Abstract:
A continuing leitmotif of the Six Party Talks—among the United States, China, Japan, Russia, South Korea, and North Korea—is the prospect that a resolution of the nuclear question could set the stage for more institutionalized and enduring multilateral cooperation in Northeast Asia. The Joint Statement of September 19, 2005, which outlined the principles governing subsequent negotiations, referenced new “ways and means for promoting security cooperation in northeast Asia,” and the February 13, 2007 Joint Statement created a Working Group on a Northeast Asia Peace and Security Mechanism (NEAPSM).

Abstract:
This paper analyses both global and regional approaches to solving problems of energy security and ecological imbalance by addressing specifically the problems of China's energy security. China's growing energy dependence has become a major concern for both economic and national security policymakers in that country. The ambitious goal of modernization of the economy along the lines of the other newly industrialized economies (NIEs) of Asia has succeeded only too well, and it is difficult to reorient economic priorities. If examined rigorously, such an economic strategic assumption can be seen to entail the goal of creating further technological capabilities. In particular, China seems to be firmly committed to the creation of a largely self-sustaining innovation system as part of a knowledge-based economy of the future. Such innovation systems, called positive feedback loop innovation systems or POLIS have been created by advanced countries, and NIEs such as South Korea and Taiwan are proceeding to create these as well. But this will add to its energy burden and further dependence on the US as the power which controls the key sea lanes. Only a strategic reorientation to building a self-sustaining POLIS and appropriate regional cooperation institutions can lead to the way out of the current dilemma for China. Fortunately, such a model of POLIS which is distributionally and ecologically sensitive can be built for China and applied strategically to lead towards a sustainable development trajectory.

224. La Confianza y la Sunshine Policy en Corea

Hacia el final de 2000, el entonces Presidente de Corea del Sur, Kim Dae-jung, recibió el Premio Nóbel de la Paz otorgado por su trayectoria de lucha en favor de la democracia y de la paz, en la península coreana. Ese mismo año, antes de recibir la condecoración, Kim Dae-jung se había reunido con su homólogo de Corea del Norte, Kim Jong Il, en una Cumbre histórica en Pyongyang. Este encuentro se transformó en el símbolo de su Sunshine Policy, política que Kim Dae-jung desarrolló hacia Corea del Norte durante su Presidencia entre los años 1998 y 2003. En la reunión, el Sur y el Norte concordaron en que era importante consolidar la confianza entre ellos, lo que quedó estipulado en la Declaración Conjunta de la Cumbre. Kim Dae-jung reiteró su compromiso de incrementar la confianza mutua en la península, por lo menos, en dos discursos durante el mismo año (Kim, 2000b; Kim, 2000c). Su comportamiento con el Norte llevó a que Levin y Han (2003: 31) afirmaran que una característica distintiva de su Sunshine Policy era la disposición de Kim Dae-jung a confiar en Kim Jong Il, aun sin tener evidencias claras sobre las cuales basarla. La importancia de la confianza en los planteamientos de Kim Dae-jung lleva a cuestionar las características de este concepto y el rol que puede jugar en la búsqueda de la paz. 225. War and Peace in Early Modern East Asia: Hierarchy and Legitimacy in International Systems

Abstract:
Between 1368 and 1841 – almost five centuries – there were only two wars between China, Korea, Vietnam, and Japan. These Sinicized states crafted stable relations with each other, and most of the violence and instability arose between these states and the nomadic peoples to the north and west of China and Korea. Building on the “new sovereignty” research in international relations, I argue that the status quo orientation of China and established boundaries created a loose hierarchy within anarchy that had much to do with the period of peace. Built on a mix of legitimate authority and material power, the China-derived international order provided clear benefits to secondary states, and also contained credible commitments by China not to exploit secondary states that accepted its authority. Korean, Vietnamese, and even Japanese elites consciously copied Chinese institutional and discursive practices to craft stable relations with China, not to challenge it. International systems based on legitimacy and hierarchy are not unique to early modern East Asia, and incorporating these insights into our theories of international society has implications for the contemporary world as well.

Abstract:
Interest in more comprehensive institutional arrangements for Northeast Asia have been given a fillip by the suggestions emerging from the Six Party Talks on North Korea's nuclear program. The following paper looks at regional interactions on energy and related policies. It asks whether the regional actors see conflicts emerging within the region in their individual attempts to solve their energy security concerns, or whether they envisage cooperative ways for resolving such problems. In the light of this, it asks whether there could be a functionalist basis arising from energy cooperation for a wider process of community-building in Northeast Asia.

228. The Experience with Regional Economic Cooperation Organizations: Lessons for Central Asia

Since the collapse of the Soviet Union, Central Asia has witnessed repeated efforts to strengthen regional integration through cooperation with the establishment of a number of regional organizations with Central Asian participation. In this paper, we review the experience with regional cooperation initiatives and organizations in Central Asia and the rest of the world. Using a typology of regional organizations that we have developed for this paper, we review the functions and performance of selected regional organizations and compile evidence more generally on the experience with regional cooperation around the globe. Based on this we draw some lessons to help Central Asian countries, their partners and their regional organizations respond effectively to the opportunities and challenges of regional cooperation and integration. Central Asian countries need to realize that effective cooperation is not easy. It takes time and requires a flexible, constructive approach of all major partners. It also requires effective leadership by key countries, institutions and individuals and a careful selectivity for membership and for the mandate of the organization. Where multiple regional organizations overlap in membership and mandate, it is essential to address the risk of costly duplication. The paper concludes with an assessment of the specific implications for the Central Asia Regional Economic Cooperation Program.

This report is based on discussions with Chinese specialists on the Democratic People's Republic of Korea (DPRK) during a visit to Beijing, Changchun, and Yanji, June 25-30, 2007.1 Discussions followed on a similar round of interviews conducted in April 2006. Several of our interlocutors recently returned from extended stays in Pyongyang and many others regularly visit the DPRK, commonly referred to as North Korea. Topics discussed included trends in North Korea's economy and prospects for reform; current trends in Sino-DPRK economic relations; China's policy toward North Korea in the wake of the nuclear test; Chinese debates on North Korea; Chinese assessments of North Korea's political stability; and potential Chinese responses to instability.

Abstract:
East Asia is witnessing the emergence of an informal monetary system which focuses on self-insurance through own reserve accumulation and co-insurance through swaps. The former is concentrated in a small number of large countries (China, Japan, and Korea), while the latter involves informal monetary cooperation among monetary authorities in a large number of countries. The origins of this system lie in the Asian financial crises, and reflect concerns both to avoid repetition of similar events and any spread of further crises through contagion effects. This paper first characterizes and documents this emerging system describing how it works and what its objectives are, and then discusses its performance, its incompleteness, and assesses the system's ability to move towards deeper integration without adopting a single monetary authority as well as the impediments it faces. What is clear is that this type of system among individual countries is incomplete and falls well short of complete monetary integration, but at present it performs well even if it experiences a number of deficiencies. Most countries seem better off with partial reserve pooling, while incremental gains from higher degrees of pooling in the region tend to be small.
