51. Does Australia have an “Indo Pacific strategy”?

Abstract:
The US Department of Defense (DOD) released its longawaited Indo Pacific Strategy Report (IPSR) in tandem with the IISS-Shangrila Dialogue in Singapore on 1 June 2019. This IPSR appears to subsume or extend the earlier Free and Open Indo Pacific (FOIP) strategy (sometimes referred to now as a “vision”) into a more comprehensive regional Indo Pacific Strategy (IPS), that is anchored in the earlier 2017 National Security Strategy (NSS) and 2018 National Defense Strategy (NDS) documents. Australia has yet to produce an analogous document dedicated to profiling its own “Indo Pacific Strategy”, but with the US iteration in view, it is possible to construct an plausible image of such a strategy in the Australian case by drawing upon various pertinent materials from a range of government sources. Indeed, the notion of an overarching IPs is gradually taking shape in Australian strategic thinking, as testified to by a variety of official documents, including large portions of the 2016 Defence White Paper, and especially 2017 Foreign Policy White Paper, alongside other policy statements and initiatives, framed in the context of analysis and debate undertaken by nationally-based strategic commentators. A small case “s” in “Indo Pacific strategy” is specifically employed in this paper to distinguish the author’s conception from any formally mandated government “Strategy”.

52. Accelerating autonomy: Autonomous systems and the Tiger helicopter replacement

Abstract:
The benefits of autonomous systems on the modern battlefield have been widely recognised, yet Defence has only slowly adopted them. It continues to invest heavily in manned platforms that are increasingly expensive but still expose their crews to constantly proliferating threats. This means that Defence is acquiring small numbers of exquisite manned platforms that could be too valuable and too few to risk losing. Defence has started to explore using autonomous systems on the battlefield, but it’s now time to accelerate their development and adoption by the ADF. A new APSI Special Report, ‘Accelerating autonomy: autonomous systems and the Tiger helicopter replacement’ recommends how Defence can jump start the transition to greater use of autonomous systems. Report author Dr Marcus Hellyer said that ‘Defence has slowly been developing trust in unmanned systems. It’s laid a foundation, now it’s time to do a lot more.’ The report argues that Defence needs to identify areas of capability where autonomous systems can deliver disruptive innovation. Investing in those systems can deliver more capability at less cost than traditional manned systems.

53. The Bushmaster: From concept to combat

Abstract:
This account of the Bushmaster protected mobility vehicle by Brendan Nicholson is the classic story of the ugly duckling—an ‘armoured Winnebago’—transformed swan-like into the vital lifesaver for Australian and Dutch troops on combat operations in Afghanistan. It was never designed to play that role. Based on South African and Rhodesian experiments with landmine-blast-deflecting V-shaped hulls, the Bushmaster was first conceived as a lightly armoured truck. In 1980s ‘Defence of Australia’ planning, the Bushmaster would move troops around the vastness of northern Australia pursuing ‘thugs in thongs’ bent on harassing locals. As with earlier ASPI case studies on defence projects, The Bushmaster: From concept to combat is designed to help those in Defence, industry and parliament and other interested observers to better understand the complexities of the business, all with the aim of improving how Australia equips its defence force.

54. Engineering global consent: The Chinese Communist Party's data-driven power expansion

Abstract:
The Chinese party-state engages in data collection on a massive scale as a means of generating information to enhance state security—and, crucially, the political security of the Chinese Communist Party (CCP)—across multiple domains. The party-state intends to shape, manage and control its global operating environment so that public sentiment is favourable to its own interests. The party’s interests are prioritised over simply the Chinese state’s interests or simply the Chinese people’s interests. The effort requires continuous expansion of the party’s power overseas because, according to its own articulation of its threat perceptions, external risks to its power are just as likely—if not more likely—to emerge from outside the People’s Republic of China’s (PRC) borders as from within. This report explains how the party-state’s tech-enhanced authoritarianism is expanding globally. The effort doesn’t always involve distinctly coercive and overtly invasive technology, such as surveillance cameras. In fact, it often relies on technologies that provide useful services. Those services are designed to bring efficiency to everyday governance and convenience to everyday life. The problem is that it’s not only the customer deploying these technologies—notably those associated with ‘smart cities’, such as ‘internet of things’ (IoT) devices—that derives benefit from their use. Whoever has the opportunity to access the data a product generates and collects can derive value from the data. How the data is processed, and then used, depends on the intent of the actor processing it.

Chris Masters delivers a cracking read about the ‘funny plastic weapon’ that replaced the Vietnam-era L1A1 assault rifle in the 1980s, the successors to which remain the ADF’s primary personal weapon. And what a history it is. Chris skilfully weaves the political, design, industrial, economic and battlefield factors that have driven decision-making about the weapon earlier known as the Steyr AUG, F88 and Austeyr and now known as the EF88. As with earlier ASPI case studies on defence projects, Sticking to our guns is designed to help those in Defence, industry and parliament and other interested observers to better understand the complexities of the business, all with the aim of improving how Australia equips the ADF. Chris Masters is one of Australia’s best-known and most influential investigative journalists. He holds the record as the longest serving reporter on the country’s longest running current affairs program, Four Corners. Over 25 years he made a series of nation-shaping reports, among them ‘The Moonlight State’, which helped trigger Queensland’s Fitzgerald inquiry into police corruption. Chris has received multiple awards for his work, including the premier Gold Walkley for his international exposé of the sinking of the Greenpeace boat Rainbow Warrior. He is the author of five best-selling books, including Uncommon soldier: the story of the making of today’s diggers (2013) and No front line: Australian special forces at war in Afghanistan (2017).

