31. Regional security co-operation in the smaller Gulf states

Abstract:
This overview paper examines the challenges facing regional security co-operation in the five smaller Gulf States. It demonstrates the resilience and durability of intra-regional differences, particularly scepticism of Saudi Arabia's greater size and regional objectives. With the notable exception of Bahrain, differences of outlook have continued into the post-Arab Spring period as Kuwait, Qatar, and Oman hold significant reservations about moving toward a closer Gulf union. The Arab Spring has injected urgent new domestic considerations into a regional security complex hitherto marked by external instability. Yet the bold political action and longer-term planning that is needed to address these issues is lacking, because ruling elites prioritise short-term policies designed to ensure regime security in a narrower sense. This means that security remains defined in hard, “traditional” terms and has not evolved to include the security of individuals and communities rather than rulers and states. The future of regional security co-operation is therefore uncertain and bleak, and the closing of ranks may yet herald a closer Gulf union as rulers come together to deal with the pressures generated by the Arab Spring.

Abstract:
The Arab region is experiencing a profound media shift. The year following the start of the Arab revolutions–in Tunisia, Egypt, Libya and violent uprisings in Syria, Yemen, and Bahrain–was followed by continued repression and threats to the exercise of free expression online and offline. But the year also saw great strides in the numbers of Arabs across the region turning to social media platforms and the ascendancy of online engagement. This report traces and analyzes the enabling of tens of millions of individuals–as well as established news outlets–to attract wide global followings with Facebook and Twitter updates and YouTube videos about rapidly changing events. The widely diverse and pluralistic online communities in the Arab world are creating and sharing content, calling into question the future of the many state-owned or self-censored media that provide less in the way of engagement that Arab audiences have come to expect.

Abstract:
SINCE THE START of the Syrian uprising on March 15, 2011, it has morphed from largely peaceful mass street protests to the current climate where parts of the country are engaged in armed conflict pitting the Free Syrian Army (FSA) against the Alawite-dominated security forces of President Bashar al-Assad. Syria's demonstrations began in the wake of the largely successful revolutions in Egypt and Tunisia and in the midst of the violent regime responses to their counter parts in Yemen, Bahrain, and Libya. After small-scale events spiraled out of control in the southern city of Dera`a , the critical juncture in the evolution of the FSA occurred when regime forces moved into the northern town of Jisral-Shughour with heavy armor beginning on June 4, 2011, after Damascus claimed that more than 100 of its security forces were killed by rebels. The Syrian regime's countermeasures in Jisr al-Shughour created an exodus of refugees into Turkey and the declaration of the establishment of the FSA.

Abstract:
During the first decade of the 21st century the Gulf States undertook reforms of their social policies based on the generous redistribution of hydrocarbon profits. One of the elements of the redistribution was to guarantee of employment. Beginning in the 1990s rising unemployment indicated that the traditional employment policies were ineffective, generating social tensions as evidenced in the "Arab spring". The goal of the reforms is to move nationals into salaried jobs in the private sector, currently held largely by foreign workers. The change is strongly opposed by business executives and local entrepreneurs. Having become accustomed to inexpensive foreign workers they object to the increased costs entailed by the reforms. The royal families are thus obliged to negotiate between the interests of the private sector, often aligned with their own, and the dissatisfaction of the young, the group most impacted by unemployment and the key players in the protests that erupted in 2011 in Bahrain, Saudi-Arabia and Oman.

Abstract:
Developments in the Middle East in the past decades, and especially in the past few years, have drawn the world's attention to this region. Never since the break-up of the Ottoman Empire at the beginning of the 20th century has the region been so volatile and explosive. While the Israeli-Palestinian conflict continues to have a deciding effect on the Middle East, other issues have appeared, further complicating the politics of the region. The stunning socio-political developments in the Arab world during the past year, which started in Tunisia and spread to Egypt, Yemen, Libya and Bahrain are still unfolding and will permanently change the Arab World. Where does Iran fit into the political dynamics of the Middle East in these turbulent times? This paper attempts to answer that question. After a review of the recent developments in the Arab world, it examines the Islamic Republic's position in the region in the light of the Islamic Revolution in Iran in 1979, the breakup of the Soviet Union and subsequent developments in Central Asia, the U.S.-led invasions of Afghanistan and Iraq as well as the conflict between Israel and Hezbollah. The paper suggests that the changing geopolitics of the region has positioned Iran in a relatively stronger position vis-à-vis the Sunni-Shi'a debate. It further suggests that three decades after its Islamic Revolution, Iran has matured. This is especially true in the wake of the rising extremist tendencies and groups such as al-Qa'ida in the region. Once the shorter term issues are resolved, Iran can have a moderating influence on the dynamics of the region.

