41. The Civil Transition in Afghanistan: The Metrics of Crisis?

Abstract:
Creating an effective transition for the ANSF is only one of the major challenges that Afghanistan, the US, and Afghanistan's other allies face during 2014-2015 and beyond. The five other key challenges include: Going from an uncertain election to effective leadership and political cohesion and unity. Creating an effective and popular structure governance, with suitable reforms, from the local to central government, reducing corruption to acceptable levels, and making suitable progress in planning, budgeting, and budget execution. Coping with the coming major cuts in outside aid and military spending in Afghanistan, adapting to a largely self-financed economy, developing renewal world economic development plans, carrying out the reforms pledged at the Tokyo Conference, and reducing the many barriers to doing business. Establishing relations with Pakistan and other neighbors that will limit outside pressures and threats, and insurgent sanctuaries on Afghanistan's border. Persuading the US, other donors, NGCO, and nations will to provide advisors to furnish the needed aid effort through at least 2018, and probably well beyond.

42. Value Subtraction in Public Sector Production: Accounting Versus Economic Cost of Primary Schooling in India

Abstract:
We combine newly created data on per student government expenditure on children in government elementary schools across India, data on per student expenditure by households on students attending private elementary schools, and the ASER measure of learning achievement of students in rural areas. The combination of these three sources allows us to compare both the “accounting cost” difference of public and private schools and also the “economic cost”—what it would take public schools, at their existing efficacy in producing learning, to achieve the learning results of the private sector. We estimate that the “accounting cost” per student in a government school in the median state in 2011/12 was Rs. 14,615 while the median child in private school cost Rs. 5,961. Hence in the typical Indian state, educating a student in government school costs more than twice as much than in private school, a gap of Rs. 7,906. Just these accounting cost gaps aggregated state by state suggests an annual excess of public over private cost of children enrolled in government schools of Rs. 50,000 crores (one crore=10 million) or .6 percent of GDP. But even that staggering estimate does not account for the observed learning differentials between public and private. We produce a measure of inefficiency that combines both the excess accounting cost and a money metric estimate of the cost of the inefficacy of lower learning achievement. This measure is the cost at which government schools would be predicted to reach the learning levels of the private sector. Combining the calculations of accounting cost differentials plus the cost of reaching the higher levels of learning observed in the private sector state by state (as both accounting cost differences and learning differences vary widely across states) implies that the excess cost of achieving the existing private learning levels at public sector costs is Rs. 232,000 crores (2.78% of GDP, or nearly US$50 billion). It might seem counterintuitive that the total loss to inefficiency is larger than the actual budget, but that is because the actual budget produces such low levels of learning at such high cost that when the loss from both higher expenditures and lower outputs are measured it exceeds expenditures.

Abstract:
Youth delinquency has been a hot topic in Russian society for many years. Numerous associations, NGOs and international organizations have raised public awareness of the problem and have encouraged the government to place judicial reform on its agenda. However, debate over how to apply it, the various possible models and how to structure the relationship between social and judicial institutions has been limited. Discussion has instead focused on the relative priorities to be given to the interests of children versus those of the family, so-called “traditional” versus “liberal” values, and the extent to which the State should interfere in the private lives of Russian citizens. Discussion of the actual situation of children at risk and the concrete problems posed by reform have been overshadowed by rumors, encouraged by a discourse of fear in an increasingly violent society that tend to distort the real problems. Additionally, implementation of international norms and judicial reform has been largely blocked by the patriotic agenda of the State.

Abstract:
India and Pakistan, born out of a single British-ruled entity in 1947, have continued an implacable rivalry marked by periodic wars and hostilities as well as through proxies. This unending conflict has led them to invest heavily in their militaries and even to choose nuclear weaponry as a deterrence on the part of Pakistan toward India and on India's part toward both Pakistan and China. Although there have been occasional moves toward confidence building measures and most recently toward more open borders for trade, deep mistrust and suspicion mark this sibling rivalry. Their mutual fears have fuelled an arms race, even though increasingly civil society actors now appear to favor rapprochement and some sort of an entente. The question is whether these new trends will help diminish the military spending on both sides.

Abstract:
The Northeast Asian region has attracted at least two types of international relations analyses. A first type focuses primarily on military and hard security and investigates changes in states' power and the politics of coercion, balance of power, and alliances. A second type is interested in cross-border economic activities, regional interdependence, and institutionalization and then examines the states' policies of development, trade, money, and technology, as well as the politics of institutional building and reform. T.J. Pempel's edited volume synthesizes the two approaches by viewing the mutually shaping interactions between economics and security as a major feature of regional politics. The book is a fruit of collaborative efforts by American, Japanese, South Korean, and Chinese scholars who provide in-depth analyses of recent developments in the region.

