1. NATO’s 2022 Strategic Concept. Analysis and implications for Austria

Abstract:
Adopted at the Madrid Summit in June 2022, the long-overdue NATO’s new Strategic Concept provides a clear set of guidelines for the Atlantic Alliance in a mid-term perspective. The war in Ukraine has provided the Allies with a powerful catalyst to reconsider NATO’s identity, core missions, as well as their vision of Russia and China. NATO’s new deterrence and defence-centric approach has already entailed a major shift in our security architecture, especially on Europe’s eastern flank. Without undermining its historical neutrality, Austria might reinterpret it in light of NATO’s “reset” and use this opportunity to reinvigorate its partnership with the Alliance.

Abstract:
Recently NATO Secretary General Jens Stolten- berg recognized Bosnia and Herzegovina (BiH) as a possible frontier for Russian activities fol- lowing Russia’s invasion of Ukraine.1 These activities, best illustrated by the threat from the Russian ambas- sador to Sarajevo of a Ukrainian scenario should BiH seek NATO membership, raises an important question: why is BiH of particular importance to the Euro-At- lantic Alliance? First, the Western Balkans is unfinished business for NATO and for countries in the region that have recognized NATO integration as a strategic goal. Second, other actors, primarily Russia and China, have established interests that compete with NATO’s en- gagement in the Western Balkans. Third, the interests of these external actors undermine Euro-Atlantic se- curity on the eastern flank. As a result, there are bene- fits for NATO in increasing cooperation with BiH and the Western Balkans in order to prevent the possible return of conflict to the region.

Russian President Vladimir Putin’s decision to recognise the independence of the self-styled separatist republics of Donetsk and Luhansk in the Donbas may very well be the beginning of the end of Ukraine as an independent nation. For Ukraine, a nation of almost 44 million people, catastrophe looms large on the horizon. For Europe, these events are the harbinger of the end of an era. Europe’s post-Cold War order is no more.

4. The importance of cybersecurity for Bosnia and Herzegovina Policy recommendations to support BiH’s cyber capabilities and international aspirations

Abstract:
Cybersecurity is a fundamental domain for Bosnia and Herzegovina (BiH) as it impacts the country‘s national security, its economic growth and its international commitments and goals. Despite the importance of cyberspace for the country, BiH lacks a comprehensive approach to cybersecurity, having instead a jeopardised approach which hinders its cybersecurity efforts. The country‘s cybersecurity capabilities are underdeveloped, exposing governmental bodies, private companies and citizens to potential cyber threats and risks. Limited cybersecurity capabilities can undermine BiH‘s efforts to access the EU and NATO as these international organisations require states to respect and adopt specific cybersecurity standards and legislation. Hence, BiH needs to improve its cybersecurity architecture to achieve its international goals. In addition, the country must enhance its cybersecurity to accomplish international obligations deriving from the country‘s membership of international organisations and its ratification of the Budapest Convention. Although the country presents embryonic cybersecurity capabilities, BiH public institutions are improving their cybersecurity awareness by providing public employees with workshops, seminars, and training courses on cybersecurity. As of this, international and domestic cooperation represents a pivotal opportunity for BiH to build and enhance its cyber capabilities; intergovernmental organisations, research centres and partner counties are providing BiH public institutions with funds and training opportunities in the field of cybersecurity.

5. Montenegro after the General Elections: A New Chapter in Transition or Preservation of Status Quo?

Abstract:
The general elections held in Montenegro on 30 August 2020 has once again drawn the attention of the Western Balkans to the smallest, measured by population, among seven nations that emerged after the breakup of the Socialist Federal Republic of Yugoslavia. This attention is due to a number of factors. Back in May of 2018 Montenegro has opened the last of the thirty-three chapters in the negotiation process with the European Union, making it a harbinger among Western Balkans nations on the path to Euro-Atlantic integrations, especially as the country had joined the North Atlantic Alliance in June 2017. Other countries in the region linger behind Montenegro – Albania and North Macedonia, both NATO members, are still waiting for the opening of the negotiations with the EU. Serbia has no intention to join NATO, and in spite of EU negotiations and ambitions, sees itself in balance between the West on one side, and Russia and China on the other. Kosovo and Bosnia and Herzegovina are far from NATO membership and have merely the status of potential candidates for EU membership. This is why all eyes of the region and of the advocates of continuation of EU enragement policy are on Montenegro. The second factor are strong historical ties of this country on the Adriatic coast with its northern neighbor Serbia. Serbian minority makes up to one third of Montenegro’s population, and the Serbian Orthodox Church (SPC- Srpska Pravoslavna Crkva) plays a vital role in Montenegrin society, as this country does not have its own autocephalous Church recognized by other Orthodox Churches in Eastern Christendom. This gives Serbia and the SPC a significant clout within borders of its southern neighbor. The third factor is the involvement of global players in this country. The United Sates has advocated strongly to include Montenegro in NATO in order to stretch the line of NATO’s southern flank in the Northern Mediterranean from the Iberian Peninsula to the west to Greece and Turkey in the east. On the other hand, Montenegro’s authorities accused Russia of meddling in the general elections held in October 2016 when the alleged coup d’état occurred on the election day. Many feared a similar scenario on the eve of 30 August 2020 election, fathoming the outbreak of riots and violence that could ignite the powder keg in the Balkans. Although none of these happened, Montenegro is not ceasing to be the subject of the geopolitical chessboard. Considering these factors, the attention of neighbors to the events in this Balkan country is understandable. The unfolding situation after the elections in which the government of Montenegro is backed by a very thin majority in the Parliament (Skupština Crne Gore) and with no clear vision nor strategy for further political and economic development of the country, is only fueling the wariness of its neighbors and of Brussels about Montenegro as a success story.

