1. China's Green Transition Policies and Its Implications for Korea

Abstract:
In China, carbon emissions from the energy and heat producing sector account for 53.4% of total emissions, with industry (28.6%) and transportation (8.9%) being the main carbon emission sectors. Therefore, various green transition policies in energy, industry and transportation are being pursued in Chinese cities. In Chinese cities, the promotion of rooftop-distributed photovoltaic power generation, among renewable energy sources, is evaluated to be capable of intensive development, reducing power peak load, and inducing residents to consume green energy. Policies are being implemented in urban industries to reduce pollution and carbon emissions, increase energy use efficiency, improve resource use levels, and improve green manufacturing systems. In the transportation sector, China's policies to reduce emissions, expand the supply of new energy vehicles, and strengthen green transportation technology are representative. Consequently, this study summarizes the policy implications, areas of Korea-China cooperation, and risk factors of China's green transition promotion plan for its Chinese cities.

Abstract:
Traditional services trade (TST), including tourism and transport services, is the basic and key component of services trade in the Regional Comprehensive Economic Partnership (RCEP). The implementation of RCEP will provide a platform for further liberalisation in TST, thus effectively promoting the growth of the whole service trade and the development of the travel and transportation industry. In this paper we will first show the trade pattern of TST in RCEP. Then, the commitments by each RCEP member will be thoroughly analysed, and the Hoekman index will be constructed to measure the liberalisation levels for the RCEP members. In the last section, we outline some impacts of the COVID-19 pandemic on TST and propose policy implications for RCEP in the post pandemic era.

Abstract:
Poland, due to its location in the center of Europe, is a key element of the New Silk Road (NSR), an initiative that attempts to create the shortest land connection between China and Western Europe. This article analyzes various industry reports, national development strategies up to 2030, and EU and local projects to see is the further development of NSR an opportunity for container rail transport in Poland. As it turns out, the issue discussed in the article has hitherto been outside the circle of researchers’ interest, thus the analysis is an important supplement to the existing research gap. It indicates that the further participation of Poland in the Chinese One Belt One Road initiative is a great opportunity for the economic growth of the Republic of Poland (RP).

4. The Effects of India’s COVID-19 Lockdown on Critical Non-COVID Health Care and Outcomes

Abstract:
India’s COVID-19 lockdown is widely believed to have disrupted critical health services, but its effect on non-COVID health outcomes is largely unknown. Comparing mortality trends among dialysis patients in the eight months around the lockdown with the previous year, we document a 64% increase in mortality between March and May 2020 and an estimated 22-25% total excess mortality through July 2020. The mortality increase is greater among females and disadvantaged groups. Barriers to transportation and disruptions in hospital services appear to be the main drivers of increased morbidity and mortality. The results highlight the unintended consequences of the lockdown on critical and life-saving non-COVID health services that must be taken into account in the implementation of future policy efforts to control the spread of pandemics.

5. The Kunming-Vientiane Railway: The Economic, Procurement, Labor, and Safeguards Dimensions of a Chinese Belt and Road Project

Abstract:
The Kunming-Vientiane (K-V) railway, part of the Kunming-Singapore multi-country rail network (or “Pan-Asia Railway”), is an anchor investment of the Chinese government’s Belt and Road initiative (BRI). This case study will assess the rail project along four dimensions: economic implications; procurement arrangements; labor; and environmental and social safeguards. In each of these areas, evidence from the railway project suggests that Chinese policy and practice could be better aligned with the practices of other sources of multilateral and bilateral development finance. Where the project’s standards are broadly aligned, at least in principle, there is nonetheless reason to believe that China’s approach carries heightened risks given the overall scale of financing. These risks hold for China’s global program of official finance, which has made the country the largest source of official credit in the world. In this regard, BRI policymakers should consider a more rigorous set of “best practices” that align Chinese official finance with leading multilateral standards, even if these practices don’t currently characterize many other bilateral lenders. Such an approach would be consistent with the multilateral vision for BRI espoused by Chinese officials and reflected in the framework of the annual Belt and Road Forum for International Cooperation. This study considers what a stronger set of standards would look like in the context of the four areas of focus.

Abstract:
The People’s Liberation Army (PLA) has ambitious goals for its power projection capabilities. Aside from preparing for the possibility of using force to resolve Beijing’s territorial claims in East Asia, it is also charged with protecting China’s expanding “overseas interests.” These national objectives require the PLA to be able to project significant combat power beyond China’s borders. To meet these needs, the PLA is building organic logistics support capabilities such as large naval auxiliaries and transport aircraft. But it is also turning to civilian enterprises to supply its transportation needs.

7. What Is the U.S. Trade and Development Agency?

Abstract:
The U.S. Trade and Development Agency (USTDA) is a small independent federal agency whose mission is to help American “companies create U.S. jobs through the export of U.S. goods and services for priority development projects in emerging economies.” USTDA links American businesses to export opportunities in emerging markets by funding activities such as project preparation and partnership building in sectors including transportation, energy, and telecommunications. Since it was established 25 years ago, the agency has generated a total of $61 billion in U.S. exports and supported over 500,000 American jobs. In connecting American business to such opportunities, USTDA also links American technology’s best practices and ingenuity with U.S. trade and development policy priorities. USTDA is an instrument to enable American-led infrastructure development in emerging economies and, therefore, frequently sees increasing competition from government-backed Chinese firms and the challenge they can pose to American commercial engagement under the flag of One Belt, One Road (OBOR). OBOR is paving the way for Chinese engineering, procurement, and construction companies to prepare and develop infrastructure projects in OBOR countries in a way that favors Chinese standards, thereby exerting significant pressure to select Chinese suppliers. This creates a potentially vicious cycle—the more China builds, the faster their standards become the international norm, and, ultimately, this cycle could foreclose export opportunities for U.S. businesses and harm American competitiveness in global infrastructure development. U.S. exporters are increasingly requesting USTDA intervention at the pivotal, early stages of a project’s development, to compete in markets, such as the OBOR countries, where they frequently face Chinese competition. Of note, 40 percent of USTDA’s activities in 2016 were in OBOR countries across South and Southeast Asia, Central Asia, the Middle East, and Africa. Although there are other agencies that may seem to do work similar to USTDA, there are various aspects that make it a unique agency. This paper provides a brief description of USTDA, its origin and evolution, the impact on the U.S. economy and its proactive collaboration across U.S agencies. Finally, it offers a set of recommendations for USTDA on how to improve its operations and strengthen its role in the developing world.

US freight railcar manufacturers contribute $6.5 billion to U.S. GDP and support nearly 65,000 jobs. However, increased global competition and evidence suggesting unfair business practices puts this contribution at risk. Oxford Economics conducted an original study that evaluates the practices of Chinese state-owned enterprises' (SOE) push into the U.S. market and the potential risks to domestic manufacturers and domestic supply chains. The study focuses primarily on U.S. freight railcar production and includes consequences from a similar experience in Australia's freight railcar production, when faced with the entrance of Chinese SOEs.

Urban residents around the world know that housing close to mass transit commands a price premium. Living near transit stations saves residents time and money, which is reflected in rents. Studies evaluating the impact of bus rapid transit (BRT) services in Beijing, China, and Brisbane, Australia, have found rents of properties near stations to be 10 and 20 percent higher than those farther away. The value of properties within six miles of mass urban transit are known to increase two to three times faster than those outside. But does this relationship hold true everywhere?