As China's National Party Congress gathered in early March to anoint Xi Jinping and the next generation of Chinese leaders, Beijing's behavior at home and abroad strongly suggested that, while they have strategic goals, they have no strategy for how to achieve them. Beijing seems unable to change course from following a development model it has outgrown and pursuing assertive, zero-sum foreign policies that are counter to its long-term interests.

Abstract:
The need for international co-operation has never been greater, yet global governance is inadequate. Whether one looks at the Doha round of trade liberalisation, the climate change talks led by the United Nations, the G20's efforts to co-ordinate economic and financial policies, or efforts to reform the UN Security Council (UNSC), not much is being achieved. 'Multilateralism'–the system of international institutions and rules intended to promote the common good–appears to be weakening. At the same time, the growing influence of China, Russia and other non-Western powers is pushing the international order towards 'multipolarity'.

48. DPJ’s Broken Promise and the End of the Anti-Koizumi Era in Japan

The Democratic Party of Japan (hereafter DPJ) has ruled Japan since 2009 but is now at risk with Ozawa Ichiro’s departure from the DPJ only after three years. On July 2, 2012, Ozawa, former DPJ president and influential figure in DPJ intraparty dynamics, announced his departure from the DPJ with 49 fellow Diet members. He and his fellows have criticized the DPJ’s election manifesto and fundamental identity as being broken with Prime Minister Noda Yoshihiko’s effort to raise the consumption tax. A split of Ozawa’s group from the DPJ seemed inescapable when Ozawa and 56 fellows voted against a bill for a consumption tax hike in the Lower House on June 26, 2012. Noda’s continued support for the consumption tax hike and Ozawa’s reactive choice to break away have increased political uncertainty in Japan. Japan may undergo Diet dissolution and a general election this fall due to the divided DPJ. How can we understand the DPJ’s endogenous collapse and what will be the impact of this political upheaval on Japan’s political future? I argue that DPJ solidarity did not have a strong foundation beyond an anti-Koizumi framework and that there was no intraparty consensus on some DPJ leaders’ new policy agenda, which is not related to the anti-Koizumi framework. When Koizumi Junichiro aggressively enhanced neoliberal structural reforms in the early 2000s, DPJ politicians were at first perplexed because Koizumi’s key agendas were well matched with their “small government” orientation. However, they soon found a solution for the anti-Koizumi framework with a doctrine for “more universal welfare without a tax hike” under the leadership of Ozawa. The DPJ’s differentiation from Koizumi’s Liberal Democratic Party (hereafter LDP) was successful in the 2007 Upper House election and the 2009 Lower House election. However, Kan Naoto and Noda have tried to deviate from an Ozawa-led manifesto of no tax hike since 2010 because they found that a stable universal welfare system demands sound fiscal conditions and that a consumption tax increase is the only way of relieving the huge fiscal deficit problem. When the anti-Koizumi was exhausted as a core driving force of DPJ solidarity, the DPJ had become stuck in diverging policy orientations between fiscal soundness and no tax hike—and finally split. The divided DPJ symbolizes the end of the anti-Koizumi era in Japanese politics. Koizumi’s structural reform has dominated the discourse of Japanese politics in the last decade. However, the end of the anti-Koizumi era never means the rise of new discourse of Japanese politics. Since the DPJ and the LDP lost their differences on policy orientations, the stable two-party competition structure is dwindling in Japan. The more crucial point is that Japanese political leaders do not have new visions for Japan’s future political economic model beyond Koizumi’s structural reform and the anti-Koizumi framework’s emphasis on welfare.

This paper seeks to analyse the relationship between functional distribution of income, aggregate demand and growth in Chinese reform economy. For this purpose the Bhaduri-Marglin Model is used, stating the theoretical possibility of both profit-led and wage- led growth regimes. Subsequently, the principal literature on the evolution of factor‟s shares in China is reviewed. The statistical series for the period 1978-2007 are reconstructed in order to carry out our analysis of the relations between capital‟s share and investment, on one hand; and labour‟s share and consumption, on the other. Supported by the Model‟s preliminary estimations, it is argued that Chinese growth has been largely profit-driven. Finally, the implications are presented vis-a-vis concerning Chinese economic prospects.
