Abstract:
Istanbul Journal of Economics-İstanbul İktisat Dergisi is an open access, peer-reviewed, scholarly journal published two times a year in June and December. It has been an official publication of Istanbul University Faculty of Economics since 1939. The manuscripts submitted for publication in the journal must be scientific and original work in Turkish or English. Being one of the earliest peer-reviewed academic journals in Turkey in the area of economics, Istanbul Journal of Economics-İstanbul İktisat Dergisi aims to provide a forum for exploring issues in basicly economics and publish both disciplinary and multidisciplinary articles. Economics is the main scope of the journal. However, multidisciplinary and comparative approaches are encouraged as well and articles from various social science areas such as sociology of economics, history, social policy, international relations, financial studies are welcomed in this regard. The target group of the journal consists of academicians, researchers, professionals, students, related professional and academic bodies and institutions.

Pity the class of 2022. The job market in China has long been a gauntlet for college graduates as the country’s largely industrial economy does not generate sufficient opportunities in the knowledge industries to satisfy the career aspirations of its growing number of college graduates. However, prospects for the current crop of jobseekers are particularly grim with a record 10.76 million college students graduating this year (Wuhan Evening News, May 24). Recent graduates must navigate an intensely competitive labor market where demand for jobs greatly outstrips supply due to the negative ramifications of the dynamic clearance zero-COVID policy, which has led to mass hiring freezes and layoffs. Regulatory crackdowns on private businesses, which reached a crescendo last year, have fostered uncertainty in the technology and private education industries, sectors where many graduates had previously found work (South China Morning Post, March 20). According to the annual “College Student Employability Survey Report” released by the recruitment firm Zhaopin (招聘), only 46.7 percent of graduating college students had received job offers as of mid-April, which is down from 62.8 percent last year (Hangzhou Daily, April 28). Not only have fewer graduates found work, but those that have, are earning less this year with an expected monthly salary of 6,295 yuan ($939), a six percent decrease from 2021.

4. Unemployment Monitoring and Early Warning: New Trends in Xinjiang’s Coercive Labor Placement Systems

In mid-2019, the first efforts to systematically research and conceptualize state-sponsored forced labor systems in the Xinjiang Uyghur Autonomous Region (XUAR) took place (Journal of Political Risk, December 2019). First, this research examined the placement of detainees in Vocational Skills Education and Training Centers (VSETCs, 职业技能教育培训中心, zhiye jineng jiaoyu peixun zhongxin), which function as re-education camps; and second, the findings detailed the transfer of rural surplus laborers (农村劳动者转移就业, nongcun laodongzhe zhuanyi jiuye) into secondary or tertiary sector work – referred to as Poverty Alleviation through Labor Transfer (脱贫转移就业, tuopin zhuanyi jiuye). In addition to general evidence for coercive labor placements into labor-intensive manufacturing, scholars uncovered evidence of coercive labor transfers for specific economic sectors such as cotton and tomato picking, as well as the production of polysilicon for solar panels (Newlines Institute, December 2020; CBC News, October 29, 2021; Bloomberg, April 2021).[1] Much of the evidence implicating these industries came from publicly available government data, media or company reports, typically dating from between 2017 and 2020. Unfortunately, since then, such evidence has become much sparser. This examination argues that this falloff in information is not just due to government censorship. Rather, it also reflects systemic and concerning changes to the ways that coercive labor placements in Xinjiang are being consolidated.

5. The Costs of Covid: Australia’s Economic Prospects in a Wounded World

Abstract:
Despite Victoria’s second wave of infection, Australia’s economic recovery from the coronavirus is underway. The bitter aftermath includes high and rising unemployment, vastly increased government debt, and a markedly less congenial global economy. Though formidable, the fiscal challenge is well within Australia’s means, especially if the Reserve Bank remains willing to acquire and hold Australian government debt. It may need to do so anyway to suppress an unwelcome appreciation of the Australian dollar in a world where major central banks are committed to low long term interest rates. Australia’s increasing integration into the East Asia economic community offsets the drag from the major advanced economies, but the US–China quarrel and the dislocation of global trading and investment relationships it threatens heightens the tension between Australia’s economic and security choices.

