281. Administering the Regional Dynamics: The Success Story of Indonesia and ASEAN

Abstract:
Back in early 1960s, it was unthinkable for Southeast Asia to have one single regional ‘home’ as diversity among countries within the area are just too wide. The political systems they adhere, the dominant religions they believe, the languages they speak, the economic situation they experience, the geographical regionalism was definitely the least thing on their shopping list bearing in mind the state of domestic dynamics during their formative years. But, now the situation has turned for one hundred and eighty degrees. Right on Thursday 8 August 2019, the ten Southeast Asian states —Brunei Darussalam, Cambodia, Indonesia, characters they are endowed are just a few examples. These countries at that time were also relatively new in practicing their respective sovereignty. Advancing imaginations about Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam— just celebrated the inauguration of a new secretariat building for the Association of Southeast Asian Nations (ASEAN) which also remarked the 52nd anniversary of this organization. This remarkable story undeniably could not be detached from Indonesia’s long standing efforts in ASEAN. Therefore, throughout the following paragraphs, this article aims to briefly discuss three issues - the origins of ASEAN, Jakarta’s contribution to regional dynamics, and ASEAN achievements with regard to the great powers.

Abstract:
First association most people have when they think about Asia are countries like China, Japan or India, as they are big countries, present for a long time on the world map. During the past decades, Hong Kong and Singapore have also gained a lot of attraction worldwide as business comprise the world’s most ancient civilizations. So regardless of a country’s geographical size and sustainability, each one is vital in playing a role in the global economic and political order. Unfortunately, more often than not, the South East Asian countries and most specifically and finical hubs of Asia. These are indeed the key players in Asia but the biggest continent in the world is not only composed of these few states. It is home to 48 countries and 4.5 billion people with different ethnicities and cultures that the Philippines, if not forgotten, is commonly underestimated in the contribution that it provides in the international arena due to the multiple misconceptions about the country’s general conditions. But in reality, the Philippines has always been in the global scheme from the earliest times up to today, therefore it is important and relevant to learn more about its history, involvement and influence on relations in Asia and globally.

283. Global Knowledge and Talent Flows : An Imbalanced Equation?

Abstract:
The global movement of postsecondary students is a remarkably unidirectional phenomenon: students from the developing world, or Global South, take their knowledge and talents to the developed world, or the Global North. This is particularly true for countries such as India and China. Framed by the broader issues of access and equity within postsecondary education and released on the occasion of the fourth IC3 Conference in Mumbai, India, on August 28, 2019, the current report raises the following questions: Are the current global flows of students advantaging wealthier nations over developing ones? Are students from the developing world returning at higher rates to their countries of origin? How do we ensure that the mobility of students and talent is based on principles of access, equity and inclusiveness, both at the individual student level and at a national level? While it is not the goal of this report to suggest that the north-to-south flow of students should be reversed or that countries in the Global South would even have the capacity to host large volumes of international students, the report does argue that when it comes to international student recruitment policies, host countries in the Global North need to consider how to balance their own needs to fill critical knowledge and skill gaps by attracting global talent with the needs of developing countries to retain their valuable human capital. Thus, the report proposes solutions for programmatic and national-level initiatives to create a balance between the home and host countries of globally mobile students. 284. Social Justice Leaders in Action: IFP Impacts in Asia

The second report from our 10-year impact study of the Ford Foundation International Fellowships Program (IFP), Social Justice Leaders in Actionprovides an in-depth look at the lives and careers of IFP alumni in three Asian countries—India, Indonesia, and the Philippines—detailing the different pathways alumni have taken and the ways they have leveraged their skills and networks to effect change. Drawing upon focus groups and interviews with 274 IFP alumni and community stakeholders, this qualitative research highlights the stories behind the numbers shared in the study’s first report, Social Justice and Sustainable Change: The Impacts of Higher Education, released in April 2016. The findings from Social Justice Leaders in Action provide insights not only at how life-altering IFP was at an individual level, but how that transformative power extends through alumni to their organizations, communities, and societies.

285. Casualties of War: The Legacy of South Korean Participation in the Vietnam Conflict

Abstract:
After the United States, the Republic of Korea sent more troops to Vietnam than any other nation. Approximately 325,000 South Korean soldiers served in Vietnam between 1964 and 1973. Although the Korean military and economy benefited substantially from the conflict, the war also left some deep scars on the national psyche. While the government did not permit public criticism of the war in the 1960s and 1970s, South Koreans have now finally begun to confront their troubled Vietnam legacy. Often referred to as Korea’s “forgotten war,” the Vietnam Conflict has recently made its way into Korean popular culture through movies, novels and songs about the war. Increased freedom and democracy has created an environment where both the Korean government and the people have begun to openly discuss issues such as Post-traumatic Stress Disorder and alleged wartime atrocities committed by South Korean servicemen. This paper will analyze some of the more controversial aspects of Korea’s involvement in the Vietnam War and examine how South Koreans themselves have addressed these issues both officially and within their popular culture during the last few decades.