57. Australia-Afghanistan relations: Reflections on a half-century

It is now fifty years since diplomatic relations were formally established between the Commonwealth of Australia and the Kingdom of Afghanistan. Superficially, the two countries might seem to have little in common. Nonetheless, there is more to unite Australians and Afghans than one might think at first glance. Even before the Australian colonies federated, Afghans made their way to Australia to provide transport by camel in Australia’s inland. By the time of the 2016 census 46,800 Afghans were living in Australia. And since 2001, more than 25,000 members of the Australian Defence Force have served in Afghanistan. Recent years have brought Australia and Afghanistan far closer to each other than ever before in their history. Professor William Maley explores some of the key dimensions of the development of this relationship. Since 2001, the state-to-state relationship has developed additional dimensions – diplomatic, military, developmental, and humanitarian – which have been augmented by significant people-to-people ties despite all the difficulties that surround travel between the two countries. Yet for all this, what ultimately binds the two countries together is that Australia has a strong interest in seeing the transition in Afghanistan that was inaugurated in 2001 – a complex mixture of statebuilding, institutional development, economic change, civil society activism, and enhancement of human rights and freedoms – continue down the broad path that was laid out at that time. A failure in Afghanistan is likely to involve serious adverse strategic consequences for Australia.

58. Defence projects and the economy

This report examines what the national economy stands to gain from nearly $100 billion of planned investment in new defence capital equipment including submarines, frigates and military vehicles. The report emphasises that although the general public has been informed about some of the economic benefits of those projects, it has limited access to reliable information on most of their economic costs. Nor has the public been fully informed of how much of what goes into the projects will be produced in Australia. The picture emerging from information available publicly contrasts with the image of vessel and vehicle projects as a major source of ‘jobs and growth’. At best, the projects appear to have a small positive impact on economic activity. That’s due to the substantial economic costs involved. Author Rob Bourke said that ‘for such large projects whose economic benefits have been portrayed as being far above their economic costs, it’s surprising how little supporting evidence has been made available to Australian taxpayers. With the economic upside of projects touted widely but the economic downside largely hidden from public view, it’s difficult to assess the merits of investments of national significance. Government messaging suggests that projects add much more to the economy than they take away. The evidence available publicly paints a different picture: Australia potentially paying a lot to protect a little. Vessel and vehicle acquisitions might now be difficult to alter. Nonetheless, the lessons in transparency that they provide are important to consider for future investments by Defence, especially with calls for its budget to move well above the current target of 2% of GDP.’

59. Towards a Commonwealth law enforcement innovation framework

In March 2019, ASPI, with the sponsorship of Oracle, coordinated the ASPI–Oracle Innovation Framework Workshop. The workshop brought together subject-matter experts from federal law enforcement agencies, academia and the private sector to explore the feasibility of a Commonwealth law enforcement innovation framework (CLEIF). This followed a 2018 research project that explored the current state of innovation in law enforcement.1 That research was based on a case study of innovation in Australia’s federal anti-money-laundering (AML) provisions. The research project was underpinned by three key questions: How can technology enhance the identification of money-laundering offences? How can law enforcement bring together technology and policy to ensure more agile AML decision-making? How can law enforcement agencies gain faster access to new AML technologies and capabilities? The research resulted in the publication of a Special Report, titled ‘I can see clearly now!’, which provided specific analysis of the key factors that support and restrict technological innovation in federal law enforcement AML efforts.2 The report’s central argument was that the current ecosystem for technological innovation in AML needs to be enhanced to engage with the dual challenge of disruptive technology and the integration of pockets of AML excellence into a holistic whole-of-government program. While the research was focused on technology and AML, it has broader application to law enforcement technological innovation. The research found little evidence that the organisational frameworks for enterprise or portfolio technological innovation in federal law enforcement are fully developed.3 The March 2019 workshop explored innovation themes in government and the corporate sector that had relevance to law enforcement. The results provide further input to policymakers as they formulate future directions for the agencies and their capabilities.

60. Strong and free? The future security of Australia's north

This report argues that ‘there is a need to reconceptualize Northern Australia, as a single scalable Defence and National Security ecosystem’. This ecosystem should be developed to ‘deliver integrated support to current and future ADF and National Security operations’. The strategic importance of Australia’s north to Australia’s defence has long been recognized by government and policy makers. Despite strategic policy commitments to Northern Australia, there is a growing body of evidence indicating that the gap is widening between strategic policy and Defence’s actual activities and presence in the north. This could well be symptomatic of a gap in Australia’s northern development policies. It is likely that with the significantly reduced warning times of future conflict the North of Australia will increasingly become either Australia’s Forward Operating (FOB) base, or its lily pad to another forward location within the pacific or the first or second island chain. The northern Australian industry base needs to be enhanced to be able to provide a permanent and scalable civilianized replenishment and depot repair capacity for Defence capabilities deployed across the various physical nodes of FOB North. If the Northern Australian industry base is not scalable then the ADF may not be able to optimally configure to undertake Defence of Australia tasks, nor short notification joint expeditionary operations within our regional neighbourhood. To succeed, the FOB North concept must be fully integrated with Australia’s broader national security strategy. ADF and National security activities ought to be integrally linked and mutually supporting. The FOB North concept will provide policy makers the foundation for thinking of the North as a facilitator of engagement with the region. FOB North will also make the North of Australia a vehicle for defence with the region, rather than defence from the region. The development of FOB North needs to be part of, and supported by, Australia sovereign nation building efforts. FOB North as both a sovereign defence and national security concept is an integral part of building national resilience in Northern Australia and as such should not be simply planned and delivered through a defence white paper (DWP). This kind of ambitious national approach will involve Defence working with a diverse array of stakeholders and partners. It will also allow Defence to make a significant and lasting contribution to its most basic strategic interest; a secure, resilient Australia.