Abstract:
The Chinese government is moving toward a qualitative growth model in the era of “New Normal,” transitioning from the existing quantitative growth model. In line with the transition, since 2015 the Chinese government has been implementing a strategy of “mass entrepreneurship and innovation,” which involves building a startup ecosystem in order to solve youth unemployment and create new growth engines. Thanks to the success story of China’s BAT (Baidu, Alibaba, Tencent) and these new policies by the Chinese government, the startup entrepreneurship boom in China has grown rapidly, together with an explosive expansion of infrastructure and platforms for startups. To determine whether China’s economy can be transformed into an innovative economy, we need to carefully examine and evaluate China’s strategy and status of developing the startup ecosystem.

7. Comovement of Home Prices: A Conditional Copula Approach

Abstract:
Even though housing markets in different areas are relatively localized, regional home prices have become closely correlated and tend to be simultaneously affected by many national economic factors. In this paper, through the dynamic copula model, we confirm that regional home price dependence is time-varying and the conventional time-invariant copulas underestimate the degree of dependence during economic expansions and recessions. In essence, the U.S. residential real estate market has become more integrated since the mid-1980s. Using the conditional copula model, we further identify how the dependence among regional housing markets evolves along with some fundamental economic factors such as unemployment rate and interest rate. These findings can help investors and home buyers to better identify and evaluate the systematic risk in the nationwide housing market.

US-China trade friction has intensified, and one excuse that the Trump administration has used for trade protectionism against China is that China has been stealing US jobs, especially in the manufacturing sector. But bilateral trade has nothing to do with unemployment in the US. China itself or trade with China is merely scapegoats. The US is being a fault finder without realizing that the real reasons are internal, and the trade conflict will jeopardize manufacturing jobs on both sides.

10. A Quantitative Trade Model with Unemployment

Abstract:
Over the last decade, quantifying the welfare effects from tariff changes has become one of the main challenges among international trade economists. There are a number of quantitative trade models with micro-foundations which emphasize demand-side (Anderson and Van Wincoop 2003), supply-side (Eaton and Kortum 2002), Bertrand competition (Bernard et al. 2003), extensive and intensive margin (Chaney 2008), etc, and conclude that trade liberalization with tariff reductions leads an economy to reach a higher level of welfare compared to pre-liberalization (Costinot and Rodriguez-Clare 2014). While elegant, these models inducing gravity equations share the common assumption, a perfect labor market. Quantitative trade models with full-employment developed so far have not taken account of labor market frictions when evaluating the welfare effects from tariff changes. This paper aims to fill the gap in the trade literature by explicitly considering labor market frictions. I employ search-and-matching to a multi-country and multi-sector Ricardian model with input-output linkages, trade in intermediate goods, and sectoral heterogeneity, in order to quantify the welfare effects from tariff changes. The paper shows that labor market frictions can be a source of comparative advantage in the sense that better labor market conditions contribute to lower cost in production. Labor market frictions play a critical role in determining the probability of exporting goods to trading partners, and interact with bilateral trade share, price, expenditures, etc. Unemployment and changes in unemployment rates due to tariff reductions contribute welfare changes across countries, implying that welfare effects based on quantitative trade models with full-employment are likely to be biased. I confirm the biased welfare effects by revisiting Caliendo and Parro (2015), who conduct an analysis of the welfare effects from the NAFTA from 1993 to 2005. I show that the welfare gap between theirs and mine has a positive correlation with changes in observed unemployment rates across countries. With the constructed model, I further conduct counterfactual exercises by asking what would happen if China’s tariffs remain unchanged from 2006 to 2015. It turns out that there are mild welfare effects to trading partners in the world trading system.
