2221. Vulnerability, Trust and Microcredit: The Case of China's Rural Poor

Abstract:
This paper investigates the economic conditions of rural households in China. Historical survey data indicate that over 80 per cent of rural households earn less than 4,500 yuan in net disposable income each year, that for the vast majority of rural households disposable income is insufficient to meet food consumption needs, and that in terms of economic growth rural households are receiving an ever decreasing percentage of China's growing economy with rural household incomes being only 31 per cent of urban household income in 2004.

2222. A Tale of Two Countries: Spatial and Temporal Patterns of Rice Productivity in China and Brazil

Abstract:
This paper looks at differences in spatial and temporal variation of rice yields in China and Brazil. We find that rice yields in China have converged over time and that rice production has become more and more homogeneous. In contrast, rice yields in Brazil have diverged over time, primarily due to variations in upland rice yields. Three hypotheses are put forward to explain the different behaviour of rice yields in Brazil and China: (i) differences in production systems (i.e., irrigated in China versus upland in Brazil); (ii) changes in rainfall patterns and (iii) bias in agricultural R favouring irrigated rice. Our empirical analysis provides support to the first two hypotheses by establishing that upland rice is subjected to much greater variation in yields than irrigated rice and that changing rainfall patterns affect mostly upland rice. We also provide evidence of the bias towards irrigated systems by looking at the patterns of varietal release.

Abstract:
Turkey has been involved, historically and demographically, with many of the regions of “frozen conflict” in post-Soviet space. At this point, one might consider the position of Turkey as being at the epicenter of Euro-Atlantic and Russian extremes concerning the frozen conflicts. Georgia, since 1991, has been considered a valuable “strategic partner” by Turkey for several reasons. Turkish Prime Minister Tayyip Erdogan's Caucasus Pact idea is a good opportunity to create an inclusive (Russia, Turkey, Georgia, Armenia, and Azerbaijan) new foreign policy approach at this stage. This approach should be merged with the representation of all the frozen or unfrozen conflict areas, peoples, ethnic groups and regions included under the roof of such an alliance.

Abstract:
Services trade has assumed considerable significance for the Indian economy. The role of IT and IT-enabled services (ITES) is particularly worth mentioning in this context. The growth of this sector has not only helped to improve the current account balance of India, but also generated income and employment. This paper anlyses data on services trade provided by IMF for different countries across the globe and examines India's position in relation to other countries. In particular, the paper compares India's exports of IT and ITES (clubbed together in IMF classification under other business and computer services categories) vis-à-vis some of its competitors in this field as far as international trade is concerned. The paper then looks at the trade in IT-enabled outsourcing services from India and examines the strengths and weaknesses of India as an outsourcing location.

2225. The Mongol Connection: Russia's Asian Entry into European Politics

The end of the 15th Century saw what was beginning to be known as Europeans coming into first contact with the 'new world' to their West, and driving the Moor out of Europe to their South. In what contemporaneity thought of as 'the North', i.e. what we would now call the East, a less conspicuous but nonetheless highly consequential development took place. Beyond Poland, a new political entity was making itself felt in such a degree that diplomatic relations had to be sought with it. This was Muscovy, led by Ivan III. Russians shared an experience with Christians in the South Balkans and the South Iberians; they had fresh experience with being ruled by non-Christians, more specifically, by the Mongols who were based in their tent capital Saray at the Volga. I start with a presentation of Mongol and Rus' political organization at the time of the invasion in 1240, and discuss Rus' as a suzeraign system which was part of the Golden Horde empire (which was itself in the early decades part of the Mongol empire). I then ask how, once the Golden Horde fell apart and Muscovy emerged as a separate polity, Muscovy's Mongol connection coloured its entry into the European states system. My conclusion is that, since Muscovy itself chose to seek recognition among other things as successors to the Mongol Golden Horde and since it did so by dint of a number of practices that were taken directly from the Mongols, European powers were warranted in seeing Russia as a partly Asian polity. The argument is framed as a critique of the English School's proclivity for treating sequences such as these as cases of 'expansion of international society'. I attempt to demonstrate that such a perspective cannot account adequately for what should rather be treated as relations between cultures.

A retired colleague at NUPI, who had been a prisoner of war during the Nazi occupation of Norway, once remarked: “The problem of youth movements has always been that they take on a life of their own, and are not easily controlled by the mother party.” On the other hand the mother party may use exactly this 'unruliness' to its favour when illegitimate targets are to be achieved. If the youth branch can be used to do political “dirty work”, while the mother party itself remains “clean” and lawful, then an additional strategic advantage may be gained. My colleague remembered the deeds of the Third Reich and the Nazi youth movement with apprehension, hoping that the new world would not see the likes of these.

The ongoing conflict between the pro-Moscow government and the Vostok battalion of the Russian Defense Ministry's Main Intelligence Directorate (GRU) intensified on August 6 when the Chechen authorities announced that the battalion's commander, Sulim Yamadaev, has been put on the federal wanted list for various crimes, including an alleged murder. On August 7, the Investigative Committee of the Russian Prosecutor General's Office confirmed that Yamadaev had been put on the federal wanted list for the 1998 murder of a Chechen businessman, Itar-Tass reported.

Kavkazky Uzel reported on August 13 that members of the Chechen-manned Vostok battalion of the Russian Defense Ministry's Main Intelligence Directorate (GRU) were among the Russian forces that invaded Georgia. According to the website, the Vostok fighters were located in area of the Georgian town of Gori along with Sulim Yamadaev, the Vostok battalion commander. Yamadaev, who became a target of Chechen President Ramzan Kadyrov's wrath following a confrontation and apparent shootout last April involving Vostok members and security forces loyal to Kadyrov, was put on Russia's federal wanted list earlier this month.

Abstract:
Today's resignation of Pakistani president Pervez Musharraf creates a power vacuum in the most crucial country in the fight against al-Qaeda and Islamic extremism. For the foreseeable future, political power in Pakistan will not be in the hands of lackluster prime minister Yousef Raza Gilani, but in those of the ruling coalition rivals -- Benazir Bhutto's widower Asif Ali Zardari and former prime minister Nawaz Sharif. Future political contests will likely emphasize Musharraf's perceived closeness to Washington, an issue that united domestic opinion against him. This growing political reality, in addition to Islamabad's unwillingness to confront Islamic militants, further complicates U.S. policy toward Pakistan.

President Bush returns to the Middle East this week for the second time in 2008. Initially planned to mark Israel's sixtieth anniversary, his itinerary has expanded to include meetings with top officials from Afghanistan, Egypt, Iraq, Jordan, Lebanon, the Palestinian territories, and Saudi Arabia. Except for a trip to Riyadh, these meetings will be held at a World Economic Forum conference in Sharm al-Sheikh, Egypt. This lineup prompted National Security Adviser Stephen Hadley to say the trip has "both symbolism and substance" and, considering the urgency of the issues, something of substance may actually emerge.
