1. A feminist analysis of Australia’s International Gender Equality Strategy

Abstract:
AFFPC’s submission on the International Gender Equality Strategy centred around a call for Australia to take an explicitly feminist approach and made a series of recommendations for how such an approach could be brought to life through practical steps. In this Issues Paper, we have evaluated the extent to which the strategy has responded to our recommendations. Despite appearing to fail at the first hurdle—the strategy does not take an explicitly feminist approach nor even use the word feminist—there remains some promising signals. Of the 21 recommendations made by the AFFPC in our submission on how the strategy could take a feminist approach in practice, two have been mostly integrated, 8 integrated in part, and 11 not integrated in a meaningful way or at all. The most glaring gap is the lack of an explicit acknowledgement that gender equality requires equality and rights for gender diverse, trans, nonbinary and intersex people, with the strategy instead walking back from its 2016 recognition of the same and using the language “gender equality means equality for all people.” This is backed up by a default to binary language of “women and girls” or “men and boys” whenever specific gender identities are named, although there is a text box recognising LGBTQIA+ rights as a priority.

Pacific Islands Countries are leveraging geopolitical rivalries to maximise their development options. But unmanaged competition for influence among key development partners can compromise good governance and privilege geopolitical posturing over local priorities. Australia, the United States, and other traditional donors can capitalise on areas of strength, such as social inclusion and regional and multilateral initiatives. Joint efforts along these lines and the pooling of resources would scale up impact and set higher accountability standards. Despite the risk that higher standards will open gaps for non-traditional donors with less burdensome criteria, there is much long-term value in traditional development partners collaborating in a “race to the top” in meeting the region’s needs.

Abstract:
Australia has a recent history of intelligence community reform via independent intelligence reviews (IIRs) commissioned by government on a regular basis since 2004. The latest IIR is being undertaken by Dr Heather Smith and Mr Richard Maude. In the lead-up to the announcement of the 2024 IIR, and afterwards, ASPI’s The Strategist has served as a valuable forum for canvassing publicly the most significant issues and challenges to be addressed by the reviewers. This report draws together a selection of articles featured in The Strategist over the past year, with direct relevance to the review and its terms of reference. The articles cover topics from the broad to the specific but include: the review itself, including its scope and purpose the key capability challenge facing Australian intelligence—its future workforce the ‘how’ of intelligence now and into the future; more particularly, new tools such as intelligence diplomacy and offensive cyber operations the purposes for intelligence – from addressing global, existential risks to informing effective net assessment of Australia’s strategic circumstances. In the lead-up to the expected public release of the IIR’s findings later this year, this compilation provides valuable background to the review and to the fundamental challenges and opportunities facing Australian intelligence in the decade ahead.

4. The ‘official’ histories of Australian and British intelligence: lessons learned and next steps

Abstract:
Unclassified, official histories of ‘secret’ intelligence organisations, for public readership, seem a contradiction in terms. These ‘official’ works are commissioned by the agencies in question and directly informed by those agencies’ own records, thus distinguishing them from other, outsider historical accounts. But while such official intelligence histories are relatively new, sometimes controversial, and often challenging for historians and agencies alike, the experiences of the Australian and British intelligence communities suggest they’re a promising development for scholarship, maintaining public trust and informed public discourse, and more effective functioning of national security agencies. Furthermore, these histories remain an ongoing project for Australia’s National Intelligence Community (NIC).

5. An inflection point for Australian intelligence: revisiting the 2004 Flood Report

The 2003 Iraq war, and more particularly intelligence failure in relation to Iraqi WMD, led to a broad-ranging inquiry into Australian intelligence conducted by Philip Flood AO. Flood’s July 2004 report has proven an inflection point between the Australian Intelligence Community (AIC) of the immediate post–Cold War period and today’s National Intelligence Community (NIC). Flood laid out an ambitious vision for Australian intelligence and forcefully advocated for sovereign intelligence capability. The scope of his review extended beyond more than ‘recent intelligence lessons’ – that is, Iraq’s WMD, the 2002 Bali bombings and the unrest that led to 2003’s Regional Assistance Mission Solomon Islands - to the effectiveness of oversight and accountability within the AIC (including priority setting), ‘division of labour’ between AIC agencies and their communications with each other, maintenance of contestability in intelligence assessments, and adequacy of resourcing (especially for the Office of National Assessments - ONA). It was in addressing these matters that Flood laid the foundation for the future NIC, upon which would be constructed the reforms instituted by the L’Estrange-Merchant review of 2017. Importantly, Flood’s recommendations significantly enhanced ONA’s capabilities—not just analytical resources but also the resources (and tasking) needed to address the more effective coordination and evaluation of foreign intelligence across the AIC. This was a critical step towards the more structured and institutionalised (if sometimes bureaucratic) NIC of 2023 and an enhanced community leadership role for, ultimately, ONI. In addition, the Flood Report identified issues that remain pertinent and challenging today – including the vexed issue of the public presentation of intelligence for policy purposes, the central importance of the intelligence community’s people (including training, career management, recruitment and language proficiency), intelligence distribution (including avoiding overloading time-poor customers), the need to maximise collaborative opportunities between agencies, and how best to leverage intelligence relationships (including broadening relations beyond traditional allied partners).

