is underway. Traditionally, an agenda generated in the developed world was implemented in—and, indeed, often imposed on—the developing world. The United States, Europe, and Japan will continue to be significant sources of economic resources and ideas, but the emerging markets will become significant players. Countries such as Brazil, China, India, and South Africa will be both donors and recipients of resources for development and of best practices for how to use them. In fact, development has never been something that the rich bestowed on the poor but rather something the poor achieved for themselves. It appears that the Western powers are finally waking up to this truth in light of a financial crisis that, for them, is by no means over.

Abstract:
In May 2010, Brazil and Turkey then non-permanent members of the UN Security Council ventured into unchartered waters by brokering an agreement to deal with the controversial Iranian nuclear program. Iran, in order to show its willingness to use its nuclear material for peaceful purposes, agreed to have its uranium enriched outside its territory, specifically in Turkey. The deal called for Iran to send 1,200 kilograms of 3.5 percent-enriched uranium to Turkey in exchange for 20 percent-enriched nuclear fuel to use in a scientific reactor in Tehran that produces medical isotopes. Although a nuclear weapon might require uranium enriched to a higher level, the 20 percent-enriched material could help Iran achieve that level quicker.

During the twentieth century, internal migration and urbanization shaped Brazil's economic and social landscape. Cities grew tremendously, while immigration participated in the rapid urbanization process and the redistribution of poverty between rural and urban areas. In 1950, about a third of Brazil's population lived in cities; this figure grew to approximately 80 per cent by the end of the nineteenth century. The Brazilian population redistributed unevenly—some dynamic regions became population magnets, and some neighbourhoods within cities became gateway clusters in which the effects of immigration proved particularly salient. This study asks, has domestic migration to cities been part of a healthy process of economic transition and mobility for the country and its households? Or has it been a perverse trap?

Much has already been written about the 2011 Security Council. This has been with good reason. The current configuration of powerful non-permanent members with aspirations for permanent seats is notable. As a result, there has been widespread speculation regarding the impact so many large members will have on the tone and substance of the Council's work this year. Like last year, when countries like Brazil, Japan, Mexico, Nigeria, and Turkey all served together, the collective strength of the non-permanent or elected membership is impressive.

Abstract:
The role of international friendship in regional integration – be it as one of encouraging integration or as its by-product – tends to be overshadowed by (realist) assumptions of naked self-interest. This article aims to open up a space for friendship in the study of regional integration, by exploring the structuration of a series of speech acts and institutional facts that can be interpreted as signs of engagement in, and proofs of, friendship. In doing this, it puts forward a new analytical perspective and methodological framework. The case studies chosen to illustrate the analysis – the Franco–German and the Argentine–Brazilian dyads – reflect the historical meaning of the experience of moving away from enmity/antagonism towards building relationships based on mutual trust, which put these dyads at the centre of regional integration processes.
