Abstract:
An ever more pressing issue in the social sciences today is the question of standpoint. From where do social scientists identify and analyse the problems they wish to understand and explain? Which theories do they deploy and why? And what concepts do they use to achieve enlightening results? This question is more often than not elided, both because we feel secure in the use of the standard theories we employ, and because we are not accustomed to think critically about the matter of standpoint, or perspective. Having acquired the theoretical tools of our discipline, we are not tempted to re-examine their merit whenever we embark on our analytical journeys. However, there are now voices calling into question this unthinking use of social, political and economic theories. Two critiques are particularly significant. The first is that which challenges social theory on the grounds that it is the theoretical tool of the West, or North, which is blind to the fact that, in the words of Edward Saïd, it is 'Orientalist'. The second is that which disputes the 'scientific' nature of the so-called social sciences.

Abstract:
As the focus of U.S. military attention shifts away from the Middle East and Central Asia, Washington's geopolitical weathervane appears now to point firmly towards East Asia. Given the Obama administration's recent high-profile political 'pivot back' to the region, and against the context of the upcoming Presidential campaign, the two books under review here shed helpful light on American concerns and raise urgent questions about U.S. strategy in Asia. In the noisy cottage industry of strident publications about the rise of China and the future of U.S. power, these books stand out for their considered arguments and scholarly research. Both authors are professors at Princeton, and both served in the George W. Bush administration – Aaron Friedberg as deputy assistant for National Security Affairs in the Office of the Vice President Dick Cheney in 2003 – 5, and Thomas Christensen as the Deputy Assistant Secretary of State for East Asian and Pacific Affairs in 2006 – 8.

In a little over two years the US and its allies plan to hand over security and other responsibilities to the Afghan government as part of a process labeled “Transition.” Afghanistan is still at war and will probably be at war long after 2014. The political, governance, and economic dimensions of this Transition, however, will be as important as any developments in the fighting.

Abstract:
The US may not face peer threats in the near to mid term, but it faces a wide variety of lesser threats that make maintaining effective military forces, foreign aid, and other national security programs a vital national security interest. The US does need to reshape its national security planning and strategy to do a far better job of allocating resources to meet these threats. It needs to abandon theoretical and conceptual exercises in strategy that do not focus on detailed force plans, manpower plans, procurement plans, and budgets; and use its resources more wisely. The US still dominates world military spending, but it must recognize that maintaining the US economy is a vital national security interest in a world where the growth and development of other nations and regions means that the relative share the US has in the global economy will decline steadily over time, even under the best circumstances. At the same time, US dependence on the security and stability of the global economy will continue to grow indefinitely in the future. Talk of any form of “independence,” including freedom from energy imports, is a dangerous myth. The US cannot maintain and grow its economy without strong military forces and effective diplomatic and aid efforts. US military and national security spending already places a far lower burden on the US economy than during the peaceful periods of the Cold War, and existing spending plans will lower that burden in the future. National security spending is now averaging between 4% and 5% of the GDP – in spite of the fact the US has been fighting two wars in Iraq and Afghanistan – versus 6-7% during the Cold War.

1585. The U.S. Surge and Afghan Local Governance: Lessons for Transition

Abstract:
The U.S. military and civilian surge into Afghanistan starting in late 2009 aimed to stabilize the country through interconnected security, governance, and development initiatives. Despite policymakers’ claims that their goals for Afghan governance were “modest,” the surge’s stated objectives amounted to a transformation of the subnational governance landscape. Three years later, the surge has attained localized progress, but it has not achieved the strategic, sustainable “game change” in Afghan subnational governance it sought. The surge has not met these objectives because its success depended upon three initial U.S. assumptions that proved unrealistic. First, surge policy assumed that governance progress would accrue as quickly as security progress, with more governance-focused resources compensating for less time. Second, surge policy assumed that “bottom-up” progress in local governance would be reinforced by “top-down” Afghan government structures and reforms. Third, surge policy assumed that “absence of governance” was a key universal driver for the insurgency, whereas in some areas, presence of government became a fueling factor. Once the surge was in motion, other miscalculations emerged: the confusion of discrete successes with replicable progress, the mistaking of individuals’ improvements with institution building, the confusion of “local” with “simple,” and the overreliance on technological solutions to address problems that were fundamentally political in nature. As the surge draws down, the U.S-Afghan Enduring Strategic Partnership Agreement represents a promising opportunity for longer-term strategic planning. As the international community moves to transition, it should exert its remaining leverage to impact select systemic issues—such as by resolving district council makeup, improving line ministries’ recurring services, and bolstering provincial administrations—rather than tactical-level ones. The international community should also prioritize a few key, attainable efforts, such as providing training that is consistent with current Afghan government functions, while avoiding creating additional structures. Finally, all the usual Afghan local governance recommendations still apply: resolving Afghanistan’s subnational challenges requires long-term commitment and systematic execution.