Abstract:
The global balance of power is changing, and the role of the US as the only superpower is being challenged by emerging new powers and a still more powerful China. Nowhere is this more apparent than in the Persian Gulf. This Working Paper by DIIS researcher Lars Erslev Andersen argues that if we are fully to understand the developments in the Persian Gulf we need to analyze the Persian Gulf as a regional security complex in its own right. The argument is developed empirically with reference to the case of Bahrain.

Abstract:
Bahrain experienced rapidly growing sectarian strife as a result of the "Day of Rage" uprising organized in February 2011. The aim of this article is to asses the sources of latent hostility as well as to explain why the social conflict manifested itself and why it took on a sectarian dimension. The appraisal is based on the elements of Hocker and Wilmot's conflict assessment model, which focuses on the adversaries' perceptions of the conflict. Through an in-deph examination of created stereotypes we evaluate miscommunication between adversaries and ultimately, rigidity of positions and polarization of society. We conclude that, following this pattern of development, the social conflict ultimately enters into a destructive phase, negatively impacting the prospects of conflict resolution. The social division engulfing Bahrain is representative of the power struggle and confessional tensions in the Gulf region.

Abstract:
Manama's crackdown and Saudi Arabia's military intervention are dangerous moves that could stamp out hopes for peaceful transition in Bahrain and turn a mass movement for democratic reform into an armed conflict, while regionalising an internal political struggle. They could also exacerbate sectarian tensions not only in Bahrain or the Gulf but across the region. Along with other member states of the Gulf Cooperation Council (GCC), Saudi Arabia purportedly is responding to dual fears: that the takeover would be tantamount to an Iranian one. Both are largely unfounded. It also is concerned protests might inspire similar movements among its own Eastern Province Shiites, oblivious that its involvement is likelier to provoke than deter them. Bahrain's brutal crackdown and Saudi interference fan flames both want to extinguish. The most effective response to the radical regime change threat or greater Iranian influence is not violent suppression of peaceful protests but political reform. Time is running short and trends are in the wrong direction.

Abstract:
The Arab uprisings, and the one in Bahrain in particular, have caused tensions between Iran and Saudi Arabia. The Bahraini government's Saudibacked crackdown on pro-democracy protests has caused ties between Iran and the Persian Gulf Cooperation Council (GCC) to turn somewhat hostile in nature. However, just a few years ago, the situation was very different, with Iran being invited to a GCC summit. This paper intends to give context to the aforementioned development by analyzing its background and dynamics of Iran-GCC relations. To this aim, this paper will examine, review and analyze Iranian foreign policy with regard to the security geopolitics of the Persian Gulf. In the course of history, the countries in the region have undergone political, economic, security and even ideological ups and downs, which have led them to become the focus of major powers' attention. The region has also attracted attention due to its decisive role from geopolitical, security and economic points of view. A look at the background of security arrangements in the region establishes that all designs by outside powers' and all extra-regional interference have been futile in bringing security and stability to the region. Iran is among the Persian Gulf littoral states which, due to their strategic location and possession of huge crude oil and natural gas reserves, enjoy a special status. Any form of insecurity in the region will directly impact Iranian interests. Therefore, the strategy of the Iranian government vis-à-vis the security of this important region is based on the expansion of regional cooperation and intra-regional security-building. In this regard, there has been a remarkable growth in political exchanges and interaction at high levels between the Islamic Republic of Iran and other Persian Gulf states.
