2641. Bangladesh at the Crossroads

Abstract:
Although Bangladesh is generally considered to be a secular democracy, recent years have seen a steady erosion of the important principles underlying it. Bangladesh's political system is mired in conflict as the two mainstream parties battle for control of the country and its resources. With neither party able to win a majority, both have sought alliances of convenience to secure power. Neither party has addressed pervasive corruption and systemic failure to provide good governance and law and order. The choices Bangladeshis make—or, more critically, are permitted to make—in the coming months will have great import for the country's future. Because politics in Bangladesh has become a zero-sum game with no meaningful political role for the opposition, the stakes are high for both the opposition Awami League (AL) and the ruling Bangladesh Nationalist Party (BNP). Increasingly, Islamist parties have emerged as political kingmakers with newfound legitimacy. In the 2001 elections the BNP came to power because of its alliance with key Islamist parties, even though the latter commanded few votes on their own. Since the late 1990s, Islamist militancy has spread throughout the country, raising questions about Bangladesh's internal security and the consequences for South Asian regional security. The serial bombings of August 2006 shocked most observers, even though the massive attack killed only two persons. The upcoming January 2007 elections are in many ways a referendum on the two parties' competing visions of Bangladesh and the role of Islam in the public and private spheres. Unfortunately, a number of irregularities in the election preparations call into question their freeness and fairness, threatening civil unrest. The attention and dedicated involvement of the international community is paramount to ensure free and fair elections in Bangladesh.

Abstract:
In a laudable about-face, President Bush has decided at last to accept North Korea's longstanding offer to suspend production of plutonium by shutting down and sealing its reactor and reprocess- ing plant at Yongbyon, halting construction of a larger reactor and not restarting a newly refurbished fuel fabrication plant. In so doing, he is rejecting the counsel of American hardliners who have kept the United States from making and living up to earlier agreements while managing to convince much of America that it is North Korea that has been the one at fault. By negotiating in earnest, Bush has achieved an important goal for U.S. and Asian security.

Abstract:
As observers outside of China warn of a looming Chinese endgame in global energy assets, manipuated by Beijing, leading policymakers inside of China are facing considerable challenges governing major energy companies—especially those that the state owns. Chinese President Hu Jintao’s recent tour of African states and rumors of the first Chinese takeover of an overseas listed com- pany have attracted critical attention and spurred much discussion. Most analysis of China’s energy governance has placed the central government in the driver’s seat. The reality is that this perspective is grossly misleading.

2645. China’s Premature Rise to Great Power

Abstract:
China's so-called rise to great power status is usually taken for granted. Still, a convicning argument can be made that Beijing's post-Cold War grand strategy is based on fear of failure rather than management of success. China only qualifies as a great power by the skin of its teeth, if the lower limit of such status is defined as the ability to decide how to do things in either the economic, military or political sectors of the international system.1 China’s position as a political great power is largely determined by the implosion of the Soviet Union. Its ascendancy to this rank has been based on psychology in that a successor challenging U.S. pre-eminence was expected and pronounced before the fact. While Beijing has convinced the surroundings that China is a great power, it is struggling to catch up both economically and militarily with the United States. Contemporary China faces three major challenges: economically and militarily it con- tinues to lag far behind the United States, U.S. grand strategy threatens its rise, and a Chinese alternative to the liberal model of state-society relations has not been developed. Beijing’s foreign policy is therefore based on the premise of how to avoid China’s descent into the ranks of secondary powers.

2646. Turkey: Misperceptions and the Healing Touch of Democracy

Abstract:
Mass demonstrations in late April brought out hundreds of thousands of people in Ankara and perhaps a million people one week later in Istanbul, an awesome scene on both occasions. Demonstrations of lesser scale are underway in smaller cities like Canakkale and Manisa—a trend to continue until early elections scheduled for July 22. The demonstrations were comprised of mainly women and middle-class urban people who chanted their allegiance to secularism and a modern way of life, which they believed to be endangered by the religious leanings of the incumbent government. But is this a legitimate fear? The same government, led by the Justice and Development Party (Adalet ve Kalkinma Partisi or AKP), has been in place since its electoral victory in 2002 and no substan- tial alteration took place in the basic tenets of the regime. Now, with the prospect of the election of the first Turkish president from this party, anxieties are high. The fear that such a danger is imminent has to be sociologically accounted for.

China is currently in the process of developing the largest pension system in the world, and it is doing this at a time of unparalleled economic and demographic transition. The central government has followed a step-by-step approach to develop a system that can accommodate a rapidly aging society within a rapidly growing, but still largely underdeveloped economy. This paper analyses how far the process of creating a national old age insurance system had proceeded by the end of 2006. It provides a detailed description of this system and an assessment of to what degree it has so far achieved ?its primary goal of social security for more people?

2649. Income Inequality, Poverty and Social Spending in Japan

Abstract:
Income inequality and relative poverty among the working-age population in Japan have risen to levels above the OECD average. This trend is partially explained by labour market dualism, with an increasing proportion of non-regular workers who are paid significantly less than regular workers, as well as by other factors, including the ageing of the workforce. Social spending as a share of GDP has been expanding in the context of population ageing, although it remains below the OECD average and the proportion received by low-income households is small. Consequently, the impact of social spending on inequality and poverty is weak compared to other OECD countries and inadequate to offset the deterioration in market income. The scope for increasing social spending is constrained by the fiscal situation. Instead, reversing the upward trend in inequality and poverty requires reforms to reduce labour market dualism and better target social spending on low-income households, particularly single parents.
