151. Political Economy Of De-Nuclearizing North Korea

Abstract:
In July 2005, the 4th round of the Six-party talks on the North Korean nuclear weapons program finally resumed in Beijing, China, but no one can tell the outcome of the talks that are intended to verifiably dismantle the nuclear weapons program of North Korea. It is difficult at this stage for outsiders to know why the North Korean regime reversed its previous insistence that it had chosen to become a nuclear power and would no longer bargain over it. However, it is clear that any breakthrough at the talks will be critically connected to both massive economic aid and security guarantees from the West. Without outside assistance, North Korea has no hope of achieving economic development and overcoming widespread economic hardship. Furthermore, North Korean de-nuclearization is important to the South Korean economy as well. Many foreign investors are understandably reluctant to commit their funds in South Korea as long as there is the specter of a North Korean nuclear threat. In late July 2005, for example, Fitch rating service pointed out the North Korean security issue as the most important reason not to upgrade South Korea's credit rating. Around the same time, Standard Poor's decided to upgrade South Korean credit rating by a notch due to the resumption of the long-stalemated Six-party talks.

Avowedly apolitical, Hong Kong is in the midst of the most rapid political transition in China and the success of this transition is crucial not only for the seven million residents of Hong Kong, but also for the future of China itself. How the authorities in Beijing respond to democratic demands from Hong Kong, and how the government of Hong Kong treads a democratic pathway within the boundaries of the Basic Law, are two of the most important questions in international politics today. China's decisions about Hong Kong will tell us much about the prospects of democratic transformation in China itself, and on that crucible the future of the 21 st century might turn.

The North Korean nuclear standoff entered an even more troubling phase with Pyongyang's test of a nuclear device on 9 October 2006. Condemnation was nearly universal, and the UN Security Council moved quickly to pass Resolution 1718 unanimously less than a week later. The test stirred China to take an unusually strong line against its ally, joining UN sanctions and dispatching a senior envoy to Pyongyang. On 31 October, after talks in Beijing with the U.S. and China, Pyongyang agreed to return to the six-party talks. The resumption of a diplomatic process is welcome but will likely face the same pitfalls as earlier rounds in which progress was undermined by a lack of clear understandings between North Korea and the U.S. While the six-party talks are a useful forum, resolving the nuclear issue will also require committed bilateral negotiations that address in detail North Korea's security concerns and U.S. demands for complete disarmament and intrusive verification. China's strong response may prove to be a major new factor pressing North Korea to offer more concessions in the talks, but only if the U.S. is prepared to set the table with a far more specific and appetizing menu than it has thus far.

Abstract:
During more than a half century of its checkered international life, the People's Republic of China (PRC) has not been known for self-initiated mediation diplomacy in the world's trouble spots. Thus, China's uncharacteristically proactive mediation efforts in the second US-DPRK nuclear standoff, both reflects and affects significant changes in its foreign-policy thinking and behavior. Beijing's seemingly abrupt policy shift provides a timely case study for examining its changing role in the shaping of a new international order in East Asia in general and on the Korean peninsula in particular.

With China's declaration of an anti-secession law, Washington has received a timely if unwelcome reminder of the depth of Beijing's determination to retake Taiwan and the reality of geopolitical rivalry in East Asia. Contrary to the crisis-management mentality that too often has governed U.S. China policy, however, the anti-secession law represents an important strategic blunder by Beijing and an important opportunity for the United States—one that, if properly managed, could actually advance American interests in the region more than anything U.S. policy planners would otherwise hatch on their own. After four years in which the White House was preoccupied with more pressing problems in the greater Middle East, the Bush administration should now take advantage of its second term to align U.S. strategy for the Asia-Pacific region with the fundamental tenets of the Bush Doctrine and develop a new framework for its relations with Beijing and Taipei.

158. Prospects for Regional Free Trade in Asia

Frustrated with lackluster momentum in the WTO Doha Round and the Asia Pacific Economic Cooperation (APEC) forum, and mindful of free trade agreement (FTA) networks centered on the United States and Europe, Asian countries have joined the FTA game. By 2005, Asian countries (excluding China) had ratified 14 bilateral and regional FTAs and had negotiated but not implemented another seven. Asian nations are also actively negotiating some 23 bilateral and regional FTAs, many with non-Asian partners, including Australia, Canada, Chile, the European Union, India, and Qatar. China has been particularly active since 2000. It has completed three bilateral FTAs—Thailand in 2003 and Hong Kong and Macao in 2004—and is initiating another 17 bilateral and regional FTAs. However, a regional Asian economic bloc led by China seems distant, even though China accounts for about 30 percent of regional GDP. As in Europe and the Western Hemisphere, many Asian countries are pursuing FTAs with countries outside the region. On present evidence, the FTA process embraced with some enthusiasm in Asia, Europe, and the Western Hemisphere more closely resembles fingers reaching idiosycratically around the globe rather than politico-economic blocs centered respectively on Beijing, Brussels, and Washington.

Contrary to conventional wisdom, which holds the North Korean state to be an unremittingly hostile “negotiating partner,” history actually demonstrates that Pyongyang can be a highly obliging interlocutor under certain very specific conditions. All that is necessary to “get to yes” with the Democratic People's Republic of Korea (DPRK) is to concede every important point demanded by the North Korean side while sacrificing vital interests of one's own. The mid-September “breakthrough” at the six-party talks in Beijing would appear to conform precisely to this long-established pattern. The vaunted outcome—a long-desired “consensus statement” inked by North Korea and the other five governments engaged in protracted discussions over North Korean denuclearization—is being celebrated by diplomatic sophisticates in Seoul, Beijing, Moscow, Tokyo, and Washington.

Abstract:
THE TAIWAN STRAIT IS ONE OF THE TWO PLACES in the Asian Pacific where a major war could break out; the other place is the Korean Peninsula. For over fifty years, the People's Republic of China (PRC) and the Republic of China (ROC, or Taiwan) have maintained an uneasy peace across the Strait, punctuated by brief periods of limited conflict or by occasional military displays. The PRC insists that Taiwan is a part of China and asserts that the island must one day be reunited with the mainland. Until the early 1990s, the ROC government also viewed Taiwan as an integral part of China and insisted on eventual reunification, albeit under the Chinese Nationalist flag. But in recent years, with democratization opening the system to native Taiwanese, public support for independence has grown, as has the alarm in Beijing. As tensions have grown and the prospect of the resumption of a cross-Strait understanding regarding Taiwan's status has become more remote, stability has depended primarily on military deterrence. For China, such deterrence aims to prevent the final consolidation of Taiwan's separate status. For Taiwan (and the United States), it aims at preventing China from using force to compel reunification on Beijing's terms.