6. Incels in Australia: the ideology, the threat, and a way forward

Abstract:
This report explores the phenomenon of ‘incels’—involuntary celibates—and the misogynistic ideology that underpins a subset of this global community of men that has become a thriving Internet subculture. It examines how online spaces, from popular social media sites to dedicated incel forums, are providing a platform for not just the expansion of misogynistic views but gender-based violent extremism. It raises key questions regarding Australian efforts to counter misogynistic ideologies within our nation. If there’s a continuum that has sexist, but lawful, views on gender at one end and gendered hate speech at the other, at what point does misogynistic ideology tip into acts of gendered violence? What’s needed to prevent misogynistic ideologies from becoming violent? And how do we, as a society, avoid the epidemic levels of violence against women in Australia? This report doesn’t intend to provide answers to all of those questions. It does, however, seek to make an important contribution to public discourse about the increasing trend in misogynistic ideology through examination of a particularly violent community of misogynists, and proposes a range of policy options for consideration to tackle the threat that misogynistic ideology poses to Australia. This report makes six recommendations designed to reduce and, where possible, prevent the risk of future occurrence of incel and similar violence in Australia. The recommendations include greater awareness raising and policy recognition that incel violence can be an ideological form of issue-motivated extremism which would provide certainty that incels could formally fall within the Australian Security Intelligence Organisation (ASIO)—in addition to law-enforcement agencies—and would encourage tailored education programs focused on engaging young males at risk from indoctrination in this extreme subculture (along with their parents).

7. Enhancing Australia’s Taiwan ties

Abstract:
Australia should articulate and pursue a disciplined Taiwan strategy that uses the flexibility of its one-China policy to increase engagement with Taipei in service of Australian economic and security interests. Canberra should support Taipei’s bid for entry into the Comprehensive and Progressive Agreement for Trans-Pacific Partnership and start negotiations for a bilateral free trade agreement. It should also establish regular ministerial exchanges with Taiwan. The Taiwan strategy advocated in this paper is likely to be a net negative for Australia’s relations with China. But it strikes a reasonable balance between Australia’s interests and the stabilisation of the Australia–China relationship.

In June 2022, the National Office of the AIIA hosted its first overseas roundtable since COVID restrictions were lifted at the Australian High Commission in Singapore. The day-long session featured several Australia- and Singapore-based experts considering how the war in Ukraine might affect thinking on security in Southeast Asia. Several members of the Singaporean Government and the diplomatic community in Singapore were invited to the event. This special report is a product of the same project, and the AIIA is grateful for the generous support of the Australian Department of Foreign Affairs and Trade.

The Australian Minister for Defence and Minister for Foreign Affairs will meet with their American counterparts in Washington in 2022, in the 71st year of the alliance, and it’s arguably never been so important. The Australian Strategic Policy Institute is proud to release ‘With a little help from my friends’: Capitalising on opportunity at AUSMIN 2022, a report featuring chapters from our defence, cyber and foreign policy experts to inform and guide the Australian approach to the 2022 AUSMIN consultations. In this report, ASPI harnesses its broad and deep policy expertise to provide AUSMIN's principals with tangible policy recommendations to take to the US. The following chapters describe Australia's most pressing strategic challenges. 10. The party speaks for you: Foreign interference and the Chinese Communist Party’s united front system

Abstract:
What’s the problem? The Chinese Communist Party (CCP) is strengthening its influence by co-opting representatives of ethnic minority groups, religious movements, and business, science and political groups. It claims the right to speak on behalf of those groups and uses them to claim legitimacy. These efforts are carried out by the united front system, which is a network of party and state agencies responsible for influencing groups outside the party, particularly those claiming to represent civil society. It manages and expands the United Front, a coalition of entities working towards the party’s goals.1 The CCP’s role in this system’s activities, known as united front work, is often covert or deceptive.2 The united front system’s reach beyond the borders of the People’s Republic of China (PRC)—such as into foreign political parties, diaspora communities and multinational corporations—is an exportation of the CCP’s political system.3 This undermines social cohesion, exacerbates racial tension, influences politics, harms media integrity, facilitates espionage, and increases unsupervised technology transfer. General Secretary Xi Jinping’s reinvigoration of this system underlines the need for stronger responses to CCP influence and technology-transfer operations around the world. However, governments are still struggling to manage it effectively and there is little publicly available analysis of the united front system. This lack of information can cause Western observers to underestimate the significance of the united front system and to reduce its methods into familiar categories. For example, diplomats might see united front work as ‘public diplomacy’ or ‘propaganda’ but fail to appreciate the extent of related covert activities. Security officials may be alert to criminal activity or espionage while underestimating the significance of open activities that facilitate it. Analysts risk overlooking the interrelated facets of CCP influence that combine to make it effective.4 What’s the solution? Governments should disrupt the CCP’s capacity to use united front figures and groups as vehicles for covert influence and technology transfer. They should begin by developing analytical capacity for understanding foreign interference. On that basis, they should issue declaratory policy statements that frame efforts to counter it. Countermeasures should involve law enforcement, legislative reform, deterrence and capacity building across relevant areas of government. Governments should mitigate the divisive effect united front work can have on communities through engagement and careful use of language. Law enforcement, while critically important, shouldn’t be all or even most of the solution. Foreign interference often takes place in a grey area that’s difficult to address through law enforcement actions. Strengthening civil society and media must be a fundamental part of protecting against interference. Policymakers should make measures to raise the transparency of foreign influence a key part of the response