1586. Lessons from Afghanistan's History for the Current Transition and Beyond

Abstract:
Afghanistan's history provides important insights and lessons for the 2011 to 2014 transition and beyond, but differences with the past must be taken into account. As the 1933 to 1973 decades demonstrate, the country can be stable and effectively governed, but that stability was anchored in the two pillars of traditional local governance and a centralized though weak state, both of which were gravely damaged after 1978. Given the country's history of chronic succession problems and associated conflict, the next presidential election, if successful, would be the first peaceful transfer of leadership since 1933 and only the fourth since 1747. Expectations about the pace of progress must be modest and the dangers of overly ambitious reforms leading to violent reactions recognized. Regional countries could derail peace prospects, and planning around such spoilers may be needed. The difficulties of reaching a peaceful solution during a military withdrawal, and the adverse consequences when such efforts fail, were demonstrated during the period from 1986 to 1992. The period after the Soviet withdrawal shows the potential and limitations of Afghan security forces: holding onto Kabul and other cities is probably the most that can be hoped for in the current transition. The option of arming and paying militias is dangerous because it opens the door to instability and predatory behavior. The Afghan economy is in much better shape than it was during and after the Soviet period, and a deep economic contraction in coming years needs to be avoided. Afghanistan will depend heavily on outside financial support for many years, and such support must not be abruptly cut back or stopped. Effective national leadership is critical during transitions. It is important not to overlearn from history, for example, Afghanistan's problematic experience over the past half-century with political parties, which are essential to successful democratic systems.

Abstract:
The new US strategic guidance released in January 2012 represents a hallmark of US President Barack Obama's foreign policy and forms integral part of the so-called “Pivot to Asia”. However, rather than a radical departure from the past, the strategic guidance represents an evolution and extension of US foreign policy towards the region, envisaging the reallocation of American military assets from Europe to the Asia-Pacific. The implementation of the guidance strategy is a long-term and complex process: several challenges, tensions and frictions between the US and regional actors may hamper the implementation of the policy and will require a delicate balancing act in which China will play a key role. On the European side, the US shift should be seen as an opportunity to review the European Security Strategy and elaborate its own strategy towards Asia.

This Occasional Paper aims at providing a new perspective on the relevance of climate change for the EU's external action. Considering its linkages with various areas such as energy security, economic growth and diplomacy, and indeed its importance in terms of future political stability, climate change is a major 'game-changer' in international relations. The issue of climate change, and how to deal with it, therefore presents governments with a significant opportunity to reshape the international order in the light of the major global transformations currently underway. The development of the climate change regime presents the EU with both an opportunity and a threat, in as much as it may either accelerate Europe's decline as a foreign policy actor or, on the contrary, reinvigorate its diplomatic ambitions.

Abstract:
This report on the U.S.-Japan alliance comes at a time of drift in the relationship. As leaders in both the United States and Japan face a myriad of other challenges, the health and welfare of one of the world's most important alliances is endangered. Although the arduous efforts of Assistant Secretary of State Kurt Campbell and his colleagues in both governments have largely kept the alliance stable, today's challenges and opportunities in the region and beyond demand more. Together, we face the re-rise of China and its attendant uncertainties, North Korea with its nuclear capabilities and hostile intentions, and the promise of Asia's dynamism. Elsewhere, there are the many challenges of a globalized world and an increasingly complex security environment. A stronger and more equal alliance is required to adequately address these and other great issues of the day.
