Abstract:
This research paper was commissioned by GFN-SSR as part of a help-desk support to inform HMG to report on its engagement in the context of Nepal. The query asked for illustrative examples and lessons of integration; in particular, examples of integration into armies, integration into non-military forces (police, armed police, intelligence, etc), and creation of new security structures (industrial security forces, border police, etc) into which ex-combatants are then integrated.

262. Medvedev's amendments to the law on defence: The consequences for Europe

In November 2009, the 'Law on Amendments to the “Law on Defence”' proposed by President Medvedev entered into force. It allows the Kremlin to dispatch troops outside Russia for four purposes: to counter armed attacks against Russian armed forces, other troops and bodies deployed beyond its borders; to counter or prevent an armed attack against another country if this country has requested Russia to do so; to protect Russian citizens abroad from an armed attack; and to combat piracy and guarantee the safety of shipping. The law is an attempt to close the gap between Moscow's strategic goals, primarily the establishment of its geopolitical dominance over the former Soviet republics, and Russia's legislation, which restricted its ability to deploy armed forces beyond national borders. In effect, the amended legislation enables the Kremlin to deploy its armed forces abroad in a wide range of situations, precisely because of a lack of clear criteria. The wording of 'Medvedev's amendments' sheds light on some plans and scenarios that may be taking shape in Moscow. It is not beyond the realms of possibility that Russia may plan to ignite large-scale disturbances and ethnic clashes in Sevastopol or in Latvia and Estonia, which may be used as a pretext for Russian military intervention. A Russo-Ukrainian conflict in Crimea would pose not so much a military as a political challenge for Europe and the West. Even though Ukraine does not belong to these organizations, if NATO and the EU failed to respond to Russian intervention in Crimea with strong political and economic measures, their strategic relevance would be seriously undermined. If NATO did not defend its member states in the Baltic, the strategic role of the Alliance would be reduced to zero. The aforementioned scenarios fall into the worst-case category, yet there are numerous precedents in Russia's history which demonstrate that worst-case scenarios can become reality. European dependence on Russian energy supplies and interest in Russia's support in resolving the Iranian nuclear problem and the conflict in Afghanistan, as well as the Obama administration's interest in Russia's partnership in nuclear issues, constrain Western ability to respond. However, the West could and should make it quite clear that new Russia's military interventions will result in the country's political ostracization. Furthermore, the West could propose and develop an internationally recognised mechanism regulating the most important aspects of humanitarian intervention. In particular, it should minimise the ability of individual states to make unilateral decisions to intervene militarily if the UN Security Council were unable to make firm decisions. Such mechanisms could be discussed and developed in the frameworks of the UN, the OSCE, the so-called Corfu process and similar international forums.

Secretary of State Hillary Clinton's choice of Japan, Indonesia, South Korea, and China for her first official trip overseas helped shine a spotlight on Asia as a high priority region this quarter, as did North Korean Dear Leader Kim Jong-il's announcement that he intended to conduct a satellite launch in early April. The drama surrounding the anticipated launch provided an unfortunate back drop for otherwise very positive pronouncements about intended Obama administration policies in East Asia, even if the quarter closed with only a handful of those eventually to be tasked with implementing these policies at their desks. ASEAN leaders finally held their postponed summit and celebrated the entry into force of their much-maligned Charter. Meanwhile, Australian Prime Minister Kevin Rudd visited Washington to underscore that the U.S. and Australia are still “mates,” even as his reluctance to send more combat forces to Afghanistan foreshadowed the difficulty President Obama faces in getting allies to sign up for his “surge” there. Finally, economic forecasts kept being adjusted downward as Asian leaders prepared for the G20 summit in London in hopes that this would bring a turnaround.

Abstract:
American thinking about extended deterrence has always tended to focus on its nuclear-weapon capabilities. It is no different today. The Strategic Posture Commission of the United States—a bipartisan commission appointed by Congress 'to examine and make recommendations with respect to the long-term strategic posture of the United States'—reached the following conclusion on the requirements needed to fulfill U.S. security guarantees to Japan. In Asia, extended deterrence relies heavily on the deployment of nuclear cruise missiles on some Los Angeles class attack submarines—the Tomahawk Land Attack Missile/Nuclear (TLAM/N). This capability will be retired in 2013 unless steps are taken to maintain it. U.S. allies in Asia are not integrated in the same way into nuclear planning and have not been asked to make commitments to delivery systems. In our work as a Commission it has become clear to us that some U.S. allies in Asia would be very concerned by TLAM/N retirement.

The United Nations projects that by 2025, half of the countries worldwide will face water stress or outright shortages. In 2007, the Atlantic Council of the United States (the Council) partnered with the U.S./China Energy and Environment Technology Center (EETC) at Tsinghua and Tulane Universities to hold a series of dialogues to foster cooperation between the United States and China on developing secure and sustainable energy supplies. Over the past several years, the Council and EETC have invited key organizations, experts from industry and government, and representatives from relevant United States (U.S.) and Chinese government agencies to become directly involved in several meetings designed to identify concrete recommendations for increasing official governmental and industry cooperation.

Abstract:
U.S. Secretary of State Hillary Clinton kept her promise and showed up at the first ASEAN Regional Forum (ARF) Ministerial Meeting to take place on her watch and, also as promised, signed ASEAN's Treaty of Amity and Cooperation (TAC) on behalf of the United States. Unfortunately, North Korean “Dear Leader” Kim Jong-il also kept his promises: to ignore all UN Security Council resolutions, to shoot more missiles, and to never, ever (or at least not this past quarter) return to the Six-Party Talks. In response, Washington pledged to continue its full-court press on enforcing UN-imposed sanctions despite a few “good-will gestures” from Pyongyang. U.S. President Barack Obama also kept his promise to take significant steps toward global disarmament, chairing a UN Security Council session to underscore his commitment to this ideal. Meanwhile signs of the promised recovery of the global economy were in evidence this past quarter, with Asia leading the way.

Abstract:
The highlight of the third quarter was Japan's general election on Aug. 30 and the inauguration of the Hatoyama Cabinet on Sept. 16. Despite Prime Minister Aso's attempt during the campaign to portray the Democratic Party of Japan (DPJ)'s foreign policy as posing national security threat to Japan, the Lower House election ended a virtual half-century of Liberal Democratic Party (LDP) rule in Japan as the country faces serious economic and security challenges. Considering that Japan's North Korea policy in the past few years made a clear turn toward pressure with an emphasis on a resolution of the abduction issue, the major question in Japan-North Korea relations is whether this will change under the new administration led by Prime Minister Hatoyama Yukio. Pyongyang expressed hopes for a breakthrough in their bilateral relations, but it does not look like we will witness any fundamental change in Japan's North Korea policy. Japan-South Korea relations during this quarter can be summarized as guarded optimism as both sides look to elevate bilateral ties to another level of cooperation. If there is one sure sign that this shift in Japanese politics might bring positive change, it will be over the issue of the Yasukuni Shrine.

270. Arguing Afghanistan: what the detractors of NATO's mission get wrong

Abstract:
Over the last few years, Afghanistan has become less stable and less secure. There were more than 2,000 civilian casualties in 2008 - more than in any other year since the Taliban regime was overthrown in 2001, and an increase by 40% in comparison to 2007. Coalition forces suffered 294 casualties in 2008, also the highest number so far. This is the direct consequence of a rise in Taliban and insurgent activity, mostly in eastern and southern Afghanistan.
