Abstract:
President Richard M. Nixon reached out to the People's Republic of China thirty-five years ago to advance U.S. strategic interests by balancing the Soviet Union and reinforcing the split between two former communist allies. Nixon and his national security adviser, Henry Kissinger, briefed the Chinese on Soviet forces arrayed against China and also discussed the Vietnam War and Taiwan. Nixon and Kissinger sought to change the global U.S. stance from confrontation to détente and to extricate the United States from the Vietnam War. Their mission shifted the globe's geopolitical landscape.

2492. EU Policy in the South Causasus: A View from Azerbaijan

Abstract:
Since the accession of Romania and Bulgaria to the EU in January 2007, the South Caucasus has become a region of direct concern to the EU's strategy in its wider neighbourhood. This study examines the trends affecting EU policies in the South Caucasus, with a specific focus on EU–Azerbaijan relations. It argues that in the three main areas in which Azerbaijan affects Europe's interests – cooperation in the energy sector, democratisation and conflict resolution – so far the EU has engaged well on a regional energy strategy, but less so on democratic reforms and almost not at all on conflict settlement in Nagorno Karabakh. The study concludes that the EU needs to balance its involvement in all three areas, especially given the deeper democratic changes it wishes to see in Azerbaijan, with a list of recommendations for doing so.

2493. The Japan-Mexico FTA: A Cross-Regional Step in the Path towards Asian Regionalism

Abstract:
By most accounts, Japan and Mexico remain distant economic partners with only a modest volume of bilateral trade and foreign direct investment, and a large geographical and cultural gulf between them. By this depiction, the Japanese decision to negotiate with Mexico is puzzling if not downright nonsensical: Why would Japan invest so much political capital in the negotiation of a complex free trade agreement (FTA) with a nation accounting for such a minuscule share of its international economic exchange? Solís and Katada challenge this interpretation of Japan's second bilateral FTA ever, and demonstrate that far from being irrational or insignificant, the stakes involved in the Japan-Mexico FTA were very high, and that this crossregional initiative stands to exert powerful influence over the future evolution of Japan's shift towards economic regionalism. For a number of Japanese industries (automobiles, electronics and government procurement contractors) negotiating with Mexico was essential to level the playing field vis-à-vis their American and European rivals, which already enjoyed preferential access to the Mexican market based on their FTAs. For the Japanese trade bureaucrats, negotiations with Mexico offered an opportunity to tip the domestic balance in favour of an active FTA diplomacy, despite the opposition of the agricultural lobby. Negotiations with Mexico constituted a litmus test, both for the Japanese government and in the eyes of potential FTA partners in Asia, on whether Japan could offer a satisfactory liberalization package to prospective FTA partners to make these negotiations worthwhile.

Algerian diplomat Lakhdar Brahimi has a distinguished history in the politics of what has long been known as the "Third World," most of which were once beleaguered colonies of Europe. After the Asian-African Conference in Bandung, Indonesia, in 1955--the first coming together of the non-aligned movement--Lakhdar was sent to Indonesia by the National Liberation Front of Algeria to open its first office in Asia.

Abstract:
Since the turn of the century, China's state and society have focused their efforts on “constructing a harmonious society”. Viewed from the perspective of globalization, these efforts represent a quest for a model of development that deviates fundamentally from neo-liberalism. In particular, state policies and institutional reforms in recent years have tended to target at labor compensation-enhancing economic growth, rather than growth based on “cheap labor”. This paper seeks to clarify the nature of the emerging Chinese economic development model, and, on that basis, to analyze its efficiency and welfare attributes. In conjunction with an analysis of China's economic growth path, which seems to have undergone a transition from labor-intensive growth to capital-deepening growth, it is argued that the new development model does represent a more feasible and desirable pursuit than neo-liberalism. The paper concludes with a discussion on the impact of this new Chinese development model on the future direction of globalization.

Abstract:
Income disparities are rising in China as a consequence of the economic reforms post 1979 which virtually gave unchallenged economic growth and prosperity to the coastal regions whose economic growth increased over the last 30 years at the expense of the interior hinterland. Institutions in China have seen the answer to restoring a rural-urban income balance by redistributing people from the interior regions of China to the prosperous coastal regions. This can be seen as a supply side reaction to the income disparity problem, which will inevitably impose the kinds of social costs, which concentrations of populations normally bring. This paper offers insights into other methods of transforming the urban-rural income disparity problem in China, the economic implications of infrastructure investment, the relevance of Krugmans 'New Economic Geography' to the transformative Economics which China has experienced over the last 30 years; and the close relationship between how Krugman's agglomeration economies arise and the development of SEZ's and HTDZ's in China.

Abstract:
This paper is based on a representative survey among 2034 households in North East Afghanistan, conducted in spring 2007. The main results of the survey can be summarized as follows: Many Western observers claim that the security situation in North Afghanistan is rapidly deteriorating. We find that this sentiment is not shared by the majority of the rural population. An overwhelming majority thinks that security has very much increased over the last two years. Most Afghans credit foreign forces as well as the Afghan government with this progress.

Las fuerzas de Estados Unidos se encuentran empeñadas en dos teatros bélicos que son escenario de insurgencia y contrainsurgencia: Afganistán e Irak. En ellos los insurgentes combaten, en la mayor parte de los casos, mediante tácticas que evitan el enfrentamiento directo y que, además de asegurar un goteo continuo de bajas norteamericanas y europeas, prolongan el conflicto y les permiten vislumbrar un horizonte de victoria a través de la obstinación. En semejante contexto los artefactos explosivos improvisados VEDs, acrónimo de Improvised Explosive Device) se han convertido en una de las principales armas de los insurgentes. Prueba de ello es que los ataques con IEDs son responsables de gran parte de las muertes sufridas por las fuerzas internacionales desplegadas en Afganistán e Irak. Este paper ofrece un análisis introductorio sobre las características básicas de los IEDs, las principales contramedidas, y las consecuencias estratégicas y políticas de su empleo.

Australia's interests in a peaceful and stable Asia-Pacific region are threatened by the risk of intensifying strategic nuclear competition between the US and China. This may seem a little surprising in the post-Cold War world. We have perhaps allowed ourselves to assume a little too easily that nuclear weapons ceased to matter much in relations between major powers after the Cold War was over. We have worried much more about the risk that they will be acquired by new players – rogue states or terrorists – who might not respond to the incentives and threats that shaped nuclear strategy between major powers during the Cold War.
