2891. Democracy, History, and Migrant Labor in South Korea

Abstract:
This paper concerns the paradox of democratization in South Korea, whose progression has been entwined with neoliberal capitalism beginning in the 1990s. There have been critical moments of democratization since the military rulers gave in to popular pressure for democratization. These moments range from the recommencement of the popular electoral system in the Presidential election in 1987 to the transfer of the state power to civilian leaders, and the participation of former dissidents in the parliament and the administration. A particular form of democratization addressed in this paper is not electoral state politics but the broad-reaching initiatives to transform the relationship between the state and society. Specifically, I examine the initiative to rewrite colonial and cold-war history. This particular initiative is part of an effort to correct a longstanding tendency of previous military regimes that suppressed the resolution of colonial legacies and framed Korean national history within an ideological confrontation of capitalist South Korea and communist North Korea.

Asma Jahangir is a leading human rights advocate in Pakistan. A prominent lawyer, she has worked both in Pakistan and abroad to prevent the exploitation of religious minorities, women, and children. She is currently UN Special Rapporteur on Freedom of Religion or Belief of the Commission on Human Rights. She assumed this position after being UN Special Rapporteur on extrajudicial, arbitrary and summary executions. 2894. Economic Effects of Free Trade between the EU and Russia

Abstract:
This study simulates the economic effects of eastern enlargement of the EU and an EU-Russian free trade area. The main emphasis of the paper is on the effect this would have on the Russian economy. The simulations were carried out with a GTAP computable general equilibrium model, using the most recent GTAP database 6.0 beta, which takes the former Europe agreements between the EU-15 and the eight new Central and Eastern European member states into account. The results confirm the earlier findings that a free trade agreement with the EU is beneficial for Russia in terms of total output but not necessarily in terms of economic welfare when measured by equivalent variation. The main reason behind this is the deterioration that would occur in Russia's terms of trade. Improved productivity in Russia would, however, make the free trade agreement with the EU advantageous.

Abstract:
Like the rest of the world, Europe has been fascinated by the emergence of China for a long time, and there has been an official relationship between the EU and the People's Republic of China for 30 years now. This relationship was upgraded in 1998. It now takes the form of a China-EU summit every year, the latest having taken place in December 2004. The EU became China's main trading partner in 2004, with trade between the two parties soaring to €160 billion.

Abstract:
After the collapse of the Soviet Union the five Central Asian former Soviet Republics (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) appeared as one region. Though it is scientifically debatable if “Central Asia” consists of only these five stat es or if others should be included as well (e.g. Afghanistan, Mongolia), my findings will basically deal with the five former Soviet Central Asian republics – sometimes, where appropriate, with references to adjacent countries.

At their meeting in Istanbul, Allied Heads of State and Government launched the Partnership Action Plan on Defence Institution Building (PAP-DIB). EAPC Heads of State and Government also endorsed this initiative. PAP-DIB reflects Allies' and Partners' common views on modern and democratically responsible defence institutions. It provides an EAPC definition of defence reform and a framework for common reflection and exchange of experience on related problems. It is to help interested Partners to reform and re structure their defence institutions to meet their needs and international commitments.

Abstract:
For the European Union, the link between norms, values and foreign policy seems to be an obvious one. For example, the new constitutional treaty spells out the set of values on which the Union's external action is based on: democracy, the rule of law, the universality and indivisibility of human rights and fundamental freedoms, respect for human dignity, the principles of equality and solidarity, and respect for the principles of the United Nations Charter and international law. In the treaty, the development of relations with third parties is made conditional upon sharing and upholding them.

An international transport corridor can be understood as a layout of possible practices that are designed to reinforce proximity rather than remoteness and to create a sense of presence instead of absence. It is, in other words, a perfect example to show how by 'circulating traces' power makes itself felt in space, not as a flow but as an immanent affair that is in constant flux.

You may also have noticed the expanding breadth of our international projects and activities, such as our ground-breaking China Security Bulletin featuring contributions from a retired Chinese general, and a forthcoming report on Russia's defense spending by a Russian scholar who heads our Moscow office. To better reflect our global scope and project diversity, we have created the World Security Institute — which can be thought of as our “holding company.” We felt that this title better describes all of our activities that now encompass a wider definition of “security.”