6. The Integration of the Western Balkans in NATO: a Logical Step in the Strengthening of the Regional Security Community in South East Europe

Abstract:
In the Spring of 1991 Mette Skak, a Danish political scientist, and the author of this article, discussed in Sofia University “St. Kliment Ohridsky” during a BulgarianDanish conference the possibilities of building a security community in the Balkans – in a similar way as it has been created in the Nordic region of Europe and in the territory covered by NATO and then European Community (EC). The core idea of this concept, elaborated during the 1960s by the American political scholar Karl Deutsch, was to get rid of war as a method of solving conflicting interests between states. It is unthinkable and inapplicable for the member countries of the security community to use force in case of a dispute among them. Of course, certain preconditions are to be met by the participating states and key among them is compatibility of the values of the societies and the states in the group. The discussion led to naming this idea of the two scholars as ‘political science fiction’. To some extent this assessment was true – the wars in a dissolving Yugoslavia had not yet started, the former federation has been lured by the EC, USA and still existing USSR to preserve at any cost its integrity, the animosities of the Cold War Balkan international relations were still persisting, the national democratic transformations in the former totalitarian states were just beginning to toddle.

Despite the coronavirus pandemic, 2020 could be a crucial year for the Western Balkans. For over twenty years, the region has been stuck in a never-ending transition. Politics, economics, and geopolitics are still falling prey to old and new sources of instability. With the path towards the EU integration still uncertain, today many governments are marked by autocratic stances and international actors strive for a bigger say in the region. NATO is expanding to the Balkans, but regional security still depends on foreign soft power and influence. And while recipes for economic transition focus mainly on foreign direct investments that often lack transparency, Balkan societies are losing their citizens to substantial emigration. What are the factors contributing to the Western Balkans instability in the age of Covid-19? Will the region be the ground for renewed geopolitical competition? How can the Balkans exit the transition and find a sustainable balance between all these tensions?

8. North Macedonia: What’s Next?

In January 2019, Macedonia’s parliament approved, by a two-thirds majority, a constitutional amendment to change the country’s name to the Republic of North Macedonia. While this represented a major step toward North Macedonia’s ultimate goal of establishing a durable, stable democracy, the name change must still be endorsed by Greece’s parliament before it can go into full effect. But as a new report from the Open Society European Policy Institute shows, a newly-named North Macedonia would still face significant challenges—and opportunities. North Macedonia: What’s Next? examines the 2018 Prespa Agreement between neighboring Greece and North Macedonia, which laid out agreed upon conditions for resolving the longstanding dispute over Macedonia’s name, and what it means for the larger project of integrating the countries in the Western Balkans more fully into the political and economic systems of Europe, the British Isles, and the United States. The report further explores how key players—such as the European Union, NATO, Russia, other Western Balkans states—approach the Prespa Agreement, explains the significance of the name change in larger geopolitical terms, and offers insight into possible scenarios for the final resolution of this fraught and lengthy conflict.

9. Blinking Red Lights

Abstract:
The Western Balkans have seen positive developments since the war of the 1990s, including European Union and the North Atlantic Treaty Organization (NATO) accession for some countries. Yet instability continues to affect some nations, particularly Bosnia-Herzegovina. This instability is partly due to the governing structure that emerged from the 1995 Dayton Peace Accords and has led to complete political gridlock, but increasingly stems from a resurgence in ethno-nationalist sentiment across the region. Some neighboring countries (Croatia, Serbia) and more distant ones (Turkey) are directly interfering in Bosnia’s domestic affairs in pursuit of their own ethnic and political interests. Unless domestic actors can stop this negative spiral, the three ethnic communities of Bosnia will increasingly be drawn to the ethnic divisions of the past for support and inspiration and lose hope in a positive future.

Over the last few years, news about Russia’s conduct in the Western Balkans has resembled dispatches coming from the trenches of political and economic warfare: Moscow has slashed gas supplies, banned imports of agro-food products, conducted coordinated disinformation campaigns, nurtured nationalist organisations, deployed Cossack paramilitary groups, tested cyber defences and allegedly even tried to overthrow legitimate governments. This flurry of disruptive operations caught Europe by surprise and generated debate: does this resurgence herald Russia’s return to the region and if so, what is driving the comeback? What does Moscow want to achieve? What is the Russian modus operandi in the region? Is it confined only to coercion, as the headlines suggest, or is there a softer side to Russia’s power? Finally, looking retrospectively, did Russia’s approach bear fruit? This Brief addresses this set of questions in greater detail, with two key findings. First, Russia’s policy in the region is executed by a network of Russian state and non-state actors who are blurring the traditional lines between the public and private domains. This allows the Kremlin to tap into the resources of informal institutions and hide behind a fog of deniability. Second, Russia has raised the cost of Western Balkan integration in the EU and NATO by exploiting the region’s political and economic vulnerabilities. That said, although Moscow was able to slow down the process, it has hitherto failed to alter the region’s steady drift towards Western institutions, at least for now.
