What should Australia do to assist Zimbabwe's re-emergence? In March 2009, Australia became the first major donor country to provide assistance to the new power-sharing government in Zimbabwe. Given the pervading influence of hardline elements, many doubt the merits and viability of the 'inclusive government'. Ought Australia continue its support, accepting the risk of buttressing Mugabe and his regime? Or should Australia stand back and maintain pressure for a more acceptable government – at the risk of contributing to theinclusive government's failure?

102. Principal-Agent Problems in Health Care: Evidence from Prescribing Patterns of Private Providers in Vietnam

Abstract:
The principal-agent problem in health care asserts that providers, being imperfect agents for patients, will act to maximize their profits at the expense of the patients' interests. This problem applies especially where professional regulations are lacking and incentives exist to directly link providers' actions to their profits, such as a fee-for-service payment system. The current analysis tests for the existence of the principal-agent problem in the private health market in Vietnam by examining the prescribing patterns of the private providers. We show that (1) private providers were able to induce demand by prescribing more drugs than public providers for a similar illness and patient profile; (2) private providers were significantly more likely to prescribe injection drugs to gain trust among the patients; and (3) patients' education as a source of information and empowerment has enabled them to mitigate the demand inducement by the providers. Our hypotheses were supported with evidence from Vietnam National Health Survey 2001 and 2002, the first and, so far, only comprehensive health survey in the country.

The global demand for freshwater is soaring as supply is becoming more uncertain. Today, one out of six people—more than a billion—do not have adequate access to safe water. The United Nations projects that by 2025, half of the countries worldwide will face water stress or outright shortages. By 2050, as many as three out of four people around the globe could be affected by water scarcity.

Europe is negotiating new trade deals with African, Caribbean, and Pacific (ACP) countries. A true partnership in trade could radically transform the lives of one-third of all people living in poverty, providing farmers and small businesses with sustainable incomes and workers with decent jobs. But Europe is choosing power politics over partnership. The deals currently on the table will strip ACP countries of important policy tools they need in order to develop. They will fracture regional integration, exacerbate poverty and make it harder for countries to break away from commodity dependence. Despite massive pressure, many ACP countries are holding out for a fair deal. Europe needs to rethink, and agree to change course. Ultimately, it is in its own interests to do so.

105. Growth Oriented Macroeconomic Policies for Small Islands Economies: Lessons from Singapore

Most small island economies or 'microstates' have distinctly different characteristics from larger developing economies. They are more open and vulnerable to external and environmental shocks, resulting in high output volatility. Most of them also suffer from locational disadvantages. Although a few small island economies have succeeded in generating sustained rapid growth and reducing poverty, most have dismal growth performance, resulting in high unemployment and poverty. Although macroeconomic policies play an important role in growth and poverty reduction, there has been very little work on the issue for small island economies or microstates. Most work follows the conventional framework and finds no or very little effectiveness of macroeconomic policies in stabilization. They also concentrate on short-run macroeconomic management with a focus almost entirely on either price stability or external balance. The presumption is that price stability and external balance are prerequisite for sustained rapid growth. This paper aims to provide a critical survey of the extant literature on macroeconomic policies for small island economies in light of the available evidence on their growth performance. Given the high output volatility and its impact on poverty, this paper will argue for a balance between price and output stabilization goals of macroeconomic policy mix. Drawing on the highly successful experience of Singapore, it will also outline a framework for growth promoting, pro-poor macroeconomic policies for small island economies/microstates.

106. Regional energy security: An elusive objective?

Energy issues are a central feature of economic and political debate. The debate focuses not only on the growing regional energy demands from China and India, but also on the cyclical and structural factors in the international energy market that are significant and that lead to considerable uncertainties about energy accessibility, prices and supply reliability. For the Asian region, considerations of supply security are increasingly part of global energy security concerns. The global debate about long-term resource availability and supply, particularly of oil and gas, centres on the questions of whether adequate resources will exist to meet growing global demands in the next twenty-plus years, or whether the resources are adequate but will not be brought to market because of underinvestment and related higher costs in the oil and gas industry. Options for alternative supply sources and alternative fuels are, at the same time, becoming constrained by concerns about the impacts on climate change and, in the case of biofuels, on food and feed supplies. Adjustments to the expected continuing increases in energy trend prices will be generally difficult for developed countries, including Australia, but especially so for developing countries including those in Asia.

A Free Trade Area of the Asia-Pacific (FTAAP) has been proposed as a long-term prospect by the Asia-Pacific Economic Cooperation (APEC). This paper examines the impact of the FTAAP on the national and regional economies in China using a suite of general equilibrium models: APG-Cubed, a dynamic global model; GTAP, a static global model; and CERD, a static China model with regional dimension. The impact on the Chinese economy of the APFTA is also compared with those of other forms of FTAs such as the ASEAN-China FTA (ACFTA) and the East Asia FTA (EAFTA).

108. The politics of post-trauma emotions: Securing community after the Bali bombing

This paper examines how traumatic events can influence the constitution of identity and community in international relations. It demonstrates that emotions are central to how individuals and societies experience and work through the legacy of catastrophe. Often neglected in scholarly analysis of international relations, emotions can become pivotal sites for the renewal of political stability and social control. Key to this process are practices of representation. They provide individual experiences of trauma with a collective and often international dimension. They often smooth over feelings of shock and terror and unite individuals in a spirit of shared experience and mutual understanding. The paper illustrates the ensuing dynamics by examining the media's portrayal of the Bali bombing of 12 October 2002. Focusing on photographs and the stories that accompany them, the paper shows how representations of trauma may provide a sense of collective solace that can, in turn, underwrite the emotional dynamics of a political community.

109. Skilled Emigration and Skill Creation: A quasi-experiment

Abstract:
Does the emigration of highly-skilled workers deplete local human capital? The answer is not obvious if migration prospects induce human capital formation. We analyze a unique natural quasi-experiment in the Republic of the Fiji Islands, where political shocks have provoked one of the largest recorded exoduses of skilled workers from a developing country. Mass emigration began unexpectedly and has occurred only in a well-defined subset of the population, creating a treatment group that foresaw likely emigration and two different quasi-control groups that did not. We use rich census and administrative micro data to address a range of concerns about experimental validity. This allows plausible causal attribution of post-shock changes in human capital accumulation to changes in emigration patterns. We show that high rates of emigration by tertiary-educated Fiji Islanders not only raised investment in tertiary education in Fiji; they moreover raised the stock of tertiary educated people in Fiji—net of departures.

Abstract:
Global climate change will intensify the already significant malaria and dengue problems in maritime Southeast Asia and the Pacific Islands. Those countries with the fewest resources and poor public health infrastructure are likely to feel the impact of increasing disease the most acutely. Australia itself is a 'fringe country' to the expanding endemic zone of mosquito-borne diseases to its north. Climate change may well make more of northern Australia more vulnerable to malaria and dengue outbreaks.