286. Recollections of the Blue Dragons: Those Incredible Young Men from the Land of the Morning Calm

Abstract:
The United States Marine Corps’ 1st Air Naval Gunfire Liaison Company, (ANGLICO) supported the U.S. Army and allied units in the Republic of Vietnam from 1965 to 1973. In the summer of 1966, ten officers and 75 enlisted Marines were assigned to the 2 nd Republic of Korea Marine Corps Brigade. This paper recounts my tour of duty as a tactical air controller with the brigade’s 1 st Battalion from 1966 to 1968. I rotated among the battalion’s three companies and reconnaissance platoon, directing air strikes, coordinating helicopter resupply and arranging medical evacuations. My responsibilities allowed me to work alongside the company commander and fire support coordinator; my rank enabled me to interact with the company’s noncommissioned officers and enlisted Marines. Together we fought the North Vietnamese and Viet Cong in nameless rice paddies and jungle choked heights, forging a legend that would define the fighting spirit that has become synonymous with the reputation and respect earned by Korea’s magnificent Marines. Throughout my association with the Blue Dragon Brigade, I have always been impressed with the leadership, training and discipline infused at every level of command. Employing two incidents of mortal combat as a vehicle to demonstrate these attributes, I attempt to convey the admiration and respect I hold for my brother Marines from the Land of the Morning Calm.

287. The Relationship between the United Nations Command and Japan: 1950 to 2018

Abstract:
The United Nations Command is the multinational headquarters that led the allied forces in the Korean War. The command’s Military Armistice Commission supervises the Armistice Agreement. While the United Nations Command and its activities are common knowledge in the Republic of Korea, the command’s long-standing organization and functions in Japan are less well known. This relationship began in 1950 and is codified in the 1954 United Nations-Japan Status of Forces Agreement. The command’s rear area headquarters, the aptly named United Nations Command-Rear Headquarters, has managed this relationship since 1957. After decades of few changes, the United Nations Command and its Sending States broadened traditional roles and missions from Japan beginning in the early 2000s. This led to expanded activities within the legal framework and security mandate governing the United Nations Command’s relationship with Japan, strengthening Japan’s ties with the command’s member states, and supporting the “maximum pressure” campaign against North Korea. This paper examines the relationship between the United Nations Command and Japan, beginning with the institutions and interests underpinning the relationship. Next, it describes the Status of Forces Agreement and how the relationship functions. The paper concludes with a discussion of relevant policy issues, limitations to greater cooperation, and opportunities for expanded roles within the framework of the relationship.

288. The North Korean Détente: Peace Prospects on the Korean Peninsula

Abstract:
This paper conceptualizes the emerging détente within inter-Korean relations as evidence of tangible transformations within North Korea’s domestic and foreign policy, establishing how this phenomenon represents a unique and conclusive opportunity for peace and engagement. It contextualizes the inter-Korean and Singapore summits as foundations for the détente, before expanding upon the nature of the détente through the contrasting objectives of North and South Korea, and the transitional nature of domestic affairs in North Korea. The article establishes the bona fide nature of North Korea’s détente, as revealed by a direct connection between North Korea’s international diplomatic gestures vis-av-vis transitional domestic circumstances; involving incremental economic modernization and political liberalization under a shift in focus within Kim Jong-un’s Byungjin Line policy. This analysis departs from and orthodox Western interpretation of inter-Korean relations, providing a holistic analysis of inter-Korean affairs and North Korean domestic politics.

289. The Origins of the Korean Language: A Linguist’s Perspective

Abstract:
On the basis of the comparative method, developed over more than two centuries of empirical study, the best results to date are that the presentday Korean and Japanese languages had a common source, called protoKorean-Japanese. Korean and Japanese are more similar to one another than either is to any of the languages spoken in adjacent parts of Asia. That is as far as pure linguistics takes us at present. Other scientific disciplines must be utilized to determine when and where proto-Korean-Japanese was spoken, when its speakers separated into pre-Korean and pre-Japanese groups, and when the descendants of those groups resumed contact on the Korean peninsula prior to the migration of most pre-Japanese speakers to Japan.

Abstract:
Periods of mutual enmity in US-North Korean relations are typically interrupted by more conciliatory gestures. How can the many twists and turns in this relationship be explained and hopefully overcome so that more long-lasting détente is accomplished? Drawing eclectically on realism and constructivism, we conclude that a nuclear deal should address not only North Korea’s interests in security and regime survival, but also its status concerns. Applying the same theories to the other part of the dyad – the US – we conclude that it may now have material interests in ameliorating the relationship, but that such a development requires US foreign policy discourse to cease depicting North Korea as “irrational” and “evil”.
